WDonald's Corporation - Parking Variation Ordinance S -242 President Dean read a proposed ordinance granting a variation to Lot 4 in Oak Brook Development Company • s Commerce Plaza, tMit I commonly known as 2111 Eneo Drive, to permit the reduction of the nnber of _,, ouired parking spaces from 1,034 to 982. Trustee Congreve moved - seconded by Trustee Haswell... That Ordinance S -242 be passed and approved by the villages board subject to the following addition to Section 1: "in accordance with the working papers prepared by Manager James N. President Dean read a proposed ordinance geuding Ordinance S -231, passed and approved on July 13th, 1971, to pemit the construction of a drive -in banking facility as set forth in a revised site plan dated October 26th, 1971, instead of a revised site plan dated June 18ta; 1971, as stated in Ordinance S -431. Although our Department is not essentially large enough for specialization we are in fact the most progressive department in DuPage County. Chief Sizemore has contributed everything that one could expect, he cannot be e Weted to' keep up ;d th the fast growing pace of Oak Brook unless we can confront the problem with more manpower. Ties writer recommends the Traffic Division be increased from three to six full time trained Traffic Officers. This will not be accomplished by taking men from our Patrol Force, but an increase of five new police personnel. With an increase of this size we can accommodate the need of traffic direc- tion at various locations. We can more effectively enforce vehicle laws on a concentrated basis, and be where we're needed in emergencies. This writer feels we are not meeting the needs of the motoring public, we are not fullfilling our obligation to the residents and commercial areas. s Not all of our problems are due to deficiencies in our department but the lack of adequate transportation system. The village can no ,longer wait for the State of Illinois and DuPage County to bail the co=mity out of its traffic problems. Ilie Con.prehensive Plan of the Village of Oak Brook as revised April 23, 1969, states as one of its objectives , "It is in the best interest of all residents of the Village that a local roadway system be established which is both safe and convenient and enables children as well as adults to move in safety - throughout the Village. The systc,n should attempt to :Hake it attractive for non -local traffic to use roads which by -pass the Village and at the same time provide for quick, safe ingress and egress for local traffic." T"ne aforementioned is quoted from Crawford, Bunte, Roden Traffic Engi- neers study and presented to our Village with anticipation of the study to be used for guidelines in planning our Village. Is this study being considered'. Using the same study as a guide we are now experiencing 75,000 to 85,000 vehicles per day, the majority travel through our Village during these peak, periods. During the mid sixties we had half the awt of traffic utilizing the same arterial street system. In retrospect our manpower was 18 sworn police personnel, we now have 19. Temporary traffic signals were installed to permit necessary relocation of existing signals and signal islands. Faulty curb and gutter installed by the Telephone Company contractor on Jorie Blvd. was replaced. MISCELIANEOUS INSPECTIONS: Numerous inspections have been made to examine various street and 'drainage, problems, and work being done on approved permits. Numerous-inspections were Made in conjunction with Hinsdale Sanitary k, ` D;istirict mink Sewer job and 2 meetings held with the. contractor relative to the work and traffic control.
