Dean. Board Room of the Village Commons at 7:36 p.m. Pledge of Allegiance was given. 2. ROLL CALL; ROLL CALL The Clerk called the roll with the following persons PRESENT: President Bushy, Trustees Bartecki, Mayer, Payovsch, Shumate, Skinner and Winters. ABSENT: None. Richard A. ArINmuNCEAENTS & OPEN FORUM: OPEN FORMI Joe Rush, President of Fullersburg Woods, addressed the Board with area resident's concerns of the zoning violations by the Institute in Basic Life Principles. Mr. Rush presented documentation to President Bushy confirming the usage of single- family residence for dormitories, noting the violation of Hinsdale and Oak Brook zoning codet,theredocnB uw would stated to the concerned residents in. attendance be- -filed with the Village Clerk and given to Village Attorney Martens for a legal opinion. Mr. Rush will be notified of Attorney Martens' findings. 4. HIGHLAND GAMES - RE��UEST FOR KKTENSION OF HOURS - 1993/94: H HIGHLAND GAMES -°-•--�"""° ._ EXTENSION OF In 19924 when the Board of Trustees granted the Highland Games a H HOURS - 93/94 liquor license, beer was served fim 8:00 a.m. to 11:30 p.m. The Highland Games liquor application for 1993 will request the same time frame (8:00 a.m. to 11:30 p.m.) . The time extension will be revisited for the 1994 Highland Games by the Village Board. Trustee Shumate moved to authorize an extension of hours for the Scottish Festival. until 11:30 p.m. for the 1993 Highland Games. Trustee Shumate moved to end the motion and to authorize an extension of hours until 11 :30 p.m. only for the Ceilidh in the wain tent, for the Scottish Festival for the 1993 Highland Games. SALT CREEK DREDGING REACHES 2 & 3 S FOR S SALT CREEK FUTURE VILLAGE MAINTENANCE STATUS ATE: D DREDGING REACHES 2 & 3 The Illinois Department of Transportation has informed the Village of Oak Brook that they have provided an adegaate vegetative cover for the Salt Creek Dredging Reaches 2 and 3 and state their part of the project is completed. Trustee Fayovich moved that the Village Board formally accept improvements of the Salt Creek Dredging Reaches 2 and 3 by the Illinois Department of Transportation. Seconded by Trustee Skinner. VOICE VOTE: Motion carried. NEW BUSINESS: A. AANN The Zoning Board of Appeals, at its regular meeting of October 6, 1992, voted (5 to 1) to recomend approval of the requested variation for enlargement of an existing non - conforming structure subject to the required building permit be applied for within 6 months, that work be initiated within 12 months, and that the work be completed within 18 months of permit issuance. Trustee minters mved to deny the requested variation for the following reasons: 1) That the applicant had failed to demonstrate that the property in question cannot yield a reasonable return if permitted to be used only under the conditions of the "R -3" District. The home on the property was formerly rented out by the applicant before the building fell into disrepair. The Zoning Ordinance allows the applicant to repair the existing structure; 2) That any plight of the owner existed at the time she purchased or took title to the property; and 3) That the applicant failed to demonstrate that the variation.. if granted, would not alter the essential character of the locality. Increasing the bulk on this property, as proposed, would put too much house on this small lot. Seconded by Trustee Bartecki. RE BEST FOR PURCHASE ORDER - HEPATITIS "B" INOCULATIONS - POLICE DEPARTMENT: O.S.H.A. requirement mandates Hepatitis "B" shots be offered to public safety personnel at no cost to the employee. Trustee minters moved to approve a purchase order to Hinsdale Hospital in the amount of $5,470.00 to provide a series of Hepatitis "B" shots for Police Officers, Community Services Officers and Telecommunications Operators requesting the shots. Trustee Payovich moved to authorise staff to purchase a partial set of mechanic's tools at a cost not --to-exceed $8,000-00. Seconded by Trustee Skinner.
