MEETING CALL: The Regular Meeting of the Beard of Trustees was called to c-der by President Cerne in the Samuel E. Dean Board Room of the Village Commons at 7:32 p.m. ROLL CALL: PRESENT: President Wence F. Cerne Trustees Garry J. Bartecki Karen M. Bushy Ronald P. Kaher H. Richard Winters ABSENT: Trustees Barbara A. Payovich Joseph H. Mush PLEDGE TO THE FLAG II. APPROVAL OF MINUTES: Trustee Maher :roved, seconded by Trustee Bartecki to approve the Minutes of the Committee -of- the -Whole Meeting of October 22, 1990 as presented and waive the full reading thereof. Voice Vote: all ayes, no nays. Motion carried. Trustee Maher moved, seconded by Trustee Bartecki to approve the Minutes of the 'Regular Meeting of October 23, 1990 as presented and waive the full reading thereof. Voice Vote: all ayes, no nays. Motion carried. III. ORDINANCES AND RESOLUTIONS: A. AN ORDINANCE REZONING PROPERTY TO CONSERVATION /RECREATION DISTRICT and Recommendation - _Oak Brook Park District Community Center (1425 Kensington Road - Oak Brook Park District): 1. Flood Plain Special Use 2. Text Amendment & Special Use Applicant has requested to table all issues currently before the Village Board concerning the Park District including the Flood Plain Special Urge, Text Amendment and Special Use and the rezoning ordinance. Trustee Winters moved, seconded by Trustee Mauer to table the requested ordinance Rezoning Property to Conservation /Recreational District, the requested application for a Flood Plain Spacial Use Permit and a text amendment and special use until the first regular meeting of January, 1991. President Cerne abstained from voting, on the bill from Pepsi Cola due to corporate ownership by his employer of Pepsi Cola General Bottlers, Inc. Trustee hinters abstained from voting on the bills from Illinois Bell dur4 to employment by same. Discussion of Recommendation for Bath & Tennis Club and Golf Course: It was the consensus of the Board to direct Staff to meet with committees formed by interested citizens representing the Bath & Tennis Club and the Oak Brook Golf Club, C. Discussion of construction Matterr - 16th Street & Spring Road Reconstruction Projects Trustee Bushy moved, seconded by Trustee Ma'lar to table this Matter to the next regular meeting. Voice vote: -U ayes, no nays. Motion carried. D. Discussion of DuPage County I!!pact Fee ordinance: It was the consensus of the Trustees to not approve the proposed! Intergovernmental Agreement with the County of DuPage regarding impact fee ordinance since there is no benefit to the Village of Oak Brook by entering into said agreement. E. Report of Activities: 1. Finance & Library: Trustee Bartecki - The Village sales tax revenue increased 16% compared to last year at this time. The Library Commission will appear before the Committee-of-the-Whole in the near future. 2. Public Safety: Trustee Bushy - Trustee Bushy requested the attending press to publicize the accessibility and cleaning of fire hydrants when residents are plowing private driveways. Lt. Carlson commended two officers from the detective division for apprehending thieves. 3. Public Works & Personnel: President cerne reporting for Trustee Rush - The contractor for the Salt Dome should be completed by the weekend. The final week for landscape waste is in effect now. 4. Sports Care: Trustee Maher - The front 9 holes of the Village golf course are renovated and ready for spring play. 5. Stormwater Management: President C.erne reporting for Trustee Payovich - The County Board has approved a study of the Elmhurst Quarry Project for stormwater detention area. Village Manager Berley stated our Village Engineer met with they County and Mr. Burke on the Salt creek screening report. It will be presented to the Board shortly then to the County. The Ginger Creek screening report from Mr. Donahue, consulting Engineer, will be presented to the Board in January or February, 1991. Zoning & Planning: Trustee Winters - The Comprehensive Plan will be presented at the rovember 27th Board meeting. VI. NEW BUSINESS: A. Motel, Convention and Visitors Committee Proposed 1990/91 Budget: Trustee Bartecki moved, seconded by Trustee Bushy to approve the proposed Budget of $80,000 for the Motel, Convention and Visitors Committee for the period October 1, 1990 through Arsril 30, 1991. Roll Call Vote: Ayes: 5- Trustees Bartecki, Bushy, Maher, Winters and President Cerne Nays: O -None Absent: 2- Trustees Payovich and Rush Motion carried. B. Recommendation - .Hotel, Convention and Visitors Committee Winter Advertisement Program: Trustee Bartecki moved, seconded by Trustee Bushy to approve $20,500 for winter advertising through use of ADGROUP for the hotel, Convention and Visitors Committee. Request to Accept Quote - Water Distribution Valve Installation for 22nd Street .& salt Creek - unique Plumbing: Trustee Bartecki moved, seconded by Trustee Winters to authorize payment to Unique Plumbing, in the total amount of $7,665.10, for the installation of a 12" water :Hain isolation valve on 22nd Street at Salt Creek. Discussion of DuPage Mayors & Managers Conference Model Traffic Management Ordinance: President Cerne requested the Conference consultant attend a future Committee -of- the -Whole meeting to discuss the DuPage Mayors and Managers Conference Model Traffic Management Ordinance. We may also be able to have the meeting with our cluster group. B.
