CALL TO ORDER The Regular Meeting of the Village Board of Trustees was called to order by President Gopal Lalmalani in the Samuel E. Dean Board Room of the Butler Government Center at 7:06 pm. The Pledge of Allegiance was given. 2. ROLL CALL Village Clerk Charlotte Pruss called the roll with the following persons PRESENT: Trustees John Baar, Philip Cuevas, Michael Manzo, Edward Tiesenga, Asif Yusuf, President Gopal Lalmalani ABSENT: Trustee Saiyed IN ATTENDANCE: Village Manager Rick Ginex, Finance Director Jason Paprocki, Information Technology Director Jim Fox, Fire Chief Barry Liss, Golf Club Superintendent / Manager Sean Creed, Head Librarian Jacob Post, Police Chief Jim Kruger, Public Works Director Doug Patchin, Village Attorney Greg Jones 3. PRESIDENT’S OPENING COMMENTS President Lalmalani discussed the passing of former Naperville Mayor, George Pradel. He said that Mr. Pradel passed away on September 4th at the age of 80, and that he will be sorely missed. He was Naperville’s longest serving Mayor, elected in 1995 and retired in 2015. President Lalmalani discussed the passing of Kyle Thomas Mullins on August 31, 2018 and that he was just shy of his 30th birthday. A. RESOLUTION 2018-MEM-R-1751, Resolution of Memoriam – Ron Maher President Lalmalani said that he was saddened to learn of the passing of Oak Brook resident and Former Village Trustee, Ron Maher. He said that Ron passed away peacefully on September 3, 2018. Ron served his community as Village Trustee from May 1983 through April 1991, as a member of the Oak Brook Library Association, the Oak Brook Historical Society, Oak Brook Music Boosters, Ben Fuller Society, Graue Mill Association, the Oak Brook Caucus and the Oak Brook Electric Aggregation and Issues Committee. During his professional years he served as the President of Maher Lumber Company and was instrumental in bringing Ace Hardware to Maher Lumber. President Lalmalani asked for a moment of silence in honor of former Trustee Ron Maher and his family as well as Mayor Pradel and Kyle Mullins. Clerk Pruss read the Resolution of Memoriam R-1751 for Ron Maher. MINUTES OF THE SEPTEMBER 11, 2018 REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN ON SEPTEMBER 25, 2018 VILLAGE OF OAK BROOK MINUTES – SEPTEMBER 11, 2018 Page 2 Motion by Trustee Baar, seconded by Trustee Yusuf, to approve Resolution of Memoriam R- 1751. VOICE VOTE: Motion carried. President Lalmalani remarked that family members were welcome to come forward to receive the Resolution and say a few words. Mr. Maher’s wife, Kathy Maher, came to the podium and made some brief remarks. President Lalmalani said he was pleased to announce that the Village of Oak Brook has once again received the Distinguished Budget Presentation Award for the current budget from the Government Finance Officers Association. He stated that this award is the highest form of recognition in governmental budgeting and represents a significant achievement. When this award is granted, a Certificate of Recognition is also presented to the individual or department designated as being primarily responsible for having achieved this award. President Lalmalani presented the award to Jason Paprocki and the Finance Department, and thanked them on behalf of the Village for their hard work and dedication. President Lalmalani said he was also happy to announce that the Village and the Fire Department have received a certificate of recognition for their efforts in implementing and preserving progressive residential fire sprinkler ordinances and codes. President Lalmalani presented the plaque to Fire Chief Liss and the Fire Department, and congratulated him on the award. Also, President Lalmalani noted that the Fire Department made the training room available for screening potential canine teams for HOPE Animal Assisted Crisis Response and that they were especially helpful in their exposure to fire equipment training exercises. President Lalmalani presented the certificate of appreciation to Fire Chief Liss for the Fire Department and the Village’s assistance. President Lalmalani stated that the Village held a very solemn Patriot Day Ceremony this morning. He thanked Fire Chief Barry Liss for putting together the ceremony, the Police and Fire Departments and the all the staff members who worked together to create such a heartfelt program. President Lalmalani mentioned he met with the Homeowner Association Presidents last Saturday for their quarterly meeting. He said that they had a healthy discussion on a several topics and updates were given from a few of the Department Directors. Finally, President Lalmalani stated that the Village has two (2) vacant appointed positions. One position is on the Plan Commission and the other is on the Zoning Board of Appeals. Appointment interviews will be held on September 18, 2018. Applications are available at the Village Hall or go on-line to the webpage at www.oak-brook.org. 4. RESIDENT/VISITOR COMMENT Aparna Sunkara came to the podium and discussed the referendums on the November 6th ballot, the impact it could have on the schools and property values in Oak Brook. 5. Regular Board of Trustees Meeting of August 14, 2018 Motion by Trustee Baar, seconded by Trustee Manzo, to approve the Minutes of the Regular Board of Trustees Meeting of August 14, 2018. VOICE VOTE: Motion carried. 6. CONSENT AGENDA: All items on the Consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a Board member so requests, in which event, the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda. Authorization to Bid - Shower Renovation Station 93 Motion by Trustee Tiesenga, seconded by Trustee Manzo, that the Village Board authorize staff to advertise a request for bids for the Shower Renovation at Fire Station 93. Trustee Tiesenga stated that he would vote against this item because the budgeting for this project was accelerated by one (1) year. Village of Oak Brook – Monthly Financial Reports – July 2018 Motion by Trustee Tiesenga, seconded by Trustee Manzo, to discuss this item. Trustee Tiesenga expressed concerns regarding the water system. Trustee Tiesenga asked Director Patchin about the condition of the water system. Director Patchin said that they were in discussion. Trustee Manzo expressed concern about the controlling the water and the condition of the water pipes. Proclamation – Arts DuPage Month Village Clerk Pruss read the Proclamation. Motion by Trustee Tiesenga, seconded by Trustee Manzo, to approve the Proclamation for Arts DuPage Month. VOICE VOTE: Motion carried. 8. INFORMATION & UPDATES A. Village Manager Village Manager Ginex gave an update on the installation of the fuselage at KidZania. B. Village Clerk Village Clerk Pruss informed everyone on the General Election on November 6, 2018 and the Municipal Election on April 2, 2019. C. Trustees Trustee Tiesenga discussed the EpiPen Law and the referendum effecting real estate taxes. VILLAGE OF OAK BROOK MINUTES – SEPTEMBER 11, 2018 Page 6 Trustee Manzo discussed the budget process and the Patriot Day Ceremony. Trustee Baar gave an update on the blood drive and the Universal Playground. Trustee Cuevas asked the general public to slow down when driving especially now that school is back in session. Trustee Yusuf commented on the referendum regarding District 86 and that it includes District 181. D. Village Attorney Village Attorney Jones had gave his condolences to President Lalmalani and the Pradel family. E. Village President Information Technology Director Fox gave an update on the Cellular Towers and the Village’s Website. Police Chief Kruger reported that the Police Department construction project was completed. Public Works Director Patchin gave an update on the water meter replacement project and that completion would be toward the end of October. Golf Club Superintendent / Manager Sean Creed reported that many of the members are very excited about the patio renovation project. Head Librarian Jacob Post discussed the new software that is online for the library. Finance Director Paprocki reported on the September sales tax numbers. Fire Chief Liss thanked everyone involved regarding the Patriot Day Ceremony and Fire Department Award. 9. ADJOURN TO CLOSED SESSION, For the purpose of discussing (1) minutes of meetings lawfully closed under this act and (2) collective negotiating matters pursuant to 2(c)(21) and 2(c)(2) of the Illinois Open Meetings Act, respectively.
