MEETING CALL: The Special Meeting of the Board of Trustees was called to order by President Bushy in the Samuel E. Dean Board Room of the Village Commons at 7:31 p.m. Pledge of Allegiance was given. 2. Martin, Librarian. 3. .ANNOUNCEMENTS & OPEN FORUM: Trustee Shumate requested the purchase amount for the microfilm reader from the Library. His firm is interested in purchasing the obsolete equipment from the Village. Librarian Martin will notify him of the purchase amount. President Bushy announced the Village Board of Trustees, at their Closed Meeting of November 22, 1994, approved the release of the Closed Meeting Minutes from January through June, 1994 for public review. President Bushy commended the Village employees for their donations of paper products to the Family Shelter Services of DuPage County. Some employees had requested to participate in some type of charity in conjunction with their employee Christmas reception. 4. APPROVAL OF MINUTES: Motion by Trustee McInerney, seconded by Trustee Bartecki, to approve the minutes of the Regular Meeting of November 22, 1994 as presented and waive the full reading thereof. Environmental Concerns and Engineering: Trustee Payovich - After the first of the year, the Village Board will be given a proposed plan of the 22nd StreetlYork road intersection project and the amount of Village contributions for said project. Finance and Purchasing: Trustee Bartecki - The audit will begin soon. A Fixed Asset Study has been scheduled to list, bar code and place a value of all Village- owned fixed assets. This study will improve the tracking of inventories and insurance costs. Library and Hotel. Convention & Visitors Committee: Trustee McInerney - The Library has offered to decorate the Library Christmas tree with book ornaments as a Christmas project for children. A book reading contest is also being held, with cinema tickets ring given for prizes to the winners. Christmas activities for children include meeting Mario, a puppet show and storytime for toddlers. The Oak Brook Hotel, Convention and Visitors Committee's budget for 1995 is $287,000. Two new programs will be the Visa/Mastercard inserts campaign offering hotel discounts. This is targeted toward professional organizations and corporate people. The advertising campaign for holiday travelers has been instituted again. Personnel and Public Safety: Trustee Kenny - The Fire Department responded to a severe fire on Merr�naL e. The house was a total loss with no injuries. Our Fire Department brought the fire under control with assistance from area departments. The Fire Department has begun their annual holiday inspections of the commercial sector to safeguard against hazardous fires. Patrolman Arendt assisted a woman from the Oakbrook Center who had her car stolen. Citicorp Credit Services sent a letter of appreciation for the assistance of Detectives Weber and Birdsall in their investigation of credit card fraud. F'la -- n and Zoning: Trustee Shumate - Noted the substantial progress of the home at Midwest Load and 31st Street. He asked for a workshop with the Plan Commission, Zoning Board of Appeals and Village Board along with the 11,11illage Attorney to explain proper legal proceedings for the Board members. He recommended a January meeting date for this. Christmas. ic Works and Cable T.V.: Trustee Calzaretta - Wished everyone a Merry _ Vili__�,e Clerk: Clerk Gonnella - Attended the Information System Analysis meeting with staff and noted the progress of staff understanding the flow of information to departments and other governmental agencies. A report of the Information System Analysis study will be presented to staff on Wednesday with further meetings to be held for discussion. Village Pres�ider;t: !president Bushy - The Court Reporter's transcript has been received from the Sylviano's liquor hearing. Counsel is reviewing the transcript presently, and the Liquor Control Commissioner will review it. A decision will be rendered after the first of the year with the Village Board being notified of the decision. District 2 Mayors and Presidents met with Gayle Franzen, DuPage County d Chairman, to discuss the appointment of the States' Attorney and the philosophy of that office. Hopefully, a major announcement will be made of a large retail company coming to Oak Brook. 9. UNFINISHED BUSINESS: A. AWARD OF CONTRACT -,ENGINE DIAGNOSTIC ANALYZER - PUBLIC WORKS: Competitive sealed bids were received on December 6, 1994 from two companies. !Motion by Trustee Calzaretta, seconded by Trustee Payovich, to award a contract, subject to staff review, to Snap -On Tools, Inc., New Berlin, Wisconsin, the lowest responsible bidder, in a lump sum cost of $23,665 and transfer funds in the amount of $23,665 from the 1994 Contingency Fund.
