SUBJECT: Award of Agreement – Last Mile Transportation Services

RECOMMENDED MOTION: I move that the Village Board award an Enterprise
Transportation Services Agreement, subject to final attorney review, to the proposer
with the best overall value, Chariot, San Francisco, CA, for Last Mile
Transportation Services. Additionally, I move that the Village Board approve
Resolution R-1715.
Background/History:
As you know, the Village has been working with the Chamber, the RTA and several of
the property owners up near 22nd and York Rd. to provide a transportation solution in
order to enhance the attraction and retention of top talent to the Oak Brook business
community. The business partners will provide up to 20% of the contract costs, with the
RTA providing the remainder. The business partners and RTA will be providing public
funding to the Village of Oak Brook, who will contract with the shuttle service provider
for the "last-mile" connection services. At our February 27th Village Board meeting we
approved an Intergovernmental Agreement with the RTA to move forward.
A Request for Proposal (RFP) was prepared by the Village, RTA, and the Oak Brook Chamber of Commerce, and sent to seven firms on January 29, 2018 for Last Mile Transportation Services. On February 26, 2018, proposals were received by the following three firms:

Village staff, along with Peter Fahrenwald from the RTA, and Dave Carlin and Tamryn
Hennessy from the Oak Brook Chamber of Commerce, conducted interviews with
Chariot and Lyft on March 14, 2018. It was determined that Chariot submitted the
proposal with the best overall value for Last Mile Transportation Services (see attached
proposal).
Recommendation:
I move that the Village Board award an Enterprise Transportation Services Agreement,
subject to final attorney review, to the proposer with the best overall value, Chariot, San
Francisco, CA, for Last Mile Transportation Services. Additionally, I move that the
Village Board approve Resolution R-1715.

A RESOLUTION APPROVING AND AUTHORIZING THE AWARD AND EXECUTION
OF AN ENTERPRISE TRANSPORTATION SERVICES AGREEMENT FOR LAST MILE
TRANSPORTATION SERVICES
BY AND BETWEEN THE VILLAGE OF OAK BROOK AND CHARIOT
WHEREAS, the Village, the Oak Brook Chamber of Commerce, RTA, and several property owners
near 22nd Street and York Road, desire to provide Last Mile Transportation Services (“Services”) in order
to enhance the attraction and retention of top talent to the Oak Brook business community; and
WHEREAS, the Village conducted the Request for Proposal process for the Services, pursuant to
which the Village received three proposals; and
WHEREAS, Chariot, San Francisco, CA ("Chariot”), is the proposer with the best overall value for
Services; and
WHEREAS, the Village and Chariot desire to enter into and execute an Enterprise Transportation
Services Agreement ("Agreement"), which Agreement is attached to this Resolution as Exhibit A; and
WHEREAS, the President and Board of Trustees have determined that it is in the best interest of
the Village to enter into an Agreement with Chariot;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of,
this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of the Agreement. The President and Board of Trustees hereby approve
the Agreement by and between the Village and Chariot in substantially the same form attached to this
Resolution as Exhibit A, and in a final form acceptable to the Village Attorney.
Section 3: Authorization and Execution of the Agreement. The Village Manager shall be, and
hereby is, authorized to execute the Agreement on behalf of the Village after receipt of the final Agreement
by Village Attorney.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
