SUBJECT: Award of Demolition Contract for 615 22"d Street(Formerly 615 Hunter Drive)

BUDGET IMPACT: $100,000 has been programmed for this project in the Infrastructure Fund
(Program 461-90700).
RECOMMENDED MOTION: I move that the Village Board authorize the staff to execute a
contract with Meridian Industrial Service for demolition of the property at 615 22"d Street
(formerly known as 615 Hunter Drive)for an amount not to exceed $97,380 .
Background: The Village has been pursuing the purchase and demolition of the property at 615 22"d
Street since 2010. The Federal Emergency Management Agency(FEMA) has awarded the Village a
grant to offset the cost of purchasing the property, removing any structures, and grading the land. The
objective of the project is to remove a property from the National Flood Insurance Program (NFIP)
which has suffered repetitive flood damages. The property will also serve as natural
floodplain/wetland environment. Under the terms of the grant, FEMA will reimburse 75%of the
expenses incurred. The property was purchased by the Village in November 2013. The Village has 90
days from the date of purchase to return the property to a natural state.
Current Status: Plans and specifications were prepared for the demolition of structures and grading
of the property. Bids were opened on December 3, 2013. The lowest responsive bidder was Meridian
Indusrial Service with a bid of$97,380. Bids ranged from this price to $151,700 (see attached bid
evaluation memo). The engineer's estimate for the work was $113,000.
Recommendation:
That the Board approves the resolution directing staff to execute a demolition contract as outlined
above.

Bid Recommendation
Dear Mr. Hullihan:
Bids were received and publicly opened on December 3, 2013 for the 615 22"d Street
l Building Demolition project. The project was advertised on the Village's website and
eight contractors were directly sent a Notice to Bidders. Seven firms attended the
mandatory pre-bid meeting and five bidders submitted a bid for the project. The bids are
as follows:

An asbestos survey was performed prior to advertising and asbestos was found mainly in
the;floor tile and mastic. The bids include asbestos abatement prior to demolition of the
building. The engineer's estimate for the asbestos abatement and building demolition is
I $113,000.
An alternate price was requested from each bidder for a unit price for clean fill in case it
was needed for the site restoration. The price from Meridian is $25 per cubic yard. Since
clean fill has been stockpiled adjacent to the site from the 22nd Street median project, it is
not anticipated that fill beyond the stockpiled amount will be needed to balance the site.
The references submitted by Meridian Industrial Service were contacted. The contractor
has performed similar work in this area including asbestos abatement, build demolition,
foundation removal, site grading and restoration. Each reference said that excellent work
had been performed in a timely manner and that they would hire the Contractor again for
similar work.
Since the bid price is reasonable and the contractor's references indicated that for recent
projects, quality and timely work was performed, it is recommended that Meridian
Industrial Service be awarded the 615 22"d Street Building Demolition project for the
lump sum amount of$97,380.00.

RESOLUTION 2013-DE-PRPTY-CNTRCT-R-1319
A RESOLUTION APPROVING THE AWARD OF A CONTRACT FOR
THE DEMOLITION OF THE BUILDING AT 615 22nd STREET
WHEREAS, the Village recently purchased the property located at 615 22nd Street, Oak Brook,
Illinois("Property's; and
WHEREAS, the Village desires to demolish the building located on the Property and return the
Property to its natural state; and
WHEREAS, the Village sought bids for a contractor to demolish the building located on the
Property and to return the Property to its natural state ("Services"); and
WHEREAS, Meridian Industrial Services of Lake Bluff, Illinois ("Meridian") was the lowest
responsive and responsible bidder to provide the Services; and
WHEREAS, the President and Board of Trustees, being fully advised in the premises, have
determined that it is in the best interests of the Village and its residents to enter into a Contract with
Meridian;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of the Agreement. The President and Board of Trustees hereby
approve an agreement by and between the Village and Meridian for Meridian to provide the Services in
an amount not to exceed $97,380.00 ("Agreement's in a final form approved by the Village Attorney and
Village Manager.
Section 3: Execution of Agreement. The Village President and the Village Clerk shall be,
and are hereby, authorized to execute and attest, on behalf of the Village, the Agreement authorized
pursuant to Section 2 of this Resolution.
Section 4: Effective Date. This Resolution shall be in full force and effect from and after its
passage and approval in the manner provided by law.
