1 ROLL CALL
T.:e meeting was called to order~ at 8 :15 PM by the Village
President, Mr. T. A. Mohlman. Roll call was taken; all
- rustoes were present, except Mr. Peter Dahmlow.
11 R:-:ADlk7G OF MINUTES
The Mvinutes of the meetings of Oct. 10, 1961 and Oct. 27, 1961
were read. The Oct. lO minutes were corrected to include
teat the plat for the Larkin Property was also forwarded to
the Plan Coiinission for their review and action. The minutes
of Oct. 10 were approved as corrected and the minutes of
Oct. 27 were :pproved an read.
III ORDINANCES and RESOLUTIONS
A. Naming Qrdinance
Village Attorney Sowers advised that this information will
be .available for presentation at the Dec, 12 meeting.
B. Disconnection ordinance w Butterfield Countx�► Club
Presl.dent Mohlman read the proposed ordinance providing for
disconnection of property owned by Butterfield Country Club
from the Village of Oak Brook,, and requested a motion that
the ordinance be adopted as presented. Mr. Rossman moved
and i4r. Owen seconded that ...
The ordinance covering the disconnection of the
Butterfield Country Club property, as covered by
the plat, be adopted.
Roll Call Vote: Ayes - b Nay - A Absent a 1. So Ordered.
C. Assessment plat - a your & Conan
The Armour & Company assessment plat was reviewed by the
Board, and as there were no further questions or oLjectfons,
Mr. O'Brien moved and mr. Rossman seconded the following
motion:

the Plan Commission, the President and the Clerk

President Mohlman advised that no further action had been
taken on the filing of the Master Playa.

A. Treasure R ort
Village Treasurer, Cdr. VanDyke, presented a report for the
month of October 1 961. Said report attached to these Minutes.
Mr. O'Brien moved - Mr. Owen seconded ® the motion that the
Treasurer's report be accepted as read.
Voice dote - all in favor. So ordered.
B. AgEroval of Bills
Mr. VanDyke presented the bills for October 1961 for appro-
val and payment. Bills totaled $5,601.39 a report of which
is attached to these minutes. Hr. O'Brien moved ® Mr.
Rossman seconded - that the bills be paid for the month of
October, as read by the Village Treasurer,

President McIralman presented fuel oil bids as follows:

All prices would fluctuate according to the daily published
price.
;fir. O'Brien stated that it was his opinion that a "firm"
price should be the basis for determining the supplier.

That the Village Board accept the bid of Petroleum
Products, Anc. to furnish fuel oi'l for a fi,r ►n price
Of .13 per gallon, delivered, ( not to exceed 3,000
gallons) for the 19.61-62 heating season.

D. Aerial Photo�,�aph
President P,o hli man -advised that 4r. Fain, Butler had arranged
to .assume cosr3 of $1, 5CO for the flight and providing the
index to scale for the aerial photograph, enabling the
Village to secure its photo - mosaic for the sum of $1,904
After due consideration, and inasmuch as it is very desir-
able at Planning, Toning, etc. meetings to be able to see
what areas umuld be affected by proposed requests, mr.
O'Brien moved -ter. Owen seconded m the following motion:
To authorize the Village President to contract for
an aerial map in the amount of $1,900.

Mr. O'Brien called the Board's attention to the wid -year
financial report whicb had just been submitted by Mr. Dolan.
No action was required as it was prepared and submitted as
a guide for operations during the next six manthg.

A. Police Department
1. President Molhlman read a card received from Mrs. Feeley
of Brookfield, commending the Police inept. on their
courtesy and willingness to offer assistance when she
was fecently stalled in Oak Brook,
2. Captain Ott, reported the activity for the month of
October. This report is on file wii h the Police Dept.
3. Captain Ott -requested approval for the purc� ase of snow
tires for the rear wheels of both squad cars.
:Mr. Carley moved ® Mr. Owen seconded - the motion that
Capt. Ott °s request for snow tires for both squads
(apx. x'2.20 .) be approved.

4. Mir. Owen pointed out that we do not have an ordinance
calling for a speed limit on Village roads, or any pro-
vision to protect our roads from heavy trucks.
Mr. Bowers stated that on county ®.oaintained roads, the
county is authorized to establish limits, but a Village
can establish speed limits on streets they maintain.
However, they must have a "traffic and engineering
survey" s which can be simply a, traffic count.
1r. Owen expressed the belief that we should have spe -,d
limits, giving the police a control Measure, and a
weight limit should also be established and recorxiiended
that President Mohlman see that the necessary Zorms are
complied with to present before the Board a recommenda-
tion of a Village speed ordinance. Xlso, he requested
the 'Village President to ask the Village Engineer to
set satisfactory" weight limits on all vil"age- maintained
roads.
B. BuildinL.Inskector
In the absence of Tyr. might, Mr. - Pearson presented the
Building Inspector's report for the month of October 1961
copy of which is attached to these minutes.
C. PraRosed General icatio s Sewer Water Roads & Bria�es
President Mohiman advised that *xe had just received the pro-
posed general specifications. It was this opinion that an
ordinance of this type was essential and the subject would
be discussed at the Dec. meeting, after all Board members
had received copies of the proposal for thrfr review.

President Mohlman advised that Mr. Narrow of Draper & Kramer
had indicated earlier in the day that they are negotiating
a contract with 'Llmhurst Trucking Co. for scavenging
service in the Oak Brook Center. fir. Narrow had ato-ted he
agreed that the principal of our ordinance is a good one,
and they would be glad to gay along with it. However, if
Elmhu.rst Trucking Co. dons not fulfill its contract satis-
factorily, bhe contract provides that other arrangemence.
may be made at the election of Draper & Framer.
The snow removal contract will be negotiated separately
and 'Village Attorney Bi;, -rers advised that we have no licens-
ing ordinance for snow removal,

Mro Owen reported that atip4rovements were progressing in
line with the amotint of available funds.
C. Subdimrision 32&ulations
President Moh.1man advised that we are waiting for the
Plan Co;mission's report.
D. ga t in of Police RpRort
President Mohlman indicated that he w.uld like to discuss
the five best applicants with Messrs. Carley and Ott. All
five men are well qualified and President 'Nioblman believes
it desirable to make an appointment as soon; as passible
without a apeZial meeting, enabling the man selected to
arrange to leave his department.
In accordance with opinions expressed by other board members,
Mr. O' Brier recommended that the Captain of Police be
appointed by President Mohlmdn, together with Mr. Carley and
Capt. Ott, and the Board would offer their approval at the
meeting of Dec. 12.
E. PaAnv, - Ernie P le Drive
Mr. O°Brien advised that they are obtaining bads (ranging
from $8,400 to 379,7400) and will abort ly preeent the three
lowest bide and final engineering plans. They plan to start
construction early in the Spring of 1962.

Both President Mohlman and Mrs O'Brien have checked with
Mr. Blake,, General Contractor for the Shopping Center
Paving Project relative to the road condition presently
existing - a report is here%o attached.
President Mahlman read a letter from Mr. Richard nicks of
Joseph A. Schudt & Associates requesting a change order
to increase the paving contract at Spring Road and 16th Ste

In c�.:gence, a request is made for special granular material
for iill to provide French efains to intercept sub service
watqr sepaages and for aaOditioaal culvert and inlets to
eliminate the sLeep ditch rack slopes and high driveway
batiks.
Mr. Rossntan g ointad out that a contingency fund had been
establisbed for the contractor, axed he believed this should
be used first, before: requests were granted for additional
funds,

Sthudt & Associates he authorized to be financed
from the contingency flund provided for in the basic
contract and to be signed by the President and Village
Clerk.

Mr. O'Brien asked when the plat file would be brought
tip to date and was advised by Tillage ,Attorney Boners
that he and the Village Secretary would be working on this

A request having been submitted by Mr. Narrow of Draper
& Y amer for a liquor license for Edward's Restaurant &
Cocktail Lounge - Oak Brook Center, Mr, Rossman moved
Mr. Carley eeconded - the following motion:
That the liquor ordinance be amended to increase
the number of licenses by one, and that Mr. Bowers
be requested to prepare this ordinance.
Roll Call Vote: Ayes 4 5 Nay - ® Absent - 1 So Ordered
D. Mr. Rossmian expressed interest in having Summit avenue
(Midwest Road) re- designated (at least within the Village)
as Midwest Road or some other name suitable and consistent
with Village street names. Mr. Mohlman is to check with
Mr. C. R. Dold to see if this can be arranged mutually.
If not, the Village does havd the right ., according to
Mr, Boners - to use any designation they desire within the
Village limits.
E. Mr. Carley suggested the Board consider paying the "sitter"
exTenses of Mrs. Agnes O'Brien, Village Clerk, inasmuch
as she is serving without compensation. No action was
taken, altho it was indicated that consideratinn should be
given to regular compensation for the Village Clerk at
the time of the next election.
F. The Building Inspector announced that on Tuesday and
Thursday afternoons (1:00 - 4:00 PM) he will have office
hours at the Village Hall.

Shopp:l.ng Center Paving project
2'he following i.nftrmati on is the result of a
meetlug with Kr. Blau , General Contractor for the Shop -
ping Ceia�9r Paving Project which took place Saturday,
November 11, 1961
1. 16th Street and Spring Road will have a top
binder completed this fall. The finished road
surface will not be aompleted until April or
va7. 196?
26 Delegation of residents on 16th Street met with
Mr. Blake to clarify problems resulting From
construction in front of their residences.
Mr. Blake is handling this situation at the
present time.
3. The utter of a sidewalk to be placed on the
north side of 16th Street running from Highway
83 east to Ernie Pyle Drive, was discussed.
It was felt that this could be accomtplishod at
a cost of approximately $1500. The safety
factor involved In such an undertaking would
be immeasurable. There are numerous children
in the area which will use this sidewalk.
Pedestrians going to and from the Shopping
Center will also present a traffic hazard.
It is believed that this subject deserves the
