SUBJECT: Sports Core Improvements OSLAD Grant Resolution

RECOMMENDED MOTION: I move the Village Board approve Resolution R-1753,
an Open Space Land Acquisition and Development (Oslad) Grant Program Resolution of
Authorization.
Background/History:
During the 2018 budget process we discussed proposed changes at the Sports Core and
improvements at the Bath & Tennis, this included a contract to remove Buckthorn and
clearing of the standing dead trees to clean and open up the property around the B&T
drive and pool.
Some of the other projects discussed during the budget were:
1. Repaving the Bath and Tennis Drive and the circle, redefining the entrance to the
Bath & Tennis, the Pool and Clubhouse.
2. We also wanted to look at storm water management issues, how could we correct
errors of the past by looking at the entire area not just small sections of the
property. We had to identify the wetlands, retention and detention areas, the flood
way and areas in the floodplain.
3. Look at consolidating the numerous Sports Core and Public Works storage sites
spread throughout the property and combining these sites into one central
location. Creating an indoor and outdoor storage area that is designed to control
storm water runoff. A salt storage building which will also store dirt, inventoried
supplies and maintenance equipment. Outdoor storage area for sand, gravel,
excavated spoil, leaves and wood chips.

We contracted with Christopher Burke Engineering to conduct a study of the property
and review the storm water drainage issues to determine what changes could be made to
optimize useable space. After the initial review of the wetlands and flood plain areas we
walked the grounds to look at potential recreational land uses that could be developed to
draw more residents and members to the Sports Core property. Staff also requested that
Christopher Burke look at the available grants for these types of recreational
improvements.
The proposed recreational projects include:
1. A jogging track located on the polo exercise track.
2. Additional Soccer fields located on the show field directly west of the pool.
3. A Picnic area located on the northwest side of the pond, behind the clubhouse where the
barbeque hut was located.
4. Additional soccer parking and pedestrian paths between the proposed projects.
The Open Space Land Acquisition and Development (Oslad) Grant is a Grant offered by
the Illinois Department of Natural Resources (IDNR). The OSLAD Grant Program
matches funds, provided by local government entities, the grant provides up to 50% of
the funding limited to a $400,000 grant maximum. If the grant is awarded to the village
the project would need to be completed within two years. The 2019 OSLAD Grant
application was due October 1; the application requires the Village must approve a
resolution of authorization.
Recommendation: I move the Village Board approve Resolution R-1753, an Open Space
Land Acquisition and Development (Oslad) Grant Program Resolution of Authorization.
