RECOMMENDED MOTION: I move that the Village Board waive further bidding since Suburban Purchasing Cooperative (SPC) already conducted the bid process, and approve a motion to issue a purchase order to Currie Motors, Frankfort, Illinois in the amount of $82,426 for one (1) 2019 Ford F-450 XL Chassis Cab ($35,306) and one (1) 2019 Ford F-550 XL 4X4 Chassis Cab ($47,120), and that $79,179 be authorized to purchase the necessary equipment. Additionally, I move that the Village Board approve Resolution R-1724 Background/History: Public Works reviews the long range equipment replacement schedule each year. The schedule is based upon historical usage, expected design/useful life, maintenance costs, vehicle condition, and economics. The trucks being replaced are Unit #502, a 2008 Ford F-450 used in the Public Works Street Division for front-line snow-plowing, salt spreading, and miscellaneous hauling, and Unit #602, a 2008 Ford F-450 used in the Public Works Water Division for towing the excavation/water main break trailer, hauling trench shoring equipment and transportation for water division personnel. High mileage, heavy usage, and rusting of the body are the reasons for replacement of the units. When looking for vehicles, we first explore what vehicles have already been bid through Purchasing Cooperatives (they have much more purchasing power than we do, and can ITEM 6.E.2 BOT AGENDA Page 2 usually get a better price). Pursuant to the provisions of Section 1-7-10 of the Code of Ordinances and Compiled Statutes, the Village is permitted to join with other governmental units in order to benefit from cooperative purchasing arrangements. Suburban Purchasing Cooperative (SPC) conducted the bidding process and awarded a contract to Currie Motors. The entire project consists of Currie Motors supplying the chassis, and then delivering to a vendor of the Village’s choice to supply and install the following equipment: Unit #502: • Dump body • Hydraulic system • Snow plow • Salt spreader • 2” trailer hitch • Electrical Wiring • Emergency Lighting Unit #602: • Utility body • Snow plow • 2” trailer hitch • Electrical Wiring • Emergency lighting In order to obtain the best value for the Village, staff is currently researching companies and joint purchasing cooperatives that supply and install the necessary equipment for the Public Works chassis. It is estimated that an additional $49,695 is needed for the necessary equipment for Unit #502, and $29,484 for Unit #602, for a total amount of $79,179. The vehicles being replaced will be sold through an online auctioneer run by the State of Illinois, known as iBid (an ordinance to declare it surplus will be presented prior). Please provide FIN Code al time of order Contract#145 SPC BURBAN PURCHASiNG IIll」1111111 RESOLUTION 2018-PW-V-PG-R-1724 A RESOLUTION APPROVING THE WAIVER OF COMPETITIVE BIDDING AND AUTHORIZING THE PURCHASE OF PUBLIC WORKS VEHICLES FROM CURRIE MOTORS WHEREAS, the 2018 budget includes $161,605 in the Equipment Replacement Fund for the purchase of replacement vehicles for use by the Public Works Department; and WHEREAS, the Village Public Works Department is in need of two pickup trucks (“Vehicles”); and WHEREAS, Section 1-7-10 of the Village Code authorizes the Village to join with other units of government in cooperative purchasing plans when it is in the best interest of the Village; and WHEREAS, the Village participates in the Suburban Purchasing Cooperative ("SPC"), which permits local governments to purchase commodities and services according to contracts bid and negotiated by the SPC, resulting in significant savings for the Village; and WHEREAS, the SPC sought bids for the purchase of the Vehicles and identified Currie Motors of Frankfort, Illinois (“Currie”) as the lowest responsible bidder to provide the Vehicles; and WHEREAS, because the SPC already conducted competitive bidding processes for the purchase of the Vehicles, the Village staff has recommended that the Village waive competitive bidding and approve the purchase of the Vehicles from Currie; and WHEREAS, the President and Board of Trustees, being fully advised in the premises, have determined that it is in the best interest of the Village and its residents to so waive competitive bidding and to approve the purchase of the Vehicles from Currie; NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook. Section 2: Waiver of Competitive Bidding Requirements. The advertising and bidding requirements for the purchase of the Vehicles are hereby waived in accordance with Section 1-7-4 of the Village Code. Section 3: Authorization of Purchase of the Vehicles. The President and Board of Trustees hereby approve the purchase of the Vehicles from Currie for a price not to exceed $82,426. Section 4: Authorization of Purchase of the Equipment. The President and Board of Trustees hereby approve the purchase of the necessary Equipment for a price not to exceed $79,179. Section 5: Execution of Required Documentation. The Village Manager shall be, and is hereby, authorized to execute on behalf of the Village all documents necessary to complete the purchase pursuant to Sections 3 and 4 of this Resolution. Section 6: Effective Date. This Resolution shall be in full force and effect from and after its passage by two-thirds of the Trustees and its approval in the manner provided by law.
