G-1150 - 06/11/2019 - FIRE DEPARTMENT - Ordinances Supporting Documents AGENDA ITEM Regular Board of Trustees Meeting June 11, 2019 SUBJECT: Fire Departmental Fees FROM: Barry Liss, Fire Chief BUDGET SOURCE/BUDGET IMPACT: 2019 General Fund RECOMMENDED MOTION I move that the Village Board approve revising the current Fire Departmental Fee structure as outlined under Village Ordinance Section 3-2-5, Paragraph C, Cardiopulmonary Resuscitation and First Aid Classes and adding new Paragraph D, Public Education Fees with a presentation and instructor fee for providing Building Evacuation Education/Fire Drills, Fire Extinguisher Training and Severe Weather Preparedness. Background/History: The Village, through its fire department, currently provides public education instruction to interested persons and businesses within the corporate limits of the Village in a number of critical areas including cardiopulmonary resuscitation, basic first aid, building evacuation procedures, fire extinguisher use and severe weather preparedness. Currently, the Village only imposes a user charge for cardiopulmonary resuscitation classes and basic first aid training in order to defray partially the cost to the Village to provide these programs. The following chart represents the Village’s current fee structure: CARDIOPULMONARY RESUSCITATION AND FIRST AID CLASSES Number of Participants Course Fee 1-7 $250.00 8-14 $500.00 15-21 $750.00 ITEM 6.E.5 The relative costs for our classes, equipment, consumable supplies, written materials and the hourly rate for our instructors have all increased over time and staff has determined that it is necessary to maintain fiscal responsibility to increase those current fees while satisfactorily continuing to defray partially the cost to the Village. The following chart represents the proposed fee structure: CARDIOPULMONARY RESUSCITATION AND FIRST AID CLASSES Number of Participants Class Fee Number of Instructors Instructor Fees 1 - 7 $300.00 1 $200.00 8 - 14 $500.00 2 $350.00 15 – 21 $650.00 2 $350.00 22 - 28 $750.00 3 $500.00 Additionally, the fire department has seen a significant increase in requests for various other public education programs, specifically for programs in the use of Fire Extinguishers, Fire Extinguisher Awareness and hands-on Fire Extinguisher Training. Despite the cost of providing these programs, there has never been applicable user fees established to help defray partially the cost to the Village. As it relates to fire extinguisher training, a specialized and unique fire extinguisher simulator was purchased. Owned by the department and operated by trained department personnel, the simulator has minor ongoing costs associated with it, including, but not limited to propane fuel replenishment and replacement extinguisher parts. There are associated costs for written materials and the instructors hourly wage as it relates to all other public education programs. The department has determined that it has become necessary to impose a user charge in order to defray partially the Village’s increased cost in providing public education programs and is seeking the amendment to our existing Departmental Fees with the addition of new Public Education Fees. ORDINANCE 2019-FD-CPR-FP-FEES-G-1150 AN ORDINANCE REVISING THE FIRE DEPARTMENTAL FEES BY AMENDING CHAPTER 2 (FIRE DEPARTMENT) OF TITLE 3 (PUBLIC SAFETY) OF THE VILLAGE CODE OF THE VILLAGE OF OAK BROOK WHEREAS, the Village Board and Village Staff have determined that it is necessary to increase some of the current fire departmental service fees in order to defray the Village’s increased costs relative to public health, safety and welfare. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS, as follows: Section 1: The recitals are adopted as though fully set forth in this Section. Section 2: Section 3-2-5 of Chapter 2 (Fire Department) of Title 3 (Public Safety) of the Village Code is hereby amended by deleting Subsection C in its entirety and substituting a new Subsection C to read as follows: C. Cardiopulmonary Resuscitation and First Aid Classes: The Village, through its fire department, currently provides cardiopulmonary resuscitation and first aid instruction to interested persons, and the corporate authorities of the Village deem it appropriate to impose a user charge for such service in order to defray partially the cost to the Village to provide such service. Fees, as determined by the Village Board or such other fees established by the Village Manager upon consultation with the Village Board, are imposed per the table below: D.
