1. CALL TO ORDER
The Special Meeting of February 1, 2019 of the Village Board of Trustees was called to
order by President Gopal Lalmalani in the Upper Level Conference Room of the Butler
Government Center at 6:03 p.m.
2. ROLL CALL
Village Clerk Charlotte Pruss called the roll with the following persons
PRESENT: Trustees John Baar, Philip Cuevas, Michael Manzo, Moin Saiyed, Edward
Tiesenga, Asif Yusuf, President Gopal Lalmalani
ABSENT: None
IN ATTENDANCE: Village Manager Rick Ginex, Information Technology Director Jim
Fox, Village Attorney Greg Jones
3. RESIDENT/VISITOR COMMENTS
Resident Leo Danielides addressed the Board regarding his thoughts on the formation of
the Long Term Strategic Planning Advisory Board.
4. LONG TERM STRATEGIC PLANNING ADVISORY BOARD – CONTINUED
DISCUSSION
Motion by Trustee Manzo, seconded by Trustee Saiyed, to authorize the Village
Attorney to draft the necessary resolution for the creation of the Advisory Board
and approval at a Village Board meeting.
President Lalmalani discussed the principles the Advisory Board would be built on and that it
would be comprised of twelve residents. He said the Board will work with the elected
officials and staff to address all areas of local government, benchmark the best practices,
review and prioritize recommendations for a long term plan, look at the financial health of the
Village, explore economic trends, enhance the quality of life, health, safety, and security of
the residents. Village Attorney Jones explained that the Doctrine of Reconsideration applies
to the discussion. Comments were made by the Board.
Motion by Trustee Baar, seconded by Trustee Tiesenga, to amend the motion.
Discussion ensued regarding the amendment. The Board had consensus on the amendment
that the Committee shall terminate and disband after one (1) year; however, the Board of
Trustees will have the option to renew the Committee’s term. In six (6) months, the
Committee shall provide the Village President and Board of Trustees a written report detailing
the progress the Committee has made. The Committee shall be subject to the Open Meetings
Act, and all communication from the Committee to the Village shall be directed only to the
Village Manager and Village President.

Motion carried.
5. ADJOURNMENT
Motion by Trustee Yusuf, seconded by Trustee Manzo, to adjourn the Special Meeting
of the Board of Trustees at 6:57 pm. VOICE VOTE: Motion carried.
