President Bushy announced a Special Meeting Budget workshop was held
December 11, 1993, to discuss the proposed 1994 Village of Oak Brook budget
from 9:00 a.m. to 3:45 p.m. One reporter was in aftendance at the meeting.
The proposed ordinance adopting the budget of the Village of Oak Brook far 1994
was published in the Daily Herald on December 3, 1993. Copies of the proposed
budget were available for public examination for ten days, and no one appeared to
speak or submit any written comments on behalf of or against the ordinance.

ANNOUNCEMENTS & OPEN FORUM:
joe Fullan thanked the Village Board for the budget workshop session and
noted the needs for a Sports Core Manager, as he felt Village %3nage
Powers could not be a mater and Sports Core advocate simultaneously •
He stated without a Sports Core Manager in place, the department is
handicapped in presenting its budget. in order to develop a
comprehensive long -range plan for the Sports Core, use is dependent upon
an urban planner. He commented on the vocal opposition of such a planner
on this Board does not change the need for its as it was formally approved
by the Trustees . He inquired into the options the 'Board would offer for
the unplanned surplus of $1 million from the budget � -owned
assets need repair rather than user fees pay for maintenance and
improvements of the facilities.

Village Attorney Martens stated the Village is not able to verify if
any funds had drawn interest from the tax levy In that Fund.
Trustee Shumate inquired if funds from the Corporate Fund could be
used by the Village . Village Attorney Martens stated it would not be
prudent by the Village and may pose a risk to the Village.
Trustee Shumate voiced his opposition to the proposed lax
abatement.

1994 BUDGET
Trustee Bartecki stated the budget items for 1994 as follows:
The 1994 Budget projects sales tax revenues of $9, 840, 000;
Utility Tax revenues in the 1994 Budget are projected -It $1,595,000;
income, Surcharge, Photo and Use Taxeb, totaling $493,400 are
included in the 1994 Budget;
The 1994 Budget includes a transfer of $275,000 from the Water Fund
to the Corporate fund;
A $398, 750 transfer from the Corporate Fund to the Equipment
Replacement Fund and a $1,196,t250 transfer from the Corporate
Fiend to the Infrastructure Funds have been included in the 1994
Budget;
A► new business license revenue item of $50, 000 has been included in
the Corporate Fund Budget for 1994;
Capital Equipment expenditures for the corporate Fund are proj

Water fund revenues contained in the 1994 Budget are projected to
total $4,439,151 based on the increase in water rates passed by the
Board of Trustees on December 14, 1993. The rate per i , 000 gallons
was increased from $2.30 to $2.75;
The Water Fund Budget also includes $1,006,310 of capital projects
for 1994;
A new category of membership has been added to the Bath
the rate
Club for 1994 which provides for corporate memberships
of $200.00 each with a minimum monthly food and beverage charge of
$150.00;
$451,622 of capital repairs and replacements are included � e 119;
Sports Core Budget. Funding for $177.9292 of lake repairs IN
derived from the Golf Surcharge funds generated in c -rrent and
prior years;
For 1994, $224,400 of capital equipment expenditures have been
included in the Budget; and

paving projects, and $!389,000 for drainage in the Infrastructure

President Bushy noted $2,958,000 of items budgeted last year were
not spent by the Village.

Trustee Denny noted recent police activities, especially the burglary ring

commended the resident who responded to the recent burglary, regarding
this case which subsequently resulted in the arrest of the burglary
suspects. A resolution of appreciation wall be given to the resident at the
January meeting.
Planning &Zoning: Trustee Steer - The Plan Commission is still
proceeding with the Institute in Basic Fife Principles hearings .
Sorts Core: Trustee Shumate - Bonnie Sartore is to be congratulated for
the Christmas decorations at the Bath & Tennis Club ndad excellent

by former Trustee Krafthefer is being met, as the Sports Core facility, is
now in operation 12 months of the year -
The tennis dome is operating well, and a few rounds of golf are being
played. The golf course will try a scientffic approved spray on the grass
that will deter geese from rea�ining one �ff course • Staff has begun
preliminary, negotiations for polo next year. Staff is also working with
Butler National on the driving ranges, and addressing the issue of the
ponds on the golf course for next spring.
VgM President: President Bushy - Commented that the Village has been
working with the homeowner association presidents to use the Village of
Oak Brook as an experimental project to test a chemical grape spray that
will deter geese from the Village.
The Police Pension Board is meeting frequently, and she is pleased to be a
part of that Board on behalf of the Trustees and addressing been d by the
manager for the Pension Fund. The Village Clerk
Police Pension Board as a recording secretary/ clerk to the Pound. Meeting
notices and minutes are being handled properly, and the Board is studying
the ADA and requirements for physicals by the Board of Fire and Police
Commissioners.
