MINUTES OF REGULAR MEETING
October 28, 1980
I. CALL MEETING T0_ ORDER

The Regular Meeting of the Board of Trustees was called to order at 7:30 P.M.
by Prtsi_dent Cerne in the Samuel E. Dean Board Room of the Village Commons.

Trustee Reynolds presented herself. Time: 7:45 P.M.
II. APPROVAL OF MINUTES
Trustee Philip moved - seconded by Trustee Congreve...
That the minutes of the Regular Meeting of October 21, 1980 be approved
as submitted and waive reading of same.
Voice vote: all in favor So ordered
III. ORDINANCES, RESOLUTIONS, VARIATIONS, PLATS, ETC.
A. Omitted Service Credit Resolutions R -286 to R -290
Omitted Service Credit in the Illinois Municipal Retirement Fund has been
requested by the following memebers of the Fire Department who have served
as Fire Inspectors in past years:
James E. Clark F -286
Charles W. DeWitt R -287
Robert D. Neilsen R -288
Athur C. Mager, Jr. R -289
Charles E. Templin R -290
Trustee Watson moved - seconded by Trustee Rush
To authorize execution of Resolution for Service Credit for the above named
employees, and that the Clerk certify by affixing her signature thereon.

IV. FINANCIAL
A. Investment
1. Water Fund
Trustee Rush moved - seconded by Trustee Watson....
To approve and ratify the following investment from the Water Fund.
One federally secured certificate of deposit to mature at First Federal
Savings and Loan on April 24, 1981 at a rate of 13.25% (183 days). This
certificate is drawn on the following accounts with the Water Fund:

2. Water Fund
Trustee Rush moved - seconded by Trustee Congreve....
To approve and ratify the following investment from the Water Fund.

to mature at First Federal Savings and Loan on April 27, 1981 at a rate of
13.75% (182 days).

V. OLD BUSINESS
A. Historic Graue Mill Gateway
Suggestions were made after discussion on the Historic Graue Mill
Gateway Area ordinance approved by the Village of Hinsdale on October
7, 1980. Staff was directed to incorporated this into the ordinance to
be approved by the Village of Oak Brook.
B. Michael J. Macken - Side Yard & Rear Yard Setback Variation
Deferred from regular meeting of October 14, 1980.
Trustee Rush moved - seconded by Trustee Philip....
To grant the variation the Rear Yard for an addition to a non-
conforming residence as recommended by the ZBA on October 7, 1980
and that the attorney be directed to prepare the required ordinance.

Abstain: Trustee Reynolds So ordered
President Cerne indicated approval of the motion.

To deny the request for a variation to the Side Yard for the addition
to the residence as had been recommended by the ZBA on August 5, 1980.

Abstain: Trustee Reynolds
President Cerne indicated approval of the motion. So ordered
C. Heritage Oaks Roadway Re- alignment
On October 20, 1980, the Plan Commission recommended approval for a
change in alignment of the street in the subdivision for the purpose
of protecting trees that would otherwise be destroyed.
Trustee Reynolds moved - seconded by Trustee Rush
To approve the amended and restated plat of Heritage Oaks Proposed
Roadway Relocation and that the attorney prepare a resolution.

D. American Homestead Resubdivision - Final Plat

October 28, 1980
On October 21, 1980 the Plan Commission recommended approval of the American
Homestead Resubdivision which consisted of three lots. On October 28, 1980
a two (2) lot resubdivision and additional information was submitted to the
Board for consideration.

To re -refer this plat to the Plan Commission for the meeting of November 17,
19 80 .

E. Retention of Additional Vehicle - Public Works
Trustee Congreve moved - seconded by Trustee Rush

To retain the 1977 Pontiac vehicle, Unit #500, scheduled as a trade -in, for the
use of Building Maintenance, Public Works Department.

F. 1955 American LaFrance Aerial Ladder Truck
So ordered
A recent offer to purchase this vehicle has been revoked by the Village of
Flossmoor.
Trustee Watson moved - seconded by Trustee Philip
To declare the 1955 Ladder Truck as a surplus vehicle and authorize advertising
it for sale in various national magazines, with a minimum sealed bid price of
$15,000.

G. Report of Activities ---
Communications & Sports Core:
Trustee Philip moved - seconded by Trustee Imrie
To authorize an expenditure not to exceed $3,600 as Change Order to Golf Course
contract with Oak Brook Landscaping for top dressing and dormant seeding necessary
to level off depressions caused by drainage lines on Field #2.
Roll call vote: Ayes: Trustees Congreve, Imrie, Philip, Reynolds, Rush,
Watson & President Cerne

Trustee Philip moved - seconded by Trustee Watson
To authorize the expenditure not to exceed $2,500 as a Change Order to Golf
Course Contract with Oak Brook Landscaping, to create a series of slit trenches
and french drains to alleviate the drainage problems caused by the necessary
daily watering of the greens.

Personal & Public Safety
Fire Prevention Bureau received State of Illinois Grand Award. Lt. Nielsen
was awarded Fire Prevention Inspector of the year in the State of Illinois. r�
Chief Clark introduced three new Fire Firefighters.
Chief Ceren introduced eight new Police Patrolmen. rairoiperson Susan Srch
was awarded High Acedemic Achievement.
Resident Margaret Steinboch- Sinclair was recognized for her effec,i,a_nt act-ion
at the scene of an accident on Spring Road.
Public Works
Oak Brook Water System was inspected by the EPA and any deficiencies were
noted and corrected.
Transportation & Libras
Trustee Imrie moved - seconded by Trustee Rush....
To authorize execution of application for a Per Capita Grant that is
annually appropriated by the Illinois General Assembly.
Voice vote: all in favor
Zoning & Planning
New Post Office is to open soon.
Shopping Center expansion encompasses five (5) new structures.
VI. NEW BUSINESS
A. Modification- Salary Administration Plan-Sports Core Manager
Trustee Watson moved - seconded by Trustee Congreve...
So ordered
To amend the Salary Administration Plan by adopting a revised job descrip-
tion for the Assistant to the Village Manager.

Watson

-To amend the Salary Administration Plan by creating the position of
Sports Core Manager in Pay Grade 11 and adopt a new job description.

Mrs. Zamancik, resident on Ernie Pyle Dr., requested information from
Board on the response to her calls to the Police Dept. & Public Works
Dept. Manager Carmignani commented that her calls have been investi-
gated and a=nswered.
