SUBJECT: An Ordinance Authorizing the Sale Through Electronic Auction or Broker,
Donation or Disposal of Certain Items of Personal Property Owned by the Village of Oak Brook

BUDGET SOURCE/BUDGET IMPACT: Net income to Equipment Replacement Fund of
approximately $40,000.
RECOMMENDED MOTION: I move that the Village Board approve ORDINANCE
2014-PP-S-1390
BACKGROUND: The Village's Ladder Truck, Tower 94,has is scheduled for replacement in
June 2014. It requires significant repairs (see attached estimate)to bring it to UL(Underwriters
Laboratories) standards. This memo reviews the maintenance history, service history, and
disposal options. A recommendation for disposal is provided.
Tower 94 is a 1988, 95' aerial ladder truck with the capability to carry hose and pump water. In
2011 the Board authorized$125,000 to bring the unit to a state of acceptable operational
readiness. In 2011/2012, $161,824 was spent on various repairs. Tower 94 continued to
experience significant out of service periods due to various system failures. It logged 167 non-
operational days in 2012. As part of the ISO certification inspection conducted in September
2013, it was discovered that there are a number of deficiencies on Tower 94 which preclude it
from being UL certified. Without the UL certification it would be very difficult to sell the truck
as an operational piece of equipment. The attached estimate projects $18,420 to bring the unit to
UL standards. Without UL certification it would have to be disposed of for scrap value (approx.
$10,000). The auction estimate for Tower 94 is approximately$60,000.
OPTIONS: The following are options for repair/disposal of Tower 94:
Option 1: Repair Tower 94 to UL standards. Continue to use until the
replacement vehicle is received.

Option 2: Repair Tower 94 to UL standards. Immediately list on an auction site.
Minimize further use of Tower 94 once it is listed for auction.
Option 3: Do not repair Tower 94. Auction for scrap value.
DISCUSSION: Both option 1 and 2 will cost around$18,420. The return is estimated at
$60,000. Option 2 carries a risk that the unit will develop further maintenance problems which
will require more maintenance expenditures. Option 3 has no cost but has a limited return
($10,000).
RECOMMENDATION: Public Works recommends that Option 2 be selected. It has the
highest potential return with the least risk. Should the Board agree to this course of action,
Ordinance 2014-PP-1390 should be approved.

ORDINANCE 2014-PP-S-1390
AN ORDINANCE AUTHORIZING THE SALE THROUGH ELECTRONIC
AUCTION OR BROKER, DONATION OR DISPOSAL OF CERTAIN ITEMS
OF PERSONAL PROPERTY OWNED BY THE VILLAGE OF OAK BROOK
WHEREAS, in the opinion of a majority of the corporate authorities, it is no longer necessary or
useful or in the best interests of the Village to retain the Village's ladder Truck("Truck'); and
WHEREAS, the Village wishes to dispose of the Truck by sale through electronic auction, broker,
donation or disposal; and
WHEREAS, prior to the disposal of the Truck, the Village will have repairs made to the Truck to
increase the potential price the Village can obtain for disposing of the Truck;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: The foregoing recitals are incorporated herein as findings of the corporate
authorities.
Section 2: Pursuant to 65 ILCS 5/11-76-4, the President and Board of Trustees find that the
Truck listed below, now owned by the Village, is surplus property and is no longer necessary or useful to
the Village and the best interests of the Village will be served by its sale through electronic auction or
broker, donation, or disposal.

Section 3: Pursuant to 65 ILCS 5/11-76-4, after the Truck is repaired, the Village Manager
is hereby authorized and directed to dispose of the above listed Truck by sale through electronic auction

Section 4: This ordinance shall be in full force and effect from and after its passage,
approval and publication as required by law.
