MINUTES OF THE REGULAR MEETING
November 24, 1987
The Regular Meeting of the Board of Trustees was called to order by President
Cerne in the Samuel E. Dean Board Room of the Village Commons at 7:30 P.M.
I. ROLL CALL:

That the Minutes of the Committee -of- the -Whole Meeting of November 9, 1987
be approved as presented and waive reading of same.

III. ORDINANCES AND RESOLUTIONS:
A. RESOLUTION NO. R -438 A RESOLUTION APPOINTING THE VILLAGE TREASURER AS
THE AUTHORIZED AGENT REPRESENTING THE VILLAGE OF OAK BROOK, ILLINOIS IN
THE ILLINOIS MUNICIPAL RETIREMENT FUND.

To pass Resolution No. R -438 as presented and waive reading of same.

To approve the Treasurer's Report for the Month of October, 1987 as
presented.

V. OLD BUSINESS:
A. Oak Brook Park District - Berming Along Route 83 (1300 Forest Gate
Road 7:
Previously discussed at the Regular Meeting of November 10, 1987.
Trustee Rush moved, seconded by Trustee Winters...
To approve the berm as installed on the west side of the subject
property, along Route 83, subject to removal of any portion of the berm
encroaching into the edges of the Ginger Creek floodplain.
VOICE VOTE: All present, in favor. 6o oraerea.
Trustee Rush moved, seconded by Trustee Bushy...
To waive the permit fees as per Section 5 -7 of the Code of Ordinances.

B. Oak Brook Emergency Disaster Plan - Capital Needs:
Discussed at the Committee ; of -the -Whole Meeting of November 9, 1987.
Trustee Imrie moved, seconded by Trustee Winters...
To commence implementation of the Emergency Operating Plan and
authorize the expenditure of an amount not to exceed $11,200.00 for
capital needs.
ROLL CALL VOTE: Ayes- Trustees Bartecki, Bushy, Imrie, Rush, Winters
and President Cerne.
Nays: None
Absent: Trustee Maher. So ordered.
C. Request for Extension of Completion Date - Old Oak Brook Subdivision:
Previous extension granted at the Regular Meeting of October 27, 1987.
Trustee Winters moved, seconded by Trustee Bartecki...
To authorize the extension of the completion date for subdivision
improvement3 of the Old Oak Brook Subdivision to Monday, November 30,
1987.
VOICE VOTE: All present, in favor.
So ordered.
Staff was directed to investigate the storm sewer outfall on Lot 17
which is still blocked at Salt Creek.
D. Water Service Reauest - Anvan IV - Contract IV (1825 South Meyers Road_
Oakbrook Terrace):
Request for water service to serve a five (5) story, 110,523 square
foot office building, on a 5.001 acre parcel on the east side of Meyers
Ro,id, north of Butterfield Roid, on the south side of 18th 00treet. Tne
parcel 13 outside both the Village limits and the certificated area of
the Oax Brook Utility Company, but orithin the Oak Brook service area.

with Anvan Development Corporation for water service to the subject
property.

VI. NEW BUSINESS:
A. Swift- Eckrich, Inc. - Request to Amend Variation Ordinance RE: Parking
1919 Swift Drive):
Ordinance No. S -498 approved at the Regular Meeting of November 25,
1982. On November 3, 1987, the Zoning Board of Appeals recommended
approval of the request to substitute the number of required parking
spaces from 142 to 95.
Trustee Winters moved, seconded by Trustee Rush...
To authorize the Village Attorney to prepare the necessary document to
amend Ordinance No. S -498 as recommended by the Zoning Board of
Appeals.
VOICE VOTE: All present, in favor. So ordered.
B. Traylor - Rear Yard Variation (36 Breakenridge Farm Road):
On November 3, 1987, the Zoning Board of Appeals recommended approval
of the request to allow an addition to be constructed to the existing
nonconforming residence 79 feet from the Rear Lot Line.

To authorize the Village Attorney to prepare the necessary document
granting the requested variation as recommended by the Zoning Board of
Appeals.

C. Angelos Oak Brook Assessment Plat (3016 35th Street):

To authorize the Village Attorney to prepare the necessary document
approving the Assessment Plat.

D. Proposed Cancellation of December 22 Meeting:
Trustee Imrie moved, seconded by Trustee Bushy...
To cancel the Regular fleeting of December 22, 1987.

F. Open Forum:
Questions arose relating to the possibility of berming at the
intersection of Oak Brook Road /York Road as the roads are altered by
proposed improvements.
Trustee Imrie reported on the expediency of Governor Thompson signing
storm water management legislation.

To adjourn at 8 :42 P.14. to Executive Session to discuss prospective and
pending litigation.
