CALL TO ORDER: The Meeting of the Zoning Board of Appeals was called to order by Chairman Wayne Ziemer in the Samuel E. Dean Board Room of the Butler Government Center at 7:00 p.m. 2. ROLL CALL: Gail Polanek called the roll with the following persons: PRESENT: Chairman Wayne Ziemer, Members Jeffrey Bulin, Natalie Cappetta, Baker Ninny, James Pontrelli, Alfred Savino and Steven Young IN ATTENDANCE: Trustee John Baar, Development Services Director Tony Budzikowski, Public Works Superintendent Rick Valent, Planner Rebecca Von Drasek and Planning Technician Gail Polanek 3. APPROVAL OF MINUTES REGULAR ZONING BOARD OF APPEALS MEETING OF MARCH 5.2019 Motion by Member Bulin, seconded by Member Savino to approve the minutes of the March 5, 2019 Regular Zoning Board of Appeals meeting as amended. VOICE VOTE: Motion carried. 4. UNFINISHED BUSINESS There was no unfinished business. 5. NEW BUSINESS CALL TO ORDER ROLLCALL MINUTES MARCH 5, 2019 UNFINISHED BUSINESS NEW BUSINESS A. VILLAGE OF OAK BROOK — SPECIAL USE AND VARIATIONS TO voB - su 1 VAR CONSTRUCT A 48 FT CONSTRUCT A 48 -FOOT HIGH SALT STORAGE FACILITY AND AN 8- SALT STORAGE FOOT HIGH CHAIN LINK SECURITY FENCE ON THE SPORTS CORE cHAILNILINK FENCE PROPERTY — APPROXIMATE LOCATION — 700-810 OAK BROOK ROAD SPORTS CORE - 700- 810 OAK BROOK RD Chairman Ziemer announced the public hearing and all witnesses were sworn in. VILLAGE OF OAK BROOK Regular Zoning Board of Appeals Minutes Page 1 of 7 April 2, 2019 --f� Public Works Superintendent Rick Valent gave a PowerPoint presentation that provided the location of the proposed Salt Storage facility on the Sports Core property as well as illustrations of the proposed structure and security fencing. The facility will allow for the purchase of salt in the off-season when prices are much lower. In addition to the excess salt, materials and equipment used in the operations of Public Works and the Sports Core that have previously been scattered throughout the Sports Core site will be stored in this central location. It will also allow for cleanup of several sites located around the Sports Core property. The design of the facility will improve stormwater drainage and runoff which should help promote native plant growth. There are various other improvements planned to coincide with the project including, improved parking for the soccer fields and the Bath & Tennis Club improvements. At the Plan Commission meeting on March 18, 2019, Public Works Director Doug Patchin discussed the Open Space Lands Acquisition and Development (OSLAD) Grant offered by the Illinois Department of Natural Resources (IDNR). The grant will allow expansion of recreational uses on the Sports Core property. The Salt Storage building will be pre -fabricated with a concrete foundation. It will be a barn -type structure with a rustic feel to compliment the Sports Core area. The requested zoning variations are: 1. Section 13-5-41) to permit an increase in building structure height for the salt storage facility from the maximum of 40 to 48 -feet. 2. Section 13-3-17C.2 to permit an increase of the fence height from 6 to 8 -feet. 3. Section 13-3-17E.1.e to reduce the landscaping on the inside of the fence. 4. Section 13-3-17E.4.a to allow a chain link fence within the buildable area. The building height was designed to enable a semi -truck to enter and dump directly into the building. If the structure were under 48 -feet high, dumping would have to occur outside of the building which would create additional man hours to relocate the salt. Outside dumping would also affect the asphalt and stormwater management. The requested increase in the 8 -foot fence height is for security purposes as well as to match the height of the concrete walls outside storage bins. The reduction in landscape is to accommodate the improved drainage design. The dark -colored vinyl chain-link fence is an effective means of security without a premium cost to the Village. VILLAGE OF OAK BROOK Regular Zoning Board of Appeals Minutes Page 2 of 7 April 2, 2019 The Plan Commission in its recommendation for approval asked that Public Works to review the following proposed conditions: 1. Install a 4 -way stop sign at the new entrance to the facility, the library and Polo Lane, if warranted. 2. Include 6 -8 -foot -high evergreen material, mixed high and low staggered along the fence to provide screening from the library, if determined necessary. 3. Ask for input from the Police Department to determine if they have any security concerns. Staff and the design consultant will review the feasibility of a 4 -way stop sign at the entrance in question. If the consensus is that one is unwarranted, a stop sign for vehicles leaving the storage facility will be installed allowing Polo Lane to accommodate through traffic. The existing stop sign at the library will control the exit of the vehicles from that facility. The design consultant will work with its landscape architect to develop a plan for additional screening that will address site concerns from the library. The design consultant will install an electric gate and locking system at both entrances to the storage facility that will activate from a remote and/or keypad swipe system. Additionally, a camera monitoring system will be installed at each entrance. Finally, photosensitive lighting at the overhead and employee doors will be illuminated during the evening hours, and motion detection lighting will be installed around the facility. Several slides depicted areas on the Sports Core property that were in need of clean up and reorganization of materials and equipment. Outdoor storage bins which are made of concrete and set on asphalt were included in the design to provide storage for other excavated materials. The facility would be used for storage only and would not see heavy traffic. Planner Von Drasek clarified the variation for landscaping. The Staff Report states "to reduce the landscaping on the outside of the fence" and it should state "to reduce the landscaping on the inside of the fence". Chain-link fencing requires landscaping on both sides. She believed it was written that way for homeowner's associations. In this particular situation, the inside of the fence will not have any landscaping. A member of the audience asked if the facility would be located in the floodplain. Planner Von Drasek described the area on the Sports Core property that has floodplain and it was not in the vicinity of the proposed storage facility. VILLAGE OF OAK BROOK Regular Zoning Board of Appeals Minutes Page 3 of 7 April 2, 2019 The Members did not believe a 4 -way stop sign was necessary at that location and were comfortable with a stop sign at the entrance to the facility and across Polo Lane at the exit from the library. Member Young asked if above ground fuel/fertilizer type tanks were part the plan. Superintendent Valent replied that there would not be any above ground tanks. Member Young asked if there were any calculations or flow charts for the stormwater runoff. Planner Von Drasek stated that Christopher Burke, the civil engineers would submit a full stormwater management plan that will be reviewed by the Village's consulting engineer during the permitting process. Member Young questioned if there would be increased traffic of heavy equipment on 3Is' Street. Planner Von Drasek stated that Public Works Director Patchin testified at the Plan Commission meeting that any traffic increase would be minimal. There may be two to three salt deliveries entering the site during the off-season. In addition, the Public Works department would control when and if they need to enter the facility and determine the best time to do so. Member Young asked if any chemicals would be stored at the facility. Superintendent Valent stated the facility will be used to store salt, dirt, sand, stone, gravel, supplies and equipment. All salt will be contained inside the building. Member Young asked if the lighting would affect anyone driving on 31 sc Street. Superintendent Valent responded that the only lighting visible on 31 ' Street would be the motion detection lighting. They have consultants working to ensure the lights do not go off unnecessarily. The facility will not be heavily utilized like the current Public Works yard as this will be a storage/holding facility. Member Savino inquired what Public Works plans to do with the existing salt dome. Superintendent Valent replied that the existing dome will continue to be the primary salt storage and the new facility will be a storage/holding area that will be used to replenish the existing dome in the Public Works yard. Superintendent Valent responded that he did not have that information. Planner Von Drasek stated the Storage Facility was part of several other large improvements identified for the Sports Core Property. Member Bulin asked if the added parking near the soccer fields would alleviate parking issues near the sledding hill. He also asked if the area would be restored to a more recreational friendly environment. Superintendent Valent replied that the project would alleviate parking issues near the sledding hill and would not in any way impede the recreational use of the property. Member Bolin asked if the existing workshops would be enhanced and if the storage building would have toilet facilities. Superintendent Valent replied that there were no plans to improve the workshops at this time. Due to code requirements, if required there would be toilet facilities. Planner Von Drasek noted the Standards were in the case file and asked they be accepted and included as part of the findings. The Zoning Board of Appeals was in receipt of the Plan Commission recommendation to approve the special use request. Special Use Motioned by Member Young, seconded by Member Bulin to recommend approval of the requested special use to construct the Salt and Storage facility as requested subject to the following conditions: 1. Obtain final approval of the proposed variations required to construct the storage facility and fencing. 2. That the development be in substantial compliance with the plans as submitted. 3. Install a 2 -way stop sign at the new entrance drive to the facility and the library if warranted. 4. Add the provision "Notwithstanding the attached exhibits, the applicant shall meet all Village Ordinance requirements at the time of building permit application except as specifically varied or waived". Section 13-3-17C.2 to permit an increase in fence height from 6 -feet to 8 -feet. 3. Section 13-3-17E. Le to reduce the landscaping on the inside of the fence. 4. Section 13-3-17E.4.a to allow a chain link security fence within the buildable area. Subject to the following conditions: 1. Obtaining final approval of the proposed special use. 2. That the development be in substantial compliance with plans as submitted. 3. That all previously approved special uses and variations granted to the Sports Core property not in conflict with this request will remain in full force and effect. 4. Add the provision "Notwithstanding the attached exhibits, the applicant shall meet all Village Ordinance requirements at the time of building permit application except as specifically varied or waived".
