CALL TO ORDER The Special Meeting of the Village Board of Trustees and Electric Aggregation and Issues Committee was called to order by President Lalmalani in the Samuel E. Dean Board Room of the Butler Government Center at 9:30 am. The Pledge of Allegiance was given. 2. ROLL CALL Village Clerk Charlotte Pruss called the roll with the following persons PRESENT: President Gopal Lalmalani, Trustees John Baar, Michael Manzo, Mark Moy, Gerald Wolin, and Asif Yusuf. ABSENT: Trustee Donald Adler IN ATTENDANCE: David Niemeyer, Village Manager, Toral Bhansali, Electric Aggregation and Issues Committee Member, Tom Cygan, Electric Aggregation and Issues Committee Member, Mark Pruitt, Village Consultant. 3. RESIDENT/VISITOR COMMENTS—NONE 4. SUMMARY OF ELECTRIC AGGREGATION ELECTRICITY SUPLY BID OPENING Mark Pruitt, the Village's Electric Aggregation Consultant, gave a brief summary of the bidding process conducted for the electric aggregation electricity supply. The bid opening was held at 8:30 am. He discussed the details of the bids received for a 12 month and an 18 month term. He asked the Board if they are willing to allow Integrys to submit revised pricing for the 18 month term since there was an error in the bid they submitted. The consensus was to not allow Integrys to submit revised pricing to maintain the integrity of the bidding process. Discussion ensued regarding the bids received and the consensus was to award a contract to Verde Energy for the electric supply from January 2014 to June 2015 for the Village's Electric Aggregation Program. Mark Pruitt also explained why the Village requested an 18 month term rather than 16 months as previously discussed, mainly to synchronize the Village rates with ComEd rates. Mark Pruitt further explained electricity hedging and the reasons why it's best to award a contract on the same day as the bid opening. The Trustees thanked the committee members and Mark Pruitt on a job well done. 5. RESOLUTION 2013-ELEC-PURCH-CNTRCT-R-1302, A Resolution Approving and Authorizing the Execution of an Agreement By and Between the Village of Oak Brook and an Electric Supplier for the Village's Electric Aggregation Program Motion by Trustee Wolin, seconded by Trustee Yusuf to approve Resolution 2013-ELEC- VILLAGE OF OAK BROOK MINUTES Page i of 2 SPECIAL MEETING OF OCTOBER 18, 2013 PURCH-CNTRCT-R-1302, A Resolution Approving and Authorizing the Execution of an Eighteen (18) Month Agreement By and Between the Village of Oak Brook and Verde Energy for the Village's Electric Aggregation Program at a rate of $.051850, assuming there are no material terms and conditions that Verde is requesting. ROLL CALL VOTE: Ayes: 5 —Trustees Baar, Manzo, Moy, Wolin, and Yusuf Nays: 0—None Abstain: 0—None Absent: 1 —Trustee Adler Motion carried 5. ADJOURNMENT Motion by Trustee Wolin, seconded by Trustee Yusuf, to adjourn the Special Meeting of the Board of Trustees and Electric Aggregation and Issues Committee at 10:00 am.
