MErTING CALL:
The Rescheduled Meeting of the Board of Trustees was called to order by President
Cerne in the Samuel E. Dean Bogard Room of the Village Commons at 7:30 P.M.

That the Minutes of the Regular Meeting of November 25, 1986 be approved as
corrected and waive reading of same.

That the Minutes of the Special Meeting of December 8, 1986 be approved as
presented and waive reading of same.

Ordinance 5 -575, passed and approved at the Regular Meeting of
January 28, 1986, granted a one -year extension until January 1, 1987.

To approve an indefinite extension of time to permit the final
restoration of the Ben Fuller House.

Village Manager Brechin is to review plans prepared by an Historic
Architect for the restoration.
C. Library Sig:
Following discussion, the Trustees requested to view a sign (prepared
for another location) in front of the Library to determine the proper
size and location for a sign.

To approve the Contract between the Village and Crawford, Murphy &
Tilly, Inc., for design services in an amount not to exceed $53,800.00
and for construction services in an amount not to exceed $69,000.00 and
authorize the Village President and Clerk to affix their signatures on
the four (4) original counterparts and to waive canpetitive bidding due
to the specialized nature of the work.

Staff was directed to investigate the funding for Special Service Area
Districts.
E. Contract for_ ineering services - Mter Setem Pressure Eualixation

To approve the Contract with Harze Environmental Services, Inc., to
provide professional services regarding our proposed Reservoir B and
the mitigation of water system differential pressures in an amount not
to exceed $45,270.00 and authorize the Village President and Clerk to
affix their signatures on the two (2) original counterparts and to
waive competitive bidding due to the specialized nature of the work.

F. wort of Activities:

1. Finance & Library: Trustee Imrie - The aldit has been complete9. A
new system of reporting Sports Core activities has been implemented.
The Library signage should be campleted in January, 1987.
2. Personnel: Trustee Winters - A proposed 1987 Salary Administration
Plan ha s een prepared by Staff for the Trustees' perusal.
3. Public Safety Trustee Bushy - Four (4) additional Fire Department
param csave graduated. Police Department Lieutenant tests have
been taken and oral interiiews will be scheduled. A Credit Card Scam
has been investigated.
4. Public Works: Trustee Rush - Permanent lights have been installed at
Route 7 ancC�22nd Street. The 16th Street light will be operational on
Friday. Well #6 is repaired.
5. 222,cts Core: Trustee Maher - The Bath & 7bnnis sign is installed. The
Bath & Tennis has a new roll -up dance floor. Gates have been installed
around the pool area and at the basement stairway. Trees have been
planted.
6. Zoni_N & Planning: Trustee Philip - No report.

To direct the Village Attorney to draft an ordinance prohibiting a left
turn from 35th Street onto Trinity Lane and a right timn fran Midwest
Road onto St. Joseph Drive from 7:00 A.M. to 9:00 A.M. with signs to be
posted at the slLorage lane and at the intersection.

Trustee Maher moved, seconded by Trustee Imrie...
To accept the proposal from Oak Brook Landscape Co. to complete the
landscape project at the subject location at a cost of $4,360.00
contingent upon an extended warranty on the trees through June, 1988.

C. Pedkral Program - Bicentennial ities:
Staff was directed to investigate what other cammmities are planning
for the celebration of the 200th Anniversary of the Signing of the
Constitution.
D. Salary Administration Plan - HeetiM Date:
This subject is to be discussed at a Special Village Board Meeting on
Monday, January 12, 1987 immediately following the Committee-of-the-
%bole Meeting.
E. Referral:
With no objections, President Cerne made the following referral:
Wisch - Lot Area Variation (413 Oak Brook Road) -- Refer to Zoning
Board of Appeals Feting of January 6, 1987.
F. 2M foram:
Joseph Fullan, member of the Library Association, expressed
disappointment in the inadequate library signage. He requested a
equality standing sign separate from the building. He indicated that
the Library Association agreed to pay up to $5,000.00 for the cost of
the sign.
