SUBJECT: Award of Contract –Interior Painting at the Bath and Tennis Building.

BUDGET SOURCE/BUDGET IMPACT: $35,000 is budgeted in B&T Clubhouse,
Structural Improvements #821-90400.
RECOMMENDED MOTION: I move that the Village Board waive further bidding and
award a contract to National Decorating Services, Inc. Oak Brook IL., and approve
Resolution R-1788, in the amount of $30,012, pending final attorney review and approval.
Background/History:
During the 2019 Budget we proposed minor renovations to the Banquet Facility, this
included interior painting in the banquet rooms, hallways and bar areas. Staff met with
Interior Designer Chad Esslinger and discussed options for interior upgrades which
would give us the best bang for the buck without doing a total remodel of the space. This
included removing the popcorn ceiling texture, repainting the ceilings, walls and trim
with new colors, replacing the entryway floor tile and continuing the laminate flooring
and also removing the mirrors and refinishing walls around the bars and replacing the bar
counter tops.
Staff requested proposals from multiple painters we have worked with on different
projects in the past. Their pricing ranged from $30,012 - $48,826.
Recommendation:
Staff recommends that the Village Board waive further bidding and award a contract to
National Decorating Services, Inc. Oak Brook Il., and approve Resolution R-1788, in the
amount of $30,012, pending final attorney review and approval.

RESOLUTION 2019-R-1788
A RESOLUTION AUTHORIZING THE EXECUTION OF A CONTRACT BETWEEN THE VILLAGE OF
OAK BROOK AND NATIONAL DECORATING SERVICES, INC.
FOR RENOVATIONS TO THE BATH & TENNIS CLUB
WHEREAS, the Village of Oak Brook (the “Village”) wishes to renovate the Bath & Tennis Club’s
banquet facility, including, painting, and
WHEREAS, the Village sought proposals from several contractors to complete the Work; and
WHEREAS, National Decorating Services, Inc. (“National”) proposed to complete the Work for
an amount not to exceed $30,012; and
WHEREAS, National is the lowest responsive and responsible bidder; and
WHEREAS, the Village and National desire to enter into and execute a contract authorizing
National to complete the Work (“Agreement”), which Agreement is attached as Exhibit A; and
WHEREAS, the Village President and Trustees have determined that it is in the Village’s best
interests to enter into the Agreement with National;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS, as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Waive Further Bidding. The Board of Trustees authorizes the adoption of this
Resolution without the need for further bidding, and finds that National is the lowest responsive and
responsible bidder.
Section 3: Approval of Agreement. The President and Board of Trustees hereby approve
the Agreement by and between the Village and National in substantially the same form as attached as
Exhibit A, and in a final form approved by the Village Attorney.
Section 4: Authorization and Execution of the Agreement. The Village Manager and Village
Clerk shall be, and hereby are, authorized to execute the Agreement after receipt of the final Agreement
fully executed by National.
Section 5: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
