DEAN BOARD ROOM BUTLER GOVERNMENT CENTER 1200 OAK BROOK ROAD OAK BROOK, ILLINOIS 630-368-5000 AGENDA ITEM Regular Board of Trustees Meeting of January 8, 2019 SUBJECT: Establishing Technology Advisory Committee FROM: Jim Fox, Information Technology Director BUDGET SOURCE/BUDGET IMPACT: N/A RECOMMENDED MOTION: I move that the Village Board approve ORDINANCE 2019- TA-COM-G-1143, An Ordinance Amending Title 2 of the Village of Oak Brook Municipal Code to Establish the Technology Advisory Committee. Background/History: The Village Board recently expressed interest in the creation of a Technology Advisory Committee comprised of members representing Village residents and business community leaders. This ordinance allows us to move forward to begin appointments to the committee. The Technology Advisory Committee shall be composed of five members all of whom must be residents of the Village or members of the business community. Members will serve for either a two year or three-year term and will function as an Advisory Committee to the Village President and Board of Trustees. When members are initially appointed to the technology advisory committee upon the committee’s creation, two (2) members shall serve two (2) year terms, or until their successor is appointed and confirmed, and three (3) members shall serve three (3) year terms, or until their successor is appointed and confirmed. The term of all subsequent member appointments shall be three (3) years, or until their successor is appointed and confirmed. Recommendation: Village staff is recommending approve ORDINANCE 2019-TA-COM-G-1143, An Ordinance Amending Title 2 of the Village of Oak Brook Municipal Code to Establish the Technology Advisory Committee. ITEM 6.E.9 ORDINANCE 2019-TA-COM-G-1143 AN ORDINANCE AMENDING TITLE 2 OF THE VILLAGE OF OAK BROOK MUNICIPAL CODE TO ESTABLISH THE TECHNOLOGY ADVISORY COMMITTEE WHEREAS, the Village of Oak Brook, Illinois ("Village") is an Illinois municipal corporation organized and existing pursuant to the Illinois Municipal Code, 65 ILCS 5/1-1-1, et seq.; and WHEREAS, the Village uses technology on a daily basis to deliver valuable services to its residents and customers; and WHEREAS, the Village desires to create a Technology Advisory Committee to provide advice to the Village President and Board of Trustees on questions and issues referred to the committee concerning technology, information technology, and related matters; and WHEREAS, the Village President and Board of Trustees wish to establish the Technology Advisory Committee as a formal committee of the Village and to set forth its structure and general powers within this Ordinance; NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DUPAGE AND COOK COUNTIES, ILLINOIS, as follows: Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of, this Ordinance as the findings of the President and Board of Trustees of the Village of Oak Brook. Section 2: Amendment to Title 2 of the Village of Oak Brook Municipal Code. Title 2 of the Village of Oak Brook Municipal Code is amended to add a new chapter, Chapter 13, as follows (additions underlined): Title 2 BOARDS AND COMMISSIONS * * * Chapter 13 TECHNOLOGY ADVISORY COMMITTEE 2-13-1: COMMITTEE ESTABLISHED: The technology advisory committee is hereby established. The technology advisory committee shall be advisory in nature to the village president and board of trustees. 2-13-2: PURPOSE: The technology advisory committee’s purpose shall be to provide advice and recommendations to the village president and board of trustees concerning: A. Development of information technology-related goals and a village technology strategy; 2 B. Information technology-related policies for the village; C. Technology issues impacting a resident or customer’s ability to do business with or receive services from the village; D. Proposals for new technology and information technology services; E. Requests for technology or information technology funding; F. Strategic information technology planning matters, including an annual review of any technology or information technology plan, as needed; G. Other issues referred to the technology advisory committee by the village president and board of trustees. 2-13-3: MEMBERSHIP: A. Appointment: The technology advisory committee shall consist of five (5) members appointed by the village president and confirmed by the board of trustees. Each member shall be a resident of the village that demonstrates through application materials a background in and specific, relevant knowledge of technology and information technology. The committee shall be supported by the village manager, or his designee, and a liaison from the board of trustees. B. Term: When members are initially appointed to the technology advisory committee upon the committee’s creation, two (2) members shall serve two (2) year terms, or until their successor is appointed and confirmed, and three (3) members shall serve three (3) year terms, or until their successor is appointed and confirmed. The term of all subsequent member appointments shall be three (3) years, or until their successor is appointed and confirmed. C. Vacancies: When there are membership vacancies on the technology advisory committee, a successor member shall be appointed in accordance with Section 2-13-3(A) to serve the remainder of the vacating member’s term. 2-13-4: OFFICERS: At its first meeting, the technology advisory committee shall elect a member to serve as its chairperson, a member to serve as its secretary, and a member to serve as its vice chairperson. With the assistance of the village manager or his designee, the secretary shall keep a record of all recommendations, proceedings, and actions taken by the technology advisory committee. If the chairperson is absent from a meeting, the vice chairperson shall assume the role of chairperson for that meeting. Each officer’s term shall expire upon the expiration of the term of the member that is holding the office in question, or until a successor officer is elected by the committee. 3 2-13-5: MEETINGS: The technology advisory committee shall meet as often as is necessary to carry out its obligations. 2-13-6: AUTHORITY: The technology advisory committee shall be a committee of the corporate authorities and shall serve strictly as a recommending body to the village president and board of trustees. The committee may expend no monies except those expressly approved by the corporate authorities. 2-13-7: RULES: The technology advisory committee shall be subject to the Open Meetings Act, the Freedom of Information Act, and any rules for the conduct of meetings adopted by the corporate authorities. Section 4: Conflict. All ordinances and parts of ordinances in conflict with this Ordinance are hereby repealed. Section 5: Severability. If any part, subsection, or clause of this Ordinance shall be deemed to be unconstitutional or otherwise invalid, the remaining sections, subsections and clauses shall not be affected thereby. Section 6: Effective Date. This Ordinance shall be in full force and effect following its passage and approval as required by law, and the provisions of the Village of Oak Brook Municipal Code amended herein shall be reprinted with the changes.
