Minutes - 12/17/2002 - Board of TrusteesMINUTES OF THE DECEMBER 17, 2002 SPECIAL MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN BY VILLAGE BOARD ON JANUARY 14, 2003. 1. CALL TO ORDER: The Special Meeting of the Village Board of Trustees was called to order by President Bushy in the Samuel E. Dean Board Room of the Village Commons at 7:30 p.m. The Pledge of Allegiance was given. 2. ROLL CALL: Village Clerk Linda Gonnella called the roll with the following persons PRESENT: President Karen M. Bushy, Trustees Stelios Aktipis, George T. Caleel, John W. Craig, Susan Chase Korin, Elaine Miologos and Alfred P. Savino. ABSENT: None. 3. DISCUSSION — Gubernatorial Transition Update President Bushy explained that she had met with the governor -elect as part of the Metropolitan Mayor's Caucus meeting. She reported that he spent quite some time on questions and answers. She added that he made some alarming comments about regional government and that municipalities need not have as much local control as they do presently. He agreed to consider placing one or more suburban mayors on his transition team. She reported that she was asked to put her name in for consideration. She commented that another area of concern revolved around the area of emergency management and disaster mitigation since there isn't anyone on his transition team to consider this issue. He did indicate, although, that Federal monies for disaster management would be passed along, as it "would not stay too long in Springfield." Further discussion with members of his transition team revealed that his plans were to freeze sales tax revenue to municipalities at this year's level. Any incremental increases in future years would be used to relieve the State deficit. Additionally, there is discussion to reduce the municipalities' portion of the State Income Tax to 1/12 rather than 1 /10. Board members questioned the legality of these steps and asked how it would become law. President Bushy responded that she felt the new legislature would be willing to pass any laws that he wanted passed. Special Board of Trustees Meeting Minutes Page 1 of 2 December 17, 2002 P. 4 9 She added that language had been changed whereas it used to read that the municipal sales tax was municipal funds that the State collected for us and passed on, but the phraseology has been changed to indicate that all sales tax revenues was State funds and was being passed on to the municipalities at the State's discretion. Board members expressed concern that there were no representatives from the press in attendance at the meeting and felt that a press release should be prepared so that this information was disseminated. It was also asked if any of the organizations we are members of and lobbyists were reacting or responding to this news. President Bushy responded that they were indeed working very hard on these issues. Trustee Aktipis commented that this was a crisis and the Board must begin thinking what must be done to fill the gap in revenues that will develop. Discussion ensued relative to alternative revenue sources and budget review. Tax caps in general were discussed. Further speculation ensued and it was suggested that Board members lobby sources that they may work on behalf of the Village of Oak Brook on this issue. President Bushy voiced her concern that this proposal was only a distraction for another solution he would present at a future date. ROLL CALL VOTE: Ayes: 6 - Trustees Aktipis, Caleel, Craig, Korin, Miologos, Savino Nays: 0 - None. Absent: 0 - None. Motion carried.
