2013 BUILDING UPON A SUCCESS!
a special thank you goes out to all of the members of
the oak brook Polo Committee who worked so hard
during 2013, the passionate players who competed,
the 2013 sponsors, the ronald McDonald House
Charities of Chicagoland and Northwest Indiana
(rMHC-NwI) and the Village of oak brook staff.
This year, because the scheduled rain date of october 6th also was
cancelled, the Village has authorized gift certificates to be issued to those
customers who purchased tickets for either September 15th or october
6th. If you are a customer who purchased ticket(s) for either of those dates,
you are eligible to receive a 2014 oak brook Polo gift certificate. To request
the gift certificate, please email polo@oak-brook.org and provide your
name, address, the type of polo ticket or tickets you purchased, how you
purchased your ticket (online, at the gate, or in-person), and the amount
you paid by December 13, 2013. once the necessary information is verified,
certificates will be issued and mailed by December 15th and will be valid
for tickets during the 2014 oak brook Polo Season. If you are part of a group
that was scheduled for one of the above dates, please contact blaine wing

The 2014 Polo Season is about six months away, but plans are already
underway with open Day being scheduled in July 2014.

I hope you have participated in the numerous activities
that have taken place in our Village the last several
months and are now enjoying the wonderful colors that
occur each fall in oak brook. as we embark on another
holiday season, your Village board, our staff and I are
working hard through the holidays and into the coming
year. Several things are on our plate.
Fire Chief Tom McEllin recently announced his
retirement. I have appointed battalion Chief gary Clark
as acting Chief. we will be undertaking a national search
for his successor. I have appointed a Fire Chief Selection
Committee consisting of three Trustees (Mike Manzo as
Chair, John baar and Mark Moy) and two residents (Cathy
giangrasse and Tom Mullins) to serve on this important
assignment.

A MESSAGE FROM THE PRESIDENT

This fall we completed another successful season of polo.
Unfortunately, Mother Nature wasn’t so cooperative,
as both the September 15 and the october 6 rain date
were washed out because of the adverse weather. Those
having tickets for these dates can get a gift certificate
for the 2014 season by sending an email to:
polo@oak-brook.org, with your name, address and type
of ticket(s) you are holding. The deadline for requesting
a certificate is December 13, 2013.
as you read this, the Village board is undertaking one
of its most important tasks, which is reviewing and
approving the 2014 budget. on November 19 and 25
at 7pm at Village Hall, the board will be reviewing the
various requests from the Village departments. on
December 10, the board is scheduled to hold a public
hearing on the budget and also, hopefully, approve it
that night. The proposed 2014 budget is available on
our website, with a hard copy at the Library, and at
Village Hall.
The Village board recently awarded a new electric
aggregation contract to Verde Energy. Verde Energy has
offered a bid of 5.1840 cents per kwh starting January
2014 through June 2015. This was the lowest of the 4
bids submitted. It is approximately 13% lower than the
current Com Ed supply charge and 6% lower than the
Village’s current aggregation contract with Integrys. More
information about this great program for our residents is
included on page 4 of this newsletter. as you know, oak
brook has been a leader on electric aggregation since
the State authorized this a few years ago.
The ad-hoc residential Enhancement Committee
is developing a marketing campaign to attract new
families into oak brook as well as to define and update
the existing oak brook brand. as part of this process, we
invite your input by completing a survey on our website
concerning your impressions of the oak brook housing
market and living in oak brook.

as mentioned in President Lalmalani’s column, the Village
recently awarded a new electric aggregation contract to
Verde energy. residents who are currently participating
in the Village aggregation plan and all new ComEd
accounts will receive a letter notifying them of the price
and contract terms with the new supplier and will be
automatically enrolled in the new aggregation program
unless they opt out.
residents who are not currently part of the aggregation
program may join the program at any time by contacting
the Village’s supplier. The Village strongly urges any
resident who intends to cancel an existing supply
contract in order to join the aggregation contract to
carefully review their current contract to ensure that
cancellation will not impose termination fees.

BURGLARIES
Several residents have approached us with questions
about the new concealed carry law that goes into effect
on January 1, 2014. we have placed a link on the Police
Department home page to the Illinois State Police web site
that contains a very good FaQ section. The web site contains
answers to many of your questions as well as a searchable
database of instructors that have been certified by the
State Police to teach the sixteen-hour training curriculum.
I do want to remind residents that it is critically important
that firearms remain locked out of reach of children and
that current Illinois state law requires legal gun owners to
lock up firearms when stored and may be held responsible
should someone be injured due to an unsecured
firearm. The new concealed carry law also prohibits the
carrying of a concealed weapon onto Village property.

During the month of october, oak brook has experienced
several residential burglaries, which has been
uncharacteristic in our community for some time. These
burglaries have occurred in the daytime hours, usually in
the 2:00 PM to 6:00 PM period. The majority of cases, the
offender forced their way into a rear entrance, but on one
occasion, a door was left unlocked when the resident left
the home. There were occasions when a homeowner did
not turn the alarm on when leaving home for just a short
period of time. while I do not wish to place blame with
a resident for being a victim of a crime, I would like to
highlight some of the circumstances so that everyone can
learn from these situations and help us keep oak brook a
safe community. our detectives are working diligently on
these cases and working with their counterparts in the
surrounding communities who have also experienced
these crimes.
Do not buy more than you can carry. Plan
ahead by taking a friend with you or ask a store
employee to help you carry your packages to
the car.
Save all receipts. Start a file folder to keep all
receipts together and to help you verify credit
card or bank statements as they come in.
wait until asked before taking out your credit
card or checkbook. an enterprising thief
would love to shoulder surf to get your account
information.
Tell a security guard or store employee if you
see an unattended bag or package.
Deter pickpockets. Carry your purse close to
your body or your wallet inside a coat or front
trouser pocket.
Have your keys in hand when approaching
your vehicle. Check the back seat and around
the car before getting in.
Do not leave packages visible
in your car windows. Lock them
in the trunk or, if possible, take
them directly home.

12 HEATING SAFETY TIPS
when using gas space heaters, follow the manufacturer’s
instructions for providing enough space between the
heater and any flammable material, use the correct type
of fuel, make sure there is proper venting to eliminate
carbon dioxide buildup and do not leave the space heater
on when you leave the house.
Use the proper extension cords with electric space
heaters to help eliminate overloading the electrical
circuit. The manufacturer’s instructions on the appliance
or the owner’s manual should be able to tell what type of
extension cord to use. Use an electric space heater that
has an automatic shutoff in case the unit is knocked over.
Contact a professional to inspect your chimney and
furnace to ensure that all parts are working and free of
combustible materials.
Use a glass or metal screen in front of the fireplace. This
will prevent sparks from escaping the fireplace and
landing on flammable carpet.
keep holiday stockings and other flammable items away
from a burning fireplace. Sparks could escape and ignite
items on the mantel.
Extinguish the fire in the fireplace before leaving the
house or going to bed. Do not close the damper when
there are still hot ashes in the fireplace. Closing the
damper may reignite the ashes and force the carbon
monoxide into the house instead of being released up
the chimney.
Extinguish burning candles when you leave the room.
Ensure that the match used to light the candle is run
under water before throwing it into the garbage.
avoid using the stove or range top to heat the house. This
is a toxic-fume safety hazard and a fire waiting to happen.
Place your Christmas tree away from heating vents.
Decorate your tree with nonflammable decorations. Do
not use candles on the tree, and do not link more than
three strands of lights together to avoid overloading the
electrical outlets.
Test holiday lights to make sure that all bulbs work and
that there are not any tears in the coating around the
wires. Do not leave the house with these holiday lights
on.

What is hands-only CPR?
Hands-only CPr is a potentially lifesaving technique involving
no mouth to mouth contact. It is best used in emergencies
where someone has seen another person suddenly collapse.
The hands-only technique increases the likelihood of surviving
cardiac emergencies that occur outside medical settings.
Full CPr combines rescue breaths with chest compressions
and is the best option in some emergencies, including those
involving infants and children, drowning victims, or people
who collapse due to breathing problems.

VILLAGE SNOW PLOWING SNOW AND ICE CONTROL
The goal of the Village’s Snow & Ice Control program is to
mitigate vehicular and pedestrian hazards caused by the
accumulation of snow and ice on all Village maintained streets
and parking facilities owned by the Village.
The Village is divided into five (5) separate routes, determined
by geographic location, lane miles of pavement, and
specialized equipment needs. Each route is assigned sufficient
equipment and man-power to clear all snow, curb to curb,
within eight hours after a typical snow event has concluded.
However, due to the amount of snow (over 8”) and/or type of
snow (heavy wet snow requires more truck passes to clear)
than light dry snow), it may take longer.
In order to facilitate plowing operations, and to open up
streets where the most benefit will result, the “Primary” streets
are cleared of snow/ice first, followed by secondary streets
and cul-de-sacs/dead ends.

winter is upon us and gives us all an opportunity to
enjoy the great indoors. gutters and downspouts should
be inspected to insure that periods of snow melt don’t
cause ice-damming along gutter lines, area drains and
sump discharges should be cleared as well. The biggest
concern for Public works will be snow and ice control,
here are some notes on how we go about it:
Primary Streets
There are a few other items of particular importance you
should note.
• although the Village does not have restrictions on parking
on streets during snow storm events, it is advisable to keep
your vehicles in your driveways until plowing operations
have been concluded. Vehicles parked on the street make
it more difficult for snow plow operators. additionally,
due to the weaving around parked vehicles, significant
piles of snow can remain on the pavement.
• Many roadways that bisect the Village are not the
responsibility of the Village to maintain. The Ill. Dept. of
Transportation has the responsibility for: 22nd St. (from
Clearwater to I-294), bridge, and west of rt. 83), rt. 83, and
butterfield rd. The County Division of Transportation has
Meyers rd., Midwest rd., 31st Str., & York rd. Should you
need to contact either of these agencies, their numbers

• If you have a snow plowing service clear your driveway,
please advise them to make sure they deposit the snow
onto the parkway behind the curb or edge of pavement.
In many cases, this is not done and when our plow trucks
come back around, whatever snow they have left in the
street will certainly be plowed back into your driveway
approach.

Information
The HUb group’s 140,000 sq.ft. headquarters building is
nearing completion at 2000 Clearwater Drive. occupancy
is expected to be approved in early December 2013.
Initially, the building will be occupied by approximately
450 employees. However, due to growth of the company,
the building could be home to more than 600 employees
over the next few years.

work to re-brand the former renaissance Hotel
next to oakbrook Center as the new hotel
property- Le Meridien, owned by rockbridge
Capital, is well underway, slated to open in March
2014. The ten-story building has undergone
$21 million in internal and external restorations
featuring 172 rooms and suites in addition to
a spectacular new façade. The ninth floor will
feature a new bar and restaurant concept with a
variety of meeting spaces.
Le Meridien Chicago will feature the hotel chain’s
re-interpreted hotel lobby bar design known
as “The Hub” including a focus on a variety of
coffee drinks. The Hub experience transforms
the traditional hotel lobby into more of a social
gathering place offering a creative atmosphere to
both guests and locals.

oak brook is home to several new restaurants.
Chipotle Mexican grill and roti Mediterranean grill have
recently opened in the Clearwater development located
on the corner of 22nd Street and Clearwater Drive. both
businesses have been approved for an outdoor dining
area.
Perry’s Steakhouse (now open) and old Town Pour
House (in final stages of construction as this newsletter is
printed) are located on the east side of oakbrook Center
in first floor space formerly occupied by Neiman Marcus.
both restaurants will provide formal outdoor dining areas
and are (or will be) open to the public in mid- November.
New Restaurants
The construction of new homes in oak brook remains
strong! over the first nine months of 2013, permits for 13
new homes have been issued. Combined with permits
previously issued, over 30 new homes are in various
stages of construction. areas of the community seeing
the greatest level of new homes starts in York woods,
brook Forest and the areas along south York road.

oak brook Public Library is here to meet your needs! Please
ask when you don’t see what you want on our shelves. we
can’t have every book in stock and sometimes that “hot” book
was just checked out. we receive book shipments in every day,
and we’re happy to do our best for you. It takes anywhere fro
a few days to a few weeks for us to process items once they
come into our building. If you place a hold on the items you
are waiting for, we try our best to get those out the fastest.
Don’t be shy about telling us about a book that you love. we
take pleasure in hearing about books you enjoy. You can keep
the librarians on their toes so they will know to order exactly
what you like to read.
Though some of you may have lovely relationships with your
e-readers, don’t be a stranger to your library. Come in, browse
a bit, and have a chat with our staff about what you would
like to see on our shelves, both virtual and physical. Learn
how to download e-books and e-magazines; the collection is
what you make it. we also offer a rich assortment of programs
each month. while some are reoccurring, we always have
something unique and special that might appeal to you.
we encourage feedback on all aspects of the library. For
example, we have slightly repositioned the bike rack in the
west lot and filled in the bike peninsula with concrete to make
it easier for our patrons to use. The interior of the library will
soon be warmed up visually with some neutral paint colors.
New study tables have been ordered in response to our
patrons desiring additional places to peruse their materials.
It takes a couple months for these tables to be built to our
specifications, so look for them in December as you enjoy our
holiday decorations.

guide our future plans. we are always happy to listen to your
ideas.

The City of Chicago is passing on the cost of
infrastructure improvements to the suburbs that
use Lake Michigan water. as a result, the DuPage
water Commission (DwC) raised our bulk water
purchase rate by 20 percent in 2013, 18 percent
in 2014 and 17 percent in 2015. To keep the water
Fund healthy, the Village board approved an
increase to the amount users will be charged for
water. Starting with the March water bill, the new
resident rate is $6.97 from $6.28 per 1,000 gallons
and $8.37 from $7.68 for non-residents.
