MEE'T'ING CALL:
The Regular Meeting of the Board of Trustees was called to order by President
Bushy in the San'iuel E. Dean Board Room of the Village Commons at 7:31
p.m. Pledge; of Allegiance was given.
ROLL CALL:
The Clerk called the roll tivith the following persons
PRESENT: President Bushy, Trustees Bartecki, Caleel, Savino and Shumate.
ABSENT: Trustees Kenny and McInerney.
IN ATTENDANCE: Stephen B. Veitch, Village Manager; Debra J. Jarvis,
Fire Chief/Building Commissioner; Ruth A. Martin, Library Director; Michael
J. Meranda, Public Works Director; Bonnie Sartore, Bath and Tennis Club
Manager; and Roberta Petz, Library Commission Chairman; Barbara Benezra
and Anthony Ingrisano, Library Commission members.
ANNOUNCEMENTS & OPEN FORUM:
President Bushy discussed her participation in the Metropolitan Mayors
Caucus committee addressing the Metropolis Project drafted by the
Commercial Club of Chicago. She has been chosen as one of the six (6)
mayors representing 260 Chicagoland municipalities to address the modern -
day version of the Burnham Plan. The Committee is addressing their concerns
of the plan proposal where municipalities would lose control of zoning
regulations and would be mandated to share their sales tax revenue.
Municipalities would be given $200 per capita, and the remaining sales tax
funds would go into a pool to share for a region. Phis could reduce our sales
tax revenue to $1.8 million for Oak Brook. The Caucus has hired the services
of the former Village Manager of Downers Grove, Kurt Bressner, to assist in
writing the response from the Caucus on the proposed plan.
Trustee Bartecki suggested hiring professionals to assist in *%,riting the response
to the plan. President Bushy indicated the Village has not incurred any casts,
as the DuPage Mayers and Manager Conference is underwriting a portion of
the cost and the City of Chicago is utilizing its stag.
President Bushy explained the plan is being developed to control the urban
sprawl and force entities to come to the City of Chicago. Speaker of the
House. Michael Madigan, attended the conference on this issue in Kohler,

Wisconsin with two (2) representatives from the I•louse and Senate. There
could be a possibility that the Village Board may need to meet to discuss this
issue in December.
Trustee Bartecki discussed resident Tom Mallon "s letter requesting the Library
be placed near the Park District and whether the Village should investigate this
further. Trustee Shumate explained that he had discussed this with Park
District Commissioner O'Brien and inquired into the possibility of placing a
fiicility on Park District property.
Trustee Caleel remarked that the Village Board had twice previously voted
unanimously to locate a proposed Library on the Sports Core property; the
referendum had passed and so the Village is moving in this direction.

Motion by Trustee Caleel, seconded by Trustee Bartecki. to approve the
minutes of the Regular Meeting of October 27, 1998 as presented and waive

1) 31 ST STREET BOOSTER S'rATION:
Nineteen (19) companies were invited to bid, and ten (10) firms
attended the mandatory pre -bid conference. Five (5) sealed bids were
received on November 4, 1998. The low bid is $17,600 or 11%
below the engineer's estimate of $164,000.
The project will consist of replacing the existing pumps, motors, and
electrical components with larger and higher capacity motors and
pumps, resulting in a ten pound water pressure increase in the
system's high pressure zone (bounded by 3811 Street, 31" Street,
Route 83 and Meyers Road). The benefited area includes the Saddle
Brook, Trinity Lakes and Midwest Club subdivisions.

The booster station improvements will be completed and ready for
operations within 140 days from the date of the Notice to Proceed,
and will be ready for final payment (all punch list items complete)
within 170 days.
The bid package requested alternate pricing xi disposal of the
replaced equipment. Option #I requires the contractor to remove the
replaced items From the site. tinder Option #2, this equipment is
returned to the Village for eventual disposal. Stab recommends that
the used equipment be disposed of by the contractor (Option #1),
since it is felt that there would be little or no market for such items.
Acceptance of the low bid submitted by Genco, Ltd. is recommended
by Harza Environmental Services, Inc., the Village's consulting
engineers for this project.
This project was originally scheduled for completion in 1998
(budgeted funds of $142,000). When the engineer's estimate came in
at $ 164,000, staff chose to rebudget the project for 1999 with
sufficient funds. The draft 1999 Budget contains funds in the amount
of $164,000 in the Water System Improvements Program (51 -451)
for this project.
Motion by Trustee Savino, seconded by Trustee Shumate, to award a
contract, subject to staff review, to Genco Industries, Inc., the lowest
responsible bidder, for improvements to the 31" Street booster station
at a lump sum cost of $146,400, and to remove the replaced items
from the site. ROLL CALL VOTE:
Ayes: 4 - Trustees Bartecki, Caleel, Savino and Shumate.

Absent: 2 - Trustees Kenny and McInerney. Motion carried.

TRUSTEE MEETING:
It has been traditional for the regular Village Board meeting
scheduled for the fourth week of December to be canceled due to the
Christmas/New Year's holidays. Consistent with this tradition, it is
recommended that the Village Board cancel its nterting of' December
22. 1998.
Motion by Trustee Caleel, seconded by Trustee Savino, to cancel the
regular Village Board meeting of member 22, 1998. VOICE
VOTE: Motion Carried.

Due to the fact that July 3, 1999 falls on a Saturday, stab is DATE CILOGE
recommending that the Village's annual fireworks display be
scheduled for Friday, July 2, 1999. This would be the beginning of a
long holiday weekend, making personnel scheduling easier. MUre
important) },, staying with the Saturday, July 3, 1999 date means the
rain date is Sunday, July 4, 1999 which would eliminate the Christ
Church parking lot as the Village's back -up parking.
Motion by Trustee Shumate, seconded by Trustee Bartecki, to
authorize a change of date for the annual Independence Day
Fireworks Display to Friday, July 2, 1999 with a rain date of
Saturday. July 3, 1999. VOICE VOTE: Motion carried.
F. PROPOSED 1999 MUNICIPAL BUDGET - PLACE ON FILE FOR PROPOSED 1999

Motion by Truster Bartecki, seconded by Trustee Savino, to place the
proposed 1999 Municipal Budget on file. VOICE VOTE: Motion

8. DEPARTMENTAL REPORTS - LIAISON ASSIGNMENTS: DEPARTMENTAL
REPORTS —
Engineerinb: Trustee Bartecki - The 22 "d Street/York Road Project is basically LIAISON
completed. Village Manager Veitch indicated that traffic signals should be ASSIGNMENTS
functional next Monday.
Construction has started at all three locations (35`h Street between Trinity Lane
and Covington Subdivision and York Road in front of the York Lake
Subdivision and the Gateway Subdivision) for the 1998 Safety Pathway
Project.
Finance and motel Committee: Trustee McInerney - Village Manager Veitch
reported that during the Month of October, the 1999 Municipal Budget was the
most significant project worked on in the Finance Department.
Fit Trustee Kenny - Village Manager Veitch reported that during October
the Fire Department responded to 120 fire calls, with mutual aid given twice
and none received. Ambulance calls totaled 83, with mutual aid given 4 times
and received once.
Significant emergency incidents were: a sign fire at Saks Fifth Avenue in
Oakbrook Center on Saturday, October 17, 1998 at 4 :30 p.m.; and on
Thursday, October 29, 1998 at 8:46 a.m., one engine and two ambulances
responded to a high speed vehicle roll over accident at 710 Oak Brook Road.

It appeared that a pick -up a, tick attempted to pass a car on th— right shouldcr of
the road at a high rate of speed. Both vehicles left the roadway and the pick -up
truck gipped over several times. Two patients, one of whom was in serious
condition, were transported to Good Samaritan Hospital. Oak Brook Road was
closed for over an hour as police investigated the cause of the accident.
Six (6) paramedics attended an "Advanced Cardiac Lifc Support" seminar, and
three (3) personnel attended a "Making Managers into Leaders" seminar.
"l'lie second annual Oak Brook Fire Department Oper House on October 3,
1998 was attended by approximately 80 people.
Oak Brook Fire Prevention week activities and educational presentations
reached 547 children from pre - school to third grade. Fifty (50) adults attended
fire prevention presentations. and station tours were given to twenty (20)
children. One CPR lecture - demonstration was given to twenty -five (25) adults.
Librar : Trustee Caleel - Asked citizens to consider charitable donations to the
Oak Brook Library Foundation and to send their donations to Library Director
Ruth Martin at the Oak Brook Library or George Caleel at 2 Natoma Drive.
The Library's Internet conr.� ction through the Hinsdale area YES grant in
cooperation with Hinsdale and Clarendon Hills libraries is in operation. This is
a great website (www.hinsdale- area- yes.org) which offers programs and
activities for the area. Librarian Sue Madorin will update the Oak Brook
Library web page.
Police: Trustee Shumate - The Citizen Police Academy graduation was held
on Wednesday, November 4, 1998 to celebrate the completion of the program.
All attendees were awarded a certificate for their achievements. The
graduation dinner was held at the Bath and Tennis Club.
Sergeant Bill Haas has successfully completed the final phase of the Firearms
Training Program at the Police Training Institute. Sergeant Haas is now a
Certified Master Firearms Instructor. He is the first member of the Police
Department to attain this certification. This training required 160 hours of
practical and classroom work.
On Wednesday, November 4. 1998, the Shared Radio Repeater System
between Hinsdale, Westmont and Oak Brook went on line. This radio repeater
system greatly improved the radio communication capabilities for all three
police departments.
Trustee Shumate commented he had spoken with Chief of Police Pisarek slid
Juvenile officers requesting assistance for some residents that had internal
family problems. He expressed the gratitude of these families with the
professionalism addressed by our officers.

a check from MediaOne in the amount of $3.062.65 which represents the 1%
cable television franchise fee for the quarter ending September 30, 1998,

Our annual residential water meter replacement program continues with 1500
meters already replaced.
Our leaf collection program I well underway with 1 400 cubic yards of leaves
collected.
Our curb inlet cleaning program as well as tree pruning in the Saddle Brook
neighborhood have been completed. Tree pruning in 'the Forest G!eta
neighborhood will start shortly ,is will the planting of several trees in various
locations throughout the Village.
Snow and ice control equipment are in the process of being serviced for the
upcoming winter season. Public Works is concerned that the snow will hold
off until all the leaves are collected.
The "tillage should be receiving the Final Plat of Subdivision application for
the Forest Gate Subdivision by November 16, 1998. The Plan Commission
hearing is scheduled for the December 14, 1998 meeting. This meeting was
changed to the second Monday in December due to the third Monday being
near the holiday.
The Plan Commission. and Zoning Board of Appeals have reviewed the Christ
Church of Oak Brook Special Use Amendment to include the 3212 York Road
residential structure within the Church's Special Use, and their
recommendations for approval will be on the agenda for the Village Board
meeting of November 24, 1998.
The Barbara (25 Breakenridge Farm) Appeal of a Building Inspector
Determination has been continued to the December 1, 1998 Zoning Board of
Appeals meeting.
The projected opening date for Costco Wholesale at 1901 22 "d Street is set for
November 17, 1998.
Formal ground breaking for the John Buck Company new office building at
2001 York Road took place the morning of November 4, 1998. Trustee Caleei
announced The John Buck Company presented a check in the amount of
$10.000 at the ground breaking ceremony.
Trustee Savino stated when residents place leaves in the street rather than the
parkway, he suggested our crews leave a note for the homeowner explaining
the proper location for leaf pick -up.
Village. Clerk: Clerk Gonnella - 151 residents voted abse:itee in the Village
Clerk's office for the November 3, 1998 General Election. Eleven (11)
persons have requested candidate packets for the April 13, 1999 Consolidated
Election for Village President, Village Clerk and three (3) Village Trustees.

Police Academy was a wonderful experience. If residents were interested,
please contact the Police Department, as only fifteen (15) applicants are
accepted for a class,
She further commainted that the newspaper reporters may ask questions upon
conclusion of the Village Board meeting.
