Minutes - 10/25/2018 - Sports Core Advisory CommitteeNllINUTES OF THE OCTOBER 25,2018 NIIEETING OF THE OAK BROOK SPORTS CORE ADVISORY COMNIIITTEE OF THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN ON DECEMBER 5,2018 CALL TO ORDER The Meeting of the Sports Core Advisory Commitee of the Village of Oak Brook was held in the West Wing Conference Room at the Butler Government Center and called to order by Village Manager Rick Ginex at 7:01 p.m. PRESENT: John Anos, Erin Converse, Frank Scarpiniti, and Mike Stevens. Kathy Miller arrived at 7:76 Pm ABSENT: Lara Barber, Angie Lopez, Melissa Martin, Lynna Smith IN ATTENDANCE: Village Manager Rick Ginex, Village President Gopal Lalmalani, Village Trustee Mike Manzo, Executive Assistant Donna Bettin, Golf Club Manager Sean Creed No quorum was present when the meeting was called to order. Member Kathy Miller arrived at7:16 pm. Quorum met. APPROVAL OF MINUTES Committee Member Mike Stevens motioned to approve the minutes from the September 27,2018 Sports Core Advisory Committee meeting as written. Seconded by Member John Anos. Voice vote. Motion carried. PUBLIC COMMENTS - None 2018 TENNIS PROGRAM RECAP - Michael Patrick gave a recap of the 2018 Tennis Season. He explained the program camps for kids, drills, tournament play as well as themed program days for adults which were a big hit. He continued to talk about his instructors, their qualifications and what they brought to the tennis program. Mr. Patrick also offered some recommendations and thoughts to improve on for the 2019 tennis program. A. Cash Free Environment 2018 POOL RECAP - Park District-came later in the meeting-see below. Manager Ginex sent a copy of the draft Intergovemmental Agreement with the Park District to the Committee members prior to the meeting for discussion. The Park District IGA is requesting $230,000 to cover costs for the 20t9 season as opposed to the $250,000 that was in the 2018 agreement. The Park District refunded the Village $23,000 from the 2018 season. A. 2019 Recommendations - Manager Ginex went on to explain a couple of changes that were made for the 2019 pool season. One of the big changes will be the hours. The Park District will open the pool an hour earlier Monday through Friday at 1 1 AM and close the pool at7:00 PM. On the weekends (Saturday/Sunday) they will open at 10:00 AM and keep the 7:00 PM closing time. B. Pool Grill Hours - to be discussed at a later time. C. Survey Results - the Park District sent a survey out to all Bath & Tennis Club members and the results were sent to the Committee prior to this meeting. The Park District will be taking recommendations from the survey to make changes for the 2019 season. One example is the change in the pool hours. SCAC l0-25-18 Mtg Minutes D. B & T Annual Report - Manager Ginex distributed the financial report to the Committee for review. Discussion ensued. GOLF CLUB UPDATE - Sean Creed explained that they had a very wet start to the golf season, but revenues have come up through the summer and fall months. The new golf carts were a big hit. Sean talked about the finance report for golf that was distributed at the meeting. Sean also touched on the status of the golf improvement fund which will cover the patio improvements and any course flooding repairs. This fund is in good shape. A. 2018 Golf Club/Fields Use Recap - the open fields are still being utilized but to-date, revenues are up in rental fees. The soccer program is the same if not a little better than years before. B. Junior Golf Program - Sean reported that this program is very healthy. It started out as a 12 person travel team and has grown to 80 kids, no traveling involved on a Saturday evening. This fills a huge void during a time that the course is not busy. Sean mentioned that Jeff Kawucha has been nominated for the Illinois PGA Golf Professional of the Year and the Youth Development Award. The forecast for 2019 is even better. Jeff anticipates 80-100 kids playing on Saturday, and approximately 100 participants in the group instruction. Discussion ensued. C. Renovation Update: Pro Shop and Patio - Sean explained that the extension of the patio, the concrete is done and the electric is in that goes on the pergola. The next step is the concrete masonry wall with some nice veneer which will designate the patio from the golf course. This will add a lot of seating around the patio area for people to enjoy. Sean Creed explained that at the last Village Board meeting there was a presentation done by the Pineoak Partners recapping the polo season and their vision for the future. He went on to explain that Polo would like to start having matches on Thursday evenings July through September as well as l0 Sunday matches. In Sean's opinion, he does not think that this request will work for the golf course as it will take away revenues from the golf course. Discussion ensued. FEES A. Membership for Seniors - not discussed at this meeting. OTHER BUSINESS - Manager Ginex explained that the Park District is here to talk about the 2018 pool season, thoughts, improvements as well as possible tennis options for 2019. Manager Ginex introduced Dave, Alin and Rob from the Oak Brook Park District who will also address the proposal that was handed out to the Committee prior to this meeting. Rob talked about the survey results and the need to open the pool earlier and will be able to close an hour earlier during the week and open an hour earlier and stay open until 7 PM on the weekends. With the improved hours it may add an additional $45,000 - $60,000. He then reviewed the entire survey results and in areas that displayed concerns, Rob explained the steps they will take to make corrections/improvements. Manager Ginex will distribute the draft copy of the proposal to the Committee members that are not present for their information and feedback as well as to the Village Attomey. Discussion ensued. Manager Ginex explained that the Village would like to explore all options for the operations of the Tennis Program for 2019. The Park District put together a brief proposal that is subject to change based on the needs of the program and the membership. The Tennis Coordinator, Alin from the Park District requested some form of guidance in what the Village tennis needs are. Manager Ginex explained how the program was run this year and what the needs, expenses, salaries and concems were in 2018. Committee concerns are having a Pro present at the courts full time. Options/scenarios and cost factors were discussed. It was recommended by Committee members that we give the Park District an opportunity to submit a proposal to run the tennis program for the 2019 season. Additional discussion ensued. SCAC l0-25-18 Mtg Minutes Manager Ginex distributed information on the Bath and Tennis Club revenues. In 2018 to-date, there is 80 events that generated $243,000 in revenue. For 2019 there is already 62 events on the books and we are taking bookings into 2020. Manager Ginex met with the caterers and their marketing group, and they are currently putting on-line packages together so people can see an approximate value of what their event would cost. He also met with Marianne and they are considering raising rates for 2020 bookings. There is a lot of work that will be done at the facility in20l9 that will justify those new rates. Pool repairs for 2019 has been placed in the budget. The Village has received quotes on replacing gutters in the lap pool and dive well with aluminum type gutters, seal it and coating with some type of fiberglass which should last approximately 20 years for a cost of about $800,000. This will be a quick fix however the Village is unsure about the condition of the pipes underneath the pool. The drains in the pool are too small to get cameras in to view the lines. The Village is currently losing a significant amount of water costing the Village thousands of dollars. Manager Ginex explained that this will be discussed with the Village Board at the upcoming budget workshop meeting. Discussion ensued.
