The Regular Meeting of the Bo,-,rd of Trustees was called to order by President
Bushy in the Samuel E. Dean Board Room of the Village Commons at 7:32
p.m. Pledge of Allegiance was given.
The Clerk called the roll with the following persons

Pursuant to the Village Board's direction of their August 22, 1995 (3601 Adams Rd .)
meeting, the Village Attorney has drafted an ordinance granting a
variance from the DuPage County Stormwater Ordinance for the
property at 360 i Adams Road. The owner has provided the Village
Engineer with a satisfactory impact statement which finds that the
subdivision will not have an undue, adverse impact on surrounding
property.

this subdivision, staff is not able to bring a water service agreement to
the Village Board for their consideration. A condition of the
preliminary plat approval is the execution by the owner of a water
service agreement satisfactory to the Village. The developer needs
approval of this preliminary plat resolution in order to proceed toward
approval of his final plat. No final plat would be approved until the
developer has executed a water service agreement.
Village Attorney Martens recommended deletion of Section 2(b) of
the resolution, as the October 26, 1995 plat indicated a wider throat.
Motion by Trustee Shumate, seconded by Trustee McInerney, to
approve Resolution 95 -SD -R -659, "A Resolution Approving the
Amended Preliminary Plat of Subdivision Known as The Sanctuary
(West of and Adjoining Meyers Road, South of an Adjoining I- 88)4 ?,
as amended by deleting Section 2(b) and renaming Section 2(c) to
2(b) and waive the fill reading thereof. ROLL CALL VOTE:

Ordinance 95- LY -E1 -S -835 adopts a Youth Services Policy LIBRARY
establishing a standard of equivalent service for young people for the
Oak Brook Free Public Library. This ordinance adopts the policy h
which the Village Board approved at their greeting on November 14,
1995.

The Reference Policy is the final document developed during 1995 by
the Library staff to bring Oak Brook Public Library into conformance
with standards established in Avenues to Excellence II, the guiding
document prepared by the Illinois State Library to assist public
librxies in the State to strive toward excellence in services and
collections.
The Reference Policy identifies the major focus of Oak Brook Public
Library's reference service as the residents of Oak: Brook, persons
who hold valid Oak Brook Library cards (purchased nonresident
cards) and representatives of organizations holding valid Oak Brook
Library courtesy cards.
This policy states the intent of Oak Brook Library 1) to have
professionally.-trained staff available for reference assistance during
all hours the Library is opened to the public, 2) that in- person requests
take precedence over telephone, mail or fax requests, but all modes

Resource staff are accepted, 3) that sources of infonnation given in
response to requests will be cited, 4) that librarians will not offer any
interpretation of legal, medical or tax information, 5) that patrons
whose requests are not able to be answered in -house will be offered
appropriate external resources, either staff sending the request on to
the Library's contact agency or another agency or refer the patron to
another more appropriate agency, 6) that fees charged are not for cost
recovery, and 7) that non -Oak Brook patrons may use and receive
assistance with in -house materials, but will be referred to their own
libraries for materials not readily available at Oak Brook Public
Library.

the Village Attorney to prepare an ordinance adopting the Reference
Policy which establishes specific guidelines for provision of reference
service which Oak Brook Public Library users may expect. VOICE;
