The Regular Nit -sting of the Board of Trustees was called to order, by President
Bushy in the Samuel F. Dean Board boom of the Village Commons at 7:48
p.m. fledge of Allegiance was given.
The Clerk called the roll with the following persons

3. ANNQUNCEMENTS & OPEN FORUM:
Trustee McInerney publicly thanked the Oak Brook Civic Association for their
participation in bringing sailors from the Great Lakes Naval Base to Oak-
Brook to join families that were sharing their Thanksgiving dinner with them.
Ile also acknowledged donations received from the ,McDonald's Corporation,
Great American Bagel and others. He thanked the medi.i for publicizing this
event.
'trustee Savino commented on the new addition of the York Road pathway to
our Safety Pathway program and remarked what a wonderful addition it is to
our pathway system. He asked if this pathway could be completed to the
Graue Mill area.
`i"rustee Shumate commended the Oak Brook Civic Association for their annual
Snowflake Ball for all of our residents to attend.
Trustee Caleel asked for a clarification of telephone calls by the Fratemal
Order of Police. President Bushy explained that the Fraternal Order of Police

Manager Witch commented that the contractor's employed: for the local
Fraternal Order of police is placing these calls to raise funds on its behalf. The

to the Safety Pathway Committee, as the signed papers for this
appointment were not received by the deadline for the printing of the
agenda. Mr. Ronald Cullum, Trinity Lakes, has served on the Oak
Brook Civic Association Board and is a senior managing partner with
Arthur Anderson Consulting.
Motion by Trustee Kenny, seconded by Trustee Savino, to concur
with the recommendation of President Bushy and appoint Ronald
Cullum to a three -year term to the Oak Brook Safety Pathway
Committee (southwest quadrant); term to expire ,tune 30, 2041.

The ordinance adopting the 1999 Budget includes a revenue exhibit, BLwr.r FOR 1999
an expenditure exhibit, and a fund summary. The figures are as
presented in the proposed budget document reviewed by the Board at
the Budget Workshop on December 5, 1998.
President Bushy noted that the Village provides free police service to
the Oak Brook Park District, and if a time comes where: our police
officers have difficulty completing all of their duties with this
additional burden, this service could be withdrawn by the Village.
The Park District, under Illinois State Statute, has the right to tax the
residents for their own police department.
Motion by Trustee McInerney, seconded by Trustee Kenny, to pass

twelve months ending on the preceding September .30, or basW on
other factors, in the Board's dis- =lion. The Salary Administration
Policy also provides that the Salary Plata will be fuarther monitored by
means of a consultant pay and classification study can a triennial basis.
TThc most recent such review was complcled in 1997 and
implemented in 1998. That review consisted of both an intcrnal
assessment of job responsibilities relative to pay and an external
market wage survey using the comparale.le communities that were
identified in the 1997 arbitration proceeding involving the Village;
and Teamsters Local 714 Law Enforcement Division.
Because the Village now, for the first time, has an arbitrated list of
comparable communities, it is appropriate to not only consider the
CPI when determining the range adjustment, but also the pay
practices of the comparable communities. In addition, the U. S.
Department of Labor also tracks wage trends expressed as the
Employment Cost Index (ECI). All of these elements were
considered in developing the proposed range adjustment for 1999.
The proposed 1999 Salary Plan reflects an adjustment of 3.2 percent
to all pay grades. Although the September CPI was only 2.0 percent,
the ECI was a full percentage point higher at 3.0. Additionally, the
average May 1, 1998 range adjustment among the Villages
comparable communities was 3.26 percent.
Staff s goal in setting the 1999 range adjustment was to ensure that
salary ranges remain in the same relative position among the
comparable communities as they were after the implementation of the
1997 compensation study. Staff applied each of the comparable
communities stated range adjustment to the salat -• information
obtained in the 1997 study, and then applied several possible
adjustments to Oak Brook's ranges by position. Each of the
benchmark positions were then reviewed to determine which
percentage would keep positions in the same relative ranking among
the comparable communities.
The majority of the benchmark positions retained their position
among the comparable communities with a 3.2 percent increase.
While there were a number of positions that retained their position
with a 3.0 percent increase, several would have lost ground relative to
the comparable communities if a 3.0 percent increase were applied,
The 1999 Budget includes an overall wage escalation figure of 3.5
percent for non -Union positions. Given that both the CP1 and ECI am
lower than even the average wage adjustment seen in the comparable

communities, staff recommends that the adjustment be set at 3.2
percent in order for Oak Brook salaries to remain competitive in the
market.
The other changes reflected in the 1999 Salary Plan include:
Deletion of the Police: Records Supervisor position (retitled
"'Administrative Assistant" in recognition of an expansion of duties
including secretarial assistance to the Police Chief and supervision of
all clerical functions and personnel in the Police Department);
Addition of a Deputy Village Clerk in Grade 5; and
Addition of an Information Services Technician in Grade 5.
Amendments to the Salary Administration Policy reflect that, in
addition to the CPI, the Village is also considering the ECI and the
pay practices in the comparable communities when establishing the
range adjustment. The other amendments are of a housekeeping
nature.

Village Manager Veiteh noted that we are now seeing the
employment cost index and for the first time the Village has
arbitrated comparable communities. In considering all of these
factors, the goal recommended is a top -of -grade adjustment of 3.2.
The just approved budget provided for an adjustment of up to 3.2, so
the Village is well within the appropriation, just approved.
President Bushy explained that our represented employees. while the
contract discussions are proceeding, do not receive any of these
increases until the signed agreements are reached by their different
bargaining units. However, those represented employees moving
through the range do receive their merit increases.
Assistant Manager Crotty pointed out that a part-time employee has
been upgraded to full time, so that page 2 of Exhibit A needs to be
amended to show a Secretary in Grade 3 for the Library -.

LOAN TO THE
At the Village Board meeting of November 24, 1998, the Board SPORTS CORD VIIND
awarded a contract for the expansion of the golf clubhouse. Based on
materials provided at that meeting, the total cost of the project is
anticipated to be $1,313.430. Funding for this project is anticipated
to come from the sale of real estate in the Westchester Park
neighborhood. Since the land vale is likely to occur sometime after
most or all of the construction has been completed, temporary
financing is needed fibr this project.
As provided for in the 1999 Budget. the ordinance authorizes the
General Corporate Fund to provide the temporary financing for this
project. Finance; Director Langlois is authorized to draw down funds
as the project progresses, and funds will be repaid once the proceeds
are received. To date, $73,440 has been expended for this project.
Since this amount was paid for with Sports Core operating funds,
once this authorization is given Finance Director Langlois :vill refund
this amount to the operating account.
The ordinance also extends the term of the existing loan authorization
of $650,000 for an additional one (1) period, through 3anuary
31, 2000. The 1999 -2003 Five -Year Financial flan provides for
repayment of this loan beginning in 2001 once the revenue enhancing
improvements at the Sports Core are completed. No increase is
needed for this authorization, since operating, revenues are expected
to cover Moth operating and regular capital expenses of the Sports
Core in 1998.

John R. Mitchell Subdivision. The Final flat of the Mitchell
�►ubdivision as approved by the Village Board in Resolution 98 -SiJ
R -658 on November 28, 1995, was never completed as the plat
remains unrecorded. Relative to the Mitchell Subdivision, a variation
was granted which provided relief from the stormwater retention
requirements.
Mr. Scheid is requesting approval of an amended Resolution which
accomplishes the following:
1. Renaming the subdivision the Michael E. Scheid Subdivision.
2. Approval of a revised plat. The change is a minor adjustment to
the lot line between the two lots. Lot 1, previously 2.999 acres,
becomes 3.987 acres and Lot 2, previously 4.641 acres, becomes
3.653 acres. Both lots are still large and easily mcct zoning, bulk
requirements.

requirements to allow recordation of the plat to six- months from

The current Mobile Data 'Terminals (MD`I's) used in Police vehicles POLICE DEPT"
were purchased in 1991 and are fast hecoming obsolete. Motorola
(the manufacturer) will not guarantee maintenance of these older
units after December, 1999, and the Area Wide Law Enforcement
Radio Terminal System (ALERTS)., of which they Village are
numbers, will not support them after December, 2000.
Pursuant to the provisions of Section 2 -182 of the Village Code and
the Illinois Revised Statutes, the Village is permitted to join with
other governmental units in order to benefit from cooperative
purchasing arrangements. The Police Department has scheduled the
replacement of three (3) MDTs this year and six (6) in 1999. It is
recommended that the order be placed for nine (9) now, with payment
to be made from the two fiscal years' budget as scheduled.

additional bidding and award a purchase order to Government
Technology Services, Inc. (GTSI), Chantilly, Virginia, for trine (9)
Panasonic CF27 mobile data terminals (MDTs), at a unit price of
$5,517, for a total price of $49,653; and waive bidding due to sole
source, and authorize the issuance of a purchase order to Motorola,
Inc., Schaumburg, Illinois, for nine (9) VRM 600 radio modems, at a
unit price of $3,415, for a total price of $30,735. ROLL CALL

Last year the Village Board restructumd the licensing program for
scavenger service. The new ordinance, adopted on November 11.
1997, established one (1) residential license (to he issued to the hauler
awarded the residential contract by the Village) and an unlimited
number of commercial licenses. licenses are issued by the Village
Board upon recommendation of the Village Manager.
The Village Manager recommends that licenses be issued at this time

Section 5 -2(n) of the Code of Ordinances requires certain additional
procedures before a building permit can be issued if a development
utilizes the incremental increases for structure height or FAR
specified in that Code Section. Those procedures include submission
of a traffic report describing the impact on the neighboring street
system and specifying the additional traffic infrastructure that is
required to accommodate traffic generation specifically and uniquely
attributable to the proposed development. if any.
The property in question is located in an ORA -1 zoning district, the
development utilizes a structure height of flee stories. A Section 5-
2(n) review is therefore triggered. The site FAR will meet the ORA-I
requirement of 0.45.
A traffic report has been submitted by Metro Transportation Group.
Inc. in connection with this application. The report concludes that:

1) The development of approximately 21 8,500 square feet of office
space on this site will have minimal impact on the surrounding
streets and intersections.
2) An access drive should be constructed to I-larger Road which
should be restricted to not permit norticbound to westbound lett-
hirn maneuvers between 4:00 p.m. ane. 6:00 p.m. This restriction
is not necessary from a traffic standpoint; however, it will
minimize any impacts on Harger Road adjacent to the residential
Steeplechase Subdivision.
The report does not recommend additional roadway improvements as
a result of the proposed development.
This site currently has access at Commerce Drive, which requires that
all traffic use Commerce and its connecting streets (McDonald }s}
Spring, Harger, 22"1 Street). The new Harger Road drive will allow
tragic to better utilize the surrounding street system by allowing
traffic going to or from York Road to bypass the
Commerce /Spring/Harger intersections. The afternoon turn
restriction would not allow westbound traffic in front of Steeplechase
but require it to use Commerce /Spring to proceed north or west.
Village Engineer Durfey has reviewed the report, and the Village also
retained the firm of James J. Benes and Associates, Inc. to review its
technical aspects. The Village Engineer and Benes and Associates
agree with the Metro conclusions that this proposed building does not
require any additional tragic infrastructure improvements and that the
new Harger Road drive is appropriate to distribute the traffic.
The applicant has submitted the required site plan and statement as
required within Section 5- 2(n)(1). A detailed review of the site
improvements will commence upon the tiling of a building permit
application.

: 'Trustee Bartecki - Village Manager Veiteh reported that the 22"
Street/York Road Project traffic signals are functioning and all areas are open
to traffic with the intersection functioning well. Landscaping has been started.
Construction is substantially complete at all three locations (35`' Street
between Trinity Lane and Covington Subdivision and Fork Road in front of
the York Lake Subdivision and the Gateway Subdivision) for the 1998 Safety
Pathway Project.
Finance and Hotel Committee: Trustee McInerney - The 1999 Municipal
Budget was the most significant project worked on during November.
Alice Filinovich has been hired as the new Accounting Manager. She has both
a B.S. degree in accounting and an M.B.A. with over 15 years of accounting
experience.
The December Hotel Committee meeting was rescheduled from December 3 to
December 9, 1998. The Committee will be discussing marketing projects and
ideas to be incorporated into the 1999 marketing campaign.
Assistant Village Manager Crotty commented that the DuPage Convention and
Visitors Bureau was successful in seeking a grant from the County for
$250,000. Our hotels and shopping center are able to receive advertisement
from this grant in which they market for travelers and small conventions from
the Midwest.
Fire: Trustee Kenny - For the Month of November, fire calls totaled 95, with
mutual aid given 3 times and received 3 times. Ambulance calls totaled 108,
with mutual aid given 4 times and received 3 times.
Units responded to an oven explosion with a possible burn iniury at an Old
Oak Brook residence. The probable cause was when brandy liquor, used as an
ingredient in a recipe, boiled off creating, a flammable vapor inside the oven.
The patient was transported to Hinsdale Hospital xvith minor injuries.
Fire units responded to smoke in a commercial building. Further investigation
revealed that temporary lighting on the ceiling the was smoldering.
Units responded to a dumpster fire caused by an improperly discarded
cigarette.
Three (3) emergency medical technicians attended re- certification training.
Eight (8) paramedics attended an Advanced Cardiac Life Suppott seminar.
The Rescue team participated in confined space training. The Dive team was
involved in training to simulate a near drowning incident. Various personnel
also participated in regular monthly fire, medical, haardous materials, and
officer development training.
Four (4) CPR classes were given to thirty (30) adults at various businesses a
hotels in Oak Brock.

The teak Brook Fire Department is again participating in the ) oy Express
Drive that runs from mid - November through Christmas. Toy Express benefits
local families in need. Residents are encouraged to drop o1i new or used toys
in good condition at either of the two Oak: Brook fire stations through
December 21, 1998.
Li 'Trustee Caleel - The Youth Services department celebrated
Thanksgiving with children's storytime, including age appropriate activities.
On November 16, 1998, Technical Services mid Reference and lesser Services
personnel attended a demonstration at the Elk Grove Public Libraxy pertaining
to the Dynix acquisitions and serials module which has recently bccn added to
the DLS Automation System. The staff is preparing parameters to implement
this module.
The Reference and User Services department produced a guide to citing
Internet resources as well as Internet sign -up and reservation sheets.
Public Works installed additional shelving which allows easier access to
encyclopedias and other reference materials.
Police: Trustee Shumate - Officer Michael Hall and Officer George Peterson
successfully completed their one -year probationary period. On Friday,
November 20, 1998 at 8:00 a.m., both officers were sworn in as permanent
Police Officers. Officer Hall and Officer Peterson worked for the Village as
Communications Operators before they became Police Officers.
On Monday, November 9, 1998, the Crime Prevention Unit held a retail theft
seminar for all the retail merchants within the Village of Oak Brook.
Public Works and Planning & Zonin : Trustee Savino - The December 4,
1998 Manager's Memorandum stated the January 1, 1999 cable rate increases.
To summarize, the basic service tier rate is increasing from $7.20 to $7.27.
The Satellite 1 tier will increase from $4.46 to $5.16, and the Satellite 2 tier
rate will increase from $18.44 to $19.19. All of the rate increases are in
accordance with FCC rate regulation guidelines, and MediaOne is informing
residents of the rate changes with the December bills.
Water Department crews have completed the annual valve exercising program
for the year with slightly over 600 valves being operated.
Crews also repaired three (3) fire hydrants while replacing two (2) others.
Crews still continue to replace residential water meters due to sufficient
inventory of meters. The meter replacement program %%ill, again, speed up
once a new shipment of meters is received sometime after the first of the year.
The leaf collection program consumed all available man -hours for the Month
of November. A few small piles still remain and should be picked up during
the week, weather permitting. As of December 3, 1998, 3,658 cubic yards of
leaves were picked up. This is slightly less than last year.
Snow and ice control equipment (dump trucks, plows, deicing equipment) is
presently being set up for the winter season.

Tree pruning will begin in Forest Glen, and crews will begin planting parkway
trecs in various locations throughout the Village,
When not picking up leaves or plowing, Public Works personnel are painting
various rooms/o#fice°s at Fire Station No. 2, the library, Village flail and
Police Department. Some personncl assist the head mechanic in modifying the
leaf collection lx)xes, updating the street sign inventory, making temporary
pavement repairs due to water main breaks, patching pot hales, and cutting
brush. Also, employees are assigned to street light outage inventory and
repair. Equipment and shop clean -up is scheduled for every tither Friday.
Planning and Zoning petitions are as follows:
Barbara - 25 lircakenridge Fann - An Appeal of a Building Inspector
Determination. The appeal has been continued to the January 5, 1999 Zoning
Board of Appeals meeting.
Parks - 3701 Madison - Amendment of a previously granted Front Yard
Variation. The public hearing has been continued to the January 5, 1999
Zoning Board of Appeals meeting.
E.M. Enterprises - 3821 York Road - Flood Plain Special Use with Variation
and a Certificate of Appropriateness for a parking lot constructed two (2') feet
below the 100 -year flood elevation. This application is presently on the Plan
Commission agenda for hearing at their December 14, 1998 meeting. During
the initial review process, it was determined that the parking lot will also
require a Certificate of Appropriateness as required in the Historic Cirque Mill
Gateway Area. The public hearing for this aspect will be scheduled for the
January 17, 1999 Plan Commission meeting.
Costco Wholesale - 1901 22n° Street - Opened as scheduled on November 17,
1998 with a Conditional Occupancy approval.
Village Clerk: Clerk Gonnella - Scavenger licenses have brcii processed and
licenses will be issued. Costco Wholesale has received their tobacco product
license and will receive a temporary liquor license.
Village President: President Bushy - The Village's website is now active on
http: / /www.oak- brook.org. Residents will be able to access basic information
about all Village departments, a calendar of coming events, and the ability to
E -mail questions or comments to each department.
The remediation of potential Year 2000 problems is a continuing project with
all Village departments. Potentially affected systems arc being addressed on a
priority basis.
The proposed Minolta imaging /document management system is under staff
review, with a recommendation to the Village Board expected early= next year.
The Municipal Building project preliminary design is on hold to investigate
possible shared common areas with the Police Department (an analysis of
Police needs is presently underway).
Golf Clubhouse contracts are being finalized. with construction scheduled to
start within the next few weeks.

The refurbishment of the Both and Tennis Club locker rooms has continued
with the replacement of the lighting and completion of all the Sanding, painting
and papering.
In accordance with the 1998 Budget and while the Clubhouse is quiet, the
dance floor, carpeting and bar area counter and bar back will be replaced and
refurbished during the week between Christmas and New Years.
The 50,004`' golfer teed off at 7:45 a.m. on December 3, 1998. This has
become a record year that may never be broken at the Golf Club. Statistics for
the Month of November are: rounds of golf, up 1,728; greens tbcs, up
$100.542; car( fees, up,$39,2 IS; driving range fees, up $5,683; lounge sales, up
$24.272.- and pro shop sales, up $19,739.
President Bushy advised the Board members that staff meets monthly for
disaste, mitigation and Y2K compliance of our facilities. Also, she has been
asked to serve as a mayoral representative to an advisory board working with
the DuPage County Office of Emergency Management in addressing terrorism
in our county. This board include-, FBI representatives from Chicago and
Washington, Bureau of Alcohol and Firearms, Federal Emergency
Management Agency and other professionals in public safety.
She attended a meeting of municipalities that are the major sales tax producing
communities in the Chicagoland area discussing the ramifications of the
Metropolis Praject by the Commercial Club of Chicago. She was interviewed
on Channel 7 television with Mr. Ranny, President of Inland Steel, to discuss
the concerns of the 260 municipalities that would be affected by this project.
She also wrote an article for the Chicago Sun-Times addressing (lie concerns of
municipalities with the project.
She welcomed 1,400 grammar and high school students from around the
country at the Hyatt Regency Hotel attending a chess tournament. The hotel
and motel tax revenue benefits with this type of convention, and it is exciting
to see how the Oak Brook Hotel, Convention mid Visitors Committee's
endeavors improve hotel occupancy.
