The regular board meeting was called to order at 8105 P.W ,, by
President Dean. All trustees were present.
II READING OF MINUTES
Trustee O'Brien moved - seconded by Trustee Uschen...
That the reading of the minutes of the regular meeting of
November 23rd, 1971. be suspended and that they be accepted
as submitted.
Voice vote - all in favor. So ordered,
III ORDINANCES, RESOLUTIONS, VARIATIONS, PLATS, M.
A. Oak Brook Dever ant Caaopany RexpAiM R-4 to ORA -1
Each trustee was provided with a copy of it letter from acting
Zoning board Chairman Margaret Coffin, dat @d December 9th, 1971.
containing the recommendation of the zoning board.
Trustee Howell moved - seconded by Trustee Hayes..
That the rezoning as proposed be approvr :d subJect to the
stipulations contained in Mrs. Coffin's letter dated December
9th. 1971, and that they be implemented at the time of than
deveiopmmt company's submission of the subdivision plat of
thin area.
Trustee Congreve reauested an opinion from Village Attorney
Teschner regarding the validity of the rocuirement of the
ooints outlined as a condition -of the zoning. Attorney Teaschner
advised that it would constitute possible contract zoning and A
therefore would be invalid.
Trustee Howell withdrew hub motion, Trustee Hayes withdrew his
second of same, and Trustee Howell recorrmended that the staff
and the Zoning and planning Comitree of the village board meet
with the petitioner to study this smatter further.
Trustee O'Brien moved - seconded by Trustee Congreve,,.
That this matter be held in abeyance pending a reports from the
zoning and *tanning committee,

Cossefasioa heed approved this plat at their meeting on fteember
13th, 1971.

That the Cerling's Subdivision plat be approved and that the
village treasurer and clerk be authorized to affix their
signatures thereon.

All trustees were furnished with a covy of Treasurer Vma Dyke's

of $169,7 05.96 at the end of the month in the Corporate Account
and $0.012.86 in the Road and Bridge Fund. Muds deposited
in U. S. Treasury Bills and Savings Accounts total $3,210,000.00).

Our accidents for the month of November shows a decrease of 23 accidents,
compared to November of 1970, however, this figLr a represents a reduction
of accidents on private property, not on our public highways.
We are encountering more rear end collisions compared to intersectional
collisions. This is a result of heavy holiday traffic and an increase
in shoppers dining this holiday season.
Cermak Road is again marking its toil on our accident rate. It is obvious
that traffic between Oak Brook Center and Yorktown is responsible for the
continuous congestion on 22nd St.
During evening hours it is not uncommon to see traffic backed up from 'Michtiest
Road to York load. Wo main reasons; the two lane roa&ay west of Rte, 83,
and thc signals at Rce. 83 and 22nd St., specifically the left turn move-
ments at this intersection, are to blame.
Relief for 22nd St. must be given top priority, every effort must be made
with Vie State Highway Department to make them realize the accidents will
not decrease unless an adequate roadway system is established.,
The Village must realize that saving lives and crippling injuries due to
accidents, is no comparison to "roar much will it cost us ".

Marry 0. Owen Jr's Resubdivision Plat was reviewed and has been approved
by the Plan Commission and Village Board.
Oak Brook International Office Center Subdivision agreement was completed
making possible the recording of this Plat.
MISCELLANKOUS INSPECTIONS
Numeroue inspections have been made to exaaine various street and drainage-
p r ob le io , ' and work being done on approved permits,
Numerous inspections were made in conjunction with Hinsd:�e Sanitary
District Trunk Sewer job and Special Assessment Jobs.
Regular inspections have been made of the new Fire Station.
= Building Department Inspections were trade starting November 16th.
MISCELLANEOUS
The Engineering and Building Departments were relocated within the
f Village Hall on November 26th. This move, which provides badly heeded
space, will greatly improve the efficiency and permit accomplishing work
not possible in the previously occupied, cramped, Quarters.
Recommendations for street name changes were submitted to and discussed
wfththe Public Works Committee of the Board and then with various
subdivision groups to get the names in use and official names to conform.
