1. CALL TO ORDER:
The special meeting of the Oak Brook Streetscape Committee of the Village of Oak Brook
was held in the Samuel E. Dean Board Room of the Butler Government Center and called
to order by Chairman Jeff Kennedy at 7:34 a.m.
2. ROLL CALL:
Secretary Linda Gonnella called the roll with the following persons:
PRESENT: Chairman Jeff Kennedy, Members Chuck Fleming, Kathy Manofsky, Jeff
Shay and Secretary Linda Gonnella.
ABSENT: Linda Hunt and Dan Wagner.
Harry Peters arrived after the roll call vote and left early before the vote on Agenda Item
5.A.
IN ATTENDANCE: Gopal Lalmalani, Village President; David Niemeyer, Village
Manager; Robert Kallien, Community Development Director; Mike Hullihan, Public
Works Director, Tim King, Hitchcock Design Group and Tracy Mulqueen, Greater Oak
Brook Chamber of Commerce.

A. Update of OBCenter Pedestrian Access Project
Village President Gopal Lalmalani commended the committee members for their efforts
in this proposal. He hopes it meets with their approval in a safe and easier access between
the shopping center. And adjacent hotels and businesses.
Chairman Kennedy gave a PowerPoint presentation of the Pedestrian Access Project for
the Oakbrook Center. He thanked Village President Lalmalani, the Village Board of
Trustees and the Commercial Revitalization Committee for their strong support of this
project. He acknowledged the partnership between the Greater Oak Brook Chamber of
Commerce, the Village, the Oakbrook Center and the business community over the six
years of the Streetscape Improvements Project.
Existing conditions were viewed as well as proposed enhancements of pedestrian access.
The following options were presented as pedestrian sidewalks: 16th Street connection to
the Mall Ring Road (with 3 options proposed), Doubletree (with 3 options proposed),
Commerce Drive and Spring Road, Residence Inn and the Marriott.
Chairman Kennedy then gave a cost analysis of two proposals for the cost of the proposed
pedestrian accesses. The first proposal was costs of approaches without special paving,
lighting or aesthetic enhancements. The cost sharing formula proposed was the Village
50% Oakbrook Center 25% and benefitted stakeholders 25%. The following accesses

were presented:
16th Street/Ring Road (Mid-cost option Al with sidewalk to Pinstripes) Est. Cost $75,900.
Estimated cost sharing: Village $37,950, Center $18,975 and Stakeholders $18,975. The
stakeholders include OBTerrace Towers, Shopping Center to north of 16th and Pinstripes.
Oak Brook Club Est. cost $24,893. Estimated cost sharing: Village $12,447, Center
$6,223 and stakeholder$6,223 (Oak Brook Club).
Doubletree Est. cost $101,588. Estimated cost sharing: Village $50,794, Center $25,397
and $25,397 to stakeholders Citicorp and Doubletree.
OBCenter Parking Lot (Gap from Harger to Sidewalk to Ma iano's Est. cost $5,948.
Estimated cost sharing: Village $2,974, Center $1,487 and $1,487 to stakeholder
(Doubletree).
Commerce Drive Est. cost $75,555. Estimated cost sharing: Village $37,778, Center
$18,889 and $18,889 to stakeholders Commerce Plaza Owner, Treehouse, Merrill Lynch,
other major tenants, Gibsons, Office Bldgs. To east, etc.
Residence Inn Est. cost $50,025. Estimated cost sharing: Village $25,013, Center
$12,506 and $12,506 to stakeholder(Residence Inn).
Marriott/Re eg_ncy Towers/Executive Plaza Est. cost $92,175. Estimated cost sharing:
Village $46,088, Center $23,044 and $23,044 to stakeholders Marriott, Regency Towers
& Executive Plaza Owners & Tenants.
South Ring Road to OBCenter Interior Est. cost $0. Stakeholders GGP, Marriott,
Regency Towers & Executive Plaza Owners & Tenants. This work has just been
completed by GGP as part of their parking lot rehabilitation.
All projects estimated cost is $426,084 with the Vi lage's cost sharing of $213,042, the
Center$106,521 and the stakeholders $106,521.
The second proposal for the pedestrian accesses included distinctive concrete, lighting,
benches, directional kiosks, etc. as appropriate.
16th Street/Ring Road (Mid-cost option Al with sidewalk to Pinstripes) Est. Cost
$151,800. Estimated cost sharing: Village $75,900, Center $37,950 and Stakeholders
$37,950. The stakeholders include OBTerrace Towers, Shopping Center to north of 16th
Oak Brook Club Est. cost $24,893. Estimated cost sharing: Village $12,447, Center
$6,223 and Stakeholders $6,223 which includes GGP and Oak Brook Club.
Doubletree — (High-cost Option C 1 with sidewalk from Hotel Entrance to Intersection)
Est. cost $203,176. Estimated cost sharing: Village $101,588, Center $50,974 and
$50,974 to stakeholders GGP, Citicorp and Doubletree.
OBCenter Parking Lot (Gap from Harger to Sidewalk to Mag ia� no's Est. cost $7,138.
Estimated cost sharing: Village $3,569, Center $1,784 and $1,784 to stakeholder
(Doubletree).

Residence Inn Est. cost $100,050. Estimated cost sharing: Village $50,025, Center
$25,013 and $25,013 to stakeholder(Residence Inn).
Marriott/Regency Towers/Executive Plaza Est. cost $184,350. Estimated cost sharing:
Village $92,175, Center $46,088 and $46,088 to stakeholders Marriott, Regency Towers
& Executive Plaza Owners & Tenants.
South Ring Road to OBCenter Interior Est. cost$43,800. Estimated cost sharing: Village
$21,900, Center $10,950 and $10,950 to stakeholders Marriott, Regency Towers &
Executive Plaza Owners &Tenants.
All projects estimated cost is $866,317 with the Village's cost sharing of$433,158, the
Center$216,579 and stakeholders $216,579.
The Streetscape reconvened their special meeting at 9:04 a.m.
5. NEW BUSINESS—NONE
A. Approval of Recommendation of Design Contract to the Village Board of Trustees
Motion by Member Manofsky, seconded by Member Shay to recommend to the Village
Board of Trustess consideration of design contract with Hitchcock Design Group for the
OBCenter Pedestrian Access Project.
ROLL CALL VOTE:
Ayes: 5 —Jeff Kennedy, Chuck Fleming, Kathy Manofsky, Jeff Shay and Linda
Gonnella.
Nays: 0—None.
Absent: 3 —Linda Hunt, Harry Peters and Dan Wagner. Motion carried.
The Committee discussed a consideration of a special service area for the project.
Manager Niemeyer explained that this process would take approximately six months. He
will send a summary of this meeting. Tim King will develop the scope of services with
Public Works Director Mike Hullihan. The design proposal will be prepared for the
second Tuesday of December for the Village Board of Trustees consideration.
