Dean Board Room of the Village Commons. The meeting was call pursuant to Notice given by law, copy of which is attached. 2. &QLL CALF.: The Clerk called the roll with the fbllowing persons PRESENT: President Bushy, Trustees C, eel, Kenny, McInerney, Savino and Shumate. B D '': President Bushy indicated that a Special Meeting Budget Workshop was held on December 5, 1998 from 9:04 a.m. to 11:43 a.m. to discuss in public the proposed 1999 Village of Oak Brook Budget. The proposed 1994 Village Budget was distributed to the Village Board on November 6, 1998 and placed on rile November 10, 1998 for public review at the Oak Brook Public Library and Village Hall reception desk. Village Manager Veitch discussed the Village Board's request, at the Budget Workshop, to illuminate the true sire of the budget. Exhibit. titled "Sources and Use of Funds -All Fund 'types ". has been developed for the budget manual. The exhibit views the budget by fund type. President Bushy asked if anyone wis -hed to publicly comment. David 1~ ichter, 3804 Washington, addressed the Board on the police manning figures aW noted that since 1994 the patrol officers have remained the same. 'The program goal states the goal is to increase the safcty and security of the community. tie recommended an increase of patrol officers in the budget, improve patrol and crime prevention techniques. [le remarked that the 1995 Lohan Plan recommended connection of Joric Boulevard and Spring Road, Commerce, Enterprise and Cicarwatcr. but that no fundine has been set aside in the budget for a feasibility study to review this proix)sal. On the; saie's tax collection, he stated that the last five year's of sales tax revenue has been fiat and recommended the 'v'illagc should scrutinize the Village's spending in a prudent fashion. President Bushy explained that the Lohan Study is a report not a plan of possibilities for the Village. She clarified that the Oak Brook shopping center is within the fifty -five peicent of our sales tax revenue with the remaining coming from other tax producing businesses within Oak Brook. Village Manager Veitch commented the ups and dowms of the sales tax revenues has primarily been from the corporate sector in the Village. The Village's finance objectives of redevelopment of the office areas, quantified by the Lohan Study, has occurred with corporate office users who generate sales tax revenue. The store retail base has increased with the new Oak Brook Court, Shops of Oak Brook Place, Marshall field's Horne Store and recently the Costco Store. These are revenue sources that the Lohan Study recommended to the Village. The Lohan firm is presently contracted by the Village to review several density scenarios to determine how much additional office density may be accommodated with the existing or easily achievable traffic infrastructure improvements. Once this is determined, it will then be established graphically in the Village's Comprehensive Plan. Also included would be the possibilities of more ambitious improvements, and those improvements would not be financed publicly. Regarding the police manpower, Village Manager Veitch explained that neither the population nor the area of the Village has increased. A manpower study is initiated every eighteen months which has indicated that the Village is appropriately staffed at our level. if the Police Chief should indicate otherwise, with proper analysis. then it would bc: recommended to the Village Board to increase our police manpower. President Bushy remarked that the 1999 Village of Oak Brook's Municipal Budget has been placed on tonight's active agenda for approval. Motion by Trustee McInerney, seconded by Trustee Catlecl. to ad ourn the Public Nearing at 7:47 p.m. VOICE VOTE: Motion carried.
