September 21st. This special event day we will honor our charity partner,
ronald McDonald House Charities of Chicagoland and Northwest Indiana with
a special appearance by ronald McDonald, a balloon artist, and face painters
for the kids, as well as a real armored car for kids to enjoy. There will be a raffle
drawing for adults and Polo players will be happy to autograph a polo ball after
the first match.

Dear Friends and Neighbors,
I hope you have enjoyed the summer, despite our erratic
weather. The Taste of oak brook was a huge success. Many
thanks to all our sponsors and the thousands of residents who
attended. another great Polo season is almost in the history
books and I have been delighted to see so many of you at
the spectacular matches. In case you have not yet been to a
match, there is one more day — September 21st is Family Day.
I am pleased to announce that Mr. riccardo “rick” F. ginex has
been appointed to the position of Village Manager, beginning
october 6, 2014. I would first like to thank the Village Manager
Search Committee: Trustees adler, baar, Manzo, Moy, wolin
and Yusuf, as well as residents Tom Cygan and Harry Peters
for all their time and hard work they did in ensuring the
Village would have a strong and experienced professional to
lead us over the next several years. Mr. ginex brings over 28
years of professional local government executive experience,
including his service to Downers grove, IL as Village Manager
from 2001 to 2005. Since leaving Downers grove in 2005, he
has been serving as the Village Manager in brookfield, IL. He
has a Masters of Science in Management from National Louis
University as well as a bachelors of Criminal Justice from Lewis
University.
as you are aware, oak brook has a very successful electric
aggregation program, which is available to residents and
small businesses. we now have a contract with Verde Energy
USa for 2014 which will expire in June 2015 with a rate of
5.184 cents per kilowatt hour compared to the ComEd rate of
7.665 cents per kilowatt hour. The previous contract we had
with Integrys was for two years and the estimated savings
our residents received with that contract was approximately
$2 million. I feel very comfortable stating that eligible oak
brook residents and small businesses will save over $3 million
on their electricity supply from the inception of our electric
aggregation in 2012 through June 2015. residents who are
not already enrolled in the program should contact the Village
of oak brook at 630/368-5164 to join the program and save
money. If you are with another supplier, kindly check your
contract for early termination requirements.
on September 27, the american Heart association will be
hosting a walk in oak brook around our Sports Core facility.
I encourage you to attend the walk and welcome this event
into our community! additional information can be found
at www.heart.org. on october 4, the oak brook Police and
Fire Departments are also hosting the 2nd annual Charity
Pancake breakfast from 8 a.m. to 11 a.m. at the Village Hall. all
proceeds will go to charity.
If you are interested in serving on one of our committees,
please contact me, as the board and I are always happy to
see more residents getting involved. as always, the Trustees,
the staff, and I are available to you at all times. we are here to
serve you. Feel free to call, email or meet any of us if you have

Dear residents and businesses,
Fall is a time of colors and transitions. Likewise, your elected
Village board representatives and staff are working on the
2015-2018 Strategic Plan and the 2015 budget.
a strategic plan was first created for the 2012-2015 period
to provide a long range guide for the organization. It is a
combination of primary goals, objectives within each goal,
action items to complete each objective, and measures to
gauge performance. budget expenditures are tied directly
to these items. The plan will be added to the website when
completed. It is a work in progress being fine-tuned and will
become an increasingly effective planning tool.
The operations for each year are defined and funded by our
annual budget. Maintaining core services, exploring new
opportunities, and addressing new issues are on the docket.
The public is invited to attend budget discussions in october
and November. Since the budget year runs from January
through December, the 2015 budget will be adopted at the
December Village board meeting.
Democracy works best when the residents are aware of and
participate in their municipal government. Please familiarize
yourself with and visit the Village website periodically, attend
a Village meeting or two, and always feel free to send your
questions and comments about the community to Village Hall.
Speaking of transitions, the Village board has appointed rick
ginex to the Village Manager position. His first day is october
6th. It has been my pleasure to serve oak brook during the
interim and work with so many talented and dedicated staff
members and community volunteers.

The oak brook Police Department in partnership with
the oak brook Fire Department will host our Second
Community Pancake breakfast on Saturday, october 4,
2014 from 8:00 aM to Noon. It will be held in the apparatus
bay of the fire station next to Village Hall. attendees are
asked to park in the Village Hall parking lot and enter from
the rear. both departments will be offering facility tours
again this year as well as a raffle. all proceeds will benefit
the Law Enforcement Torch run for Special olympics and
the Illinois burn Camp. Last year was a wonderful success
with many of our residents coming out to support us. we
are also grateful to McDonalds who again is donating the
pancakes and sausage.
Every year the oak brook women’s Club donates towards a
specific request from the Police Department for equipment
or supplies. a couple of years ago the group assisted us
with the cost of our flag assemblies for the Police Honor
guard and last year they helped fund some of the costs
towards our successful Citizen’s Police academy. This year
we requested monetary assistance towards emergency first
aid equipment for our police officers. as was reported in the
Chicago Tribune in July, many departments are equipping
their officers with tourniquets so that officers could provide
immediate aid to themselves or others in a critical incident.
we have since deployed them to our officers with the help
of a $993 donation from the women’s Club. I’d like to thank
Ms. barbara williams, Chairperson of the Philanthropic
Committee as well as the entire oak brook women’s Club for
their generous donation towards the safety of our officers.
Just before the Taste of oak brook the Police Department
deployed our first auxiliary Police officers to assist with
special events and traffic control. This is a brand new
program approved by the Village board in the 2014 budget.
These officers come to us with past police experience and are
fully certified police officers. we will deploy them to assist
us at our many special events and also around oakbrook
Center during the busy holiday shopping season. You may
also have noticed that they have now taken over the traffic
control detail in front of Inland real Estate on butterfield
road just East of Meyer. To enhance the safety of the
motoring public, we should have police officers directing
traffic on a public roadway rather than a private company.
This program will help us provide an even better level of
service to our residents with a very limited cost.
as you receive this newsletter school will already be in
session. Please be careful driving near our schools and
remember to stay off of cell phones while driving. Please
help us keep oak brook safe.

are being equally distributed amongst the Make-a-wish

The best type of residential style fire
extinguisher is one that has a rating of
2a 10bC. This kind of fire extinguisher is
often labeled as an A-B-C extinguisher.
Having an a-b-C extinguisher is smart because you can put
out the following:
A: wood, paper, cloth and other basic material fires
B: oils (including paints with oil) and gasoline fires
C: Electrical fires caused by small appliances, circuit breakers,
wiring and other small electrical items.

Leaves may be raked to the street pavement edge where
they will be collected four times by the Village. In order to
have an efficient and effective program, your cooperation
is needed in adhering to the following procedures:
• DO NOT bag your leaves if you want the Village to pick
them up. The equipment we use can only pick up piles
of loose leaves.
• rake ONLY LEAVES into a pile. NO shrub clippings,
sticks, or other debris are permitted - these
materials clog our equipment.
• DO NOT pile leaves on the street pavement. Leaves
are to be placed behind the curb or edge of pavement.
• Please place the leaves a day or two prior to the
dates listed below. any leaves placed afterwards will
not be collected until the next date. Later pickups are
subject to weather conditions.

as the weather starts to cool, Public works and Engineering
are preparing for Fall and winter activities. Leaf pickup
season will soon be upon us. The program, including
service areas and schedules, is outlined in the next article.
after leaf pickup is complete, Public works will initiate
its Fall tree planting. as tree losses from Emerald ash
borer increase, the reforestation program will become
more and more significant. while we are increasing the
amount of resources devoted to this program, there may
be some delay between removal of diseased ash trees
and replacement with a more suitable species. Public
works will also be conducting scheduled preventive
maintenance on Village facilities. This is a good time
for homeowners to do likewise. Insuring that gutters,
downspouts and drains are clear of leaves will avoid
water damage during winter freeze thaw cycles. Heating
systems and filters should also be checked. Irrigation
systems should be serviced and winterized. Should you
have any questions on the leaf pickup program, seasonal
maintenance, or street/forestry issues, please feel free to
call us at 630-368-5270.

fallen leaves. we recommend that you mulch your leaves
and return this beneficial material back to your lawn and
landscape.

DEVELOPMENT UPDATE
Development Activity Remains Strong!
• Through July 2014, permits for 12 new residential homes
were issued. over 40 single-family homes are now in
various stages of construction throughout oak brook.
• Even though 2013 was a record year for new
construction activity, 2014 is on pace to match and
possibly exceed 2013. For example, 2014 numbers
for permits issued, inspections completed, and fees
collected are up from last year.
Commercial and Office Projects
• oakbrook Center – There are many ongoing
improvements underway at oakbrook Center. work
continues on the common areas including landscaping,
signage, interior lighting and water features.
o Pirch opened its new 30,000 square foot store. This is
the first store Pirch has opened outside of California.
o Permits were issued for the first two glass pavilions
and a digital movie screen was installed at the Village
green.
o Porsche is nearing completion of a $250,000 interior
alteration project.
o The Coach store is working on $400,000 of interior
renovations.
o athleta is nearing completion of its $500,000+
construction and may be opening later this month.
o Neiman Marcus continues with $3.7 million in
renovations.
• Latisys Data Center located on Swift Drive has started its
$10 million renovation.
• Le Meridian hotel. The $21+ million revamp of the 172-
room hotel was completed in the end of July and is now
open to the public. additional interior projects may be
undertaken at the Hotel in 2015.
• The oak brook Court development located at 1500
16th Street is now home to The great Escape which
is occupying the former borders space. by the end of
october, binny’s beverage Depot will operate from the
Container Store space. with these two new tenants, the
center will now be over 80 percent occupied.
• Urban barbecue has received permits and will be
occupying the remaining tenant space in the Clearwater
out-building located near the corner of 22nd and
Clearwater Drive.
• Duchossois Project – Staff recently met with the
development team that has been retained to redevelop
the Follett site located at 1818 Swift road to construct
a new 250,000+ sq.ft. corporate headquarters facility
for the Chamberlain group. The demolition of the
Follett and two of the three De amertek buildings is
scheduled to begin in october 2014 and should take
about 75-90 days. To accommodate some remaining
leases, the final De amertek building will be demolished
sometime in the Spring of 2015. building permits for
the new 250,000+ sq.ft. office building and parking deck
should be submitted in the fall of 2014 with construction
beginning in the first quarter of 2015 with construction
being completed in 2016. Upon completion of the new
HQ building, Chamberlain anticipates moving at least
750 employees to oak brook!

NATIONAL FLOOD INSURANCE PROGRAM

The best time to prepare for a flood is before it happens. Village of oak brook
residents have experienced flooding from creeks and sewer backups in the past.
as homeowners, there are a few things you should know about flood safety,
preventing flood damage, flood plain regulation and insurance.
Flood Safety
a number of precautions should be taken in the event of a flood. Electricity and gas
should be turned off if your home is being flooded. walking through flood water
should be avoided especially if the flood water is moving rapidly as drowning is
the number one cause of flood deaths, mostly during flash floods. Currents can be
deceptive; six inches of moving water can knock you off your feet. If you walk in
standing water, use a pole or stick to ensure that the ground is still there. Do not
drive through a flooded area as more people drown in their cars than anywhere
else. Don’t drive around road barriers; the road or bridge may be washed out.
after exposure to flood water, residents are advised to receive a tetanus shot if
they have not received one in a while.
Preventing Flood Damage
The Village provides advice on how to retrofit buildings to prevent flood damage.
There are generally five approaches to retrofitting: elevation, barriers, dry flood
proofing, wet flood proofing and basement protection. other property protection
measures include grading, ditch cleaning, moving furniture and sandbagging. For
information on these and other flood protection issues, please contact the Village
of oak brook Engineering Department at (630) 368-5130.
Flood Plain Development
Development in or near a flood plain may be allowed only upon application
and issuance of the appropriate Village permits. Flood plain map information is
available through the Village of oak brook Engineering Department at (630) 368-
5130. If you are planning to build, fill or otherwise develop in a flood plain, please
contact the Village of oak brook Engineering Department. If you witness what
you believe to be illegal flood plain development, please contact the Engineering
Department at (630) 368-5130.
Village Code also states that existing structures shall not be enlarged, replaced or
structurally altered unless the changes meet the requirements for development. If
the changes constitute substantial improvement to a building in the flood plain,
then the entire building will need to meet the requirements for development.
Substantial improvement is when the cost of reconstruction, rehabilitation,
addition, or other improvements to a building equals or exceeds 50% of the
market value. Substantially damaged buildings must also be brought up to
the same standards. Enforcement of this requirement is achieved through the
permitting procedure.
Flood Insurance
The Flood Disaster Protection act of 1973 helps to ensure that you will be protected
from financial losses caused by flooding. backed by the U.S. government, flood
insurance is available to residents across america that participate in the National
Flood Insurance Program (NFIP). It provides coverage that most homeowners
insurance does not (e.g. coverage for damage to structures and contents from
flooding, flood-related erosion, etc. In all of these communities, you can purchase
flood insurance from any licensed property or casualty insurance agent, broker or
company.
You must have flood insurance to get secured financing to buy, build, or improve
structures in Special Flood Hazard areas (SFHas). Lending institutions that are
federally regulated or insured must determine if the building is in a SFHa and
require flood insurance on conventional home mortgage loans, FHa loans,
Va loans, second mortgages, home equity loans, home improvement loans,
construction loans and commercial loans.
Flood insurance coverage is an asset to you as a borrower. It reimburses you for
financial losses from flood damage. with one annual premium you have peace of
mind that your losses will be covered. The law protects you from being uninsured
and having to rely on a costly federal disaster loan after a flood. This loan is the
same as another mortgage that must be paid back with interest.
Flood insurance protects your most important investment. It is considerably less
expensive than federal disaster loans and is 100% backed by the U.S. government.
Call toll free the National Flood Insurance Program at 1-800-638-6620 to answer
any questions you may have about flood insurance.

For those of you who love changing weather, you got your wish
this summer. we have had a little bit of everything. I am happy to
report that all of our sports venues have remained active during
these summer months. at the pool, parent volunteers are essential
to operate our swim team. we owe a debt of gratitude to anne
Huber, Lara barber, and all our parent volunteers. without their
efforts, we wouldn’t have a swim team. Thank you!
Local golfers hit the links at our oak brook golf Club on august 2
& 3 to determine our club champions. Tom arduino won the open
Division defeating bill anderson on the second hole of a sudden
death playoff. The remaining men’s winners are: a Flight – Tom
Muldowney, b Flight – ashok Lakhani, and C Flight – raj Shah.

The always entertaining and fascinating Jenny riddle returns
to the library with her new show about photographer Vivian
Maier. Vivian was a nanny on Chicago’s North Shore and her work

Chicago’s streets have taken the world by storm. Jenny will play
Maier in character and reveal the details of Vivian’s fascinating life.

Perennial favorite, anatoliy Torchinskiy, comes back to the
library to showcase his magnificent talent. a native of kiev, Mr.
Torchinskiy has lived in the US since 1992, earning both bachelors
and master’s degrees in piano performance. He has won many
awards and competitions and is known as both a performer
and accompanist. Mr. Torchinskiy has performed in Italy, New
York, Michigan and wisconsin as well as the Chicago area with
companies such as Corneto opera and genesis opera and has

Join us for a very special holiday concert with the extremely
talented singer, kym Frankovelgia. kym has played night clubs

has played with the Sammy kaye orchestra, glenn Miller, and

The strategic plan will be presented to the
board in the Fall. The strategic plan outlines and
guides the annual budget process.
The 2015 budget process begins with the
Department Directors submitting their funding
requests to the Village Manager and Finance
Director by mid-September.
The Village Manager, assistant Village Manager
and Finance Director consider funding requests
as a starting point to develop a draft budget. In
September, there will be numerous meetings
with key staff to discuss and evaluate funding
requests. adjustments are made as deemed
appropriate and reports are prepared in
october. Copies of the finalized draft budget
will be posted online and available for viewing
at the Village Hall and Library in late october.
The Village board will hold budget workshop
meetings in october and November to discuss
the 2015 proposed budget. residents are
invited to attend these meetings.
before the December 9th regularly scheduled
Village board meeting, a public hearing will take
place regarding the 2015 budget. residents may
participate in the public hearing.
given the outcome of the public hearing, the
adoption of the final budget may occur during
the same board meeting.

GET INVOLVED
The budget is an ongoing process combining citizen
input, Village board vision and direction, and staff
recommendations to meet community needs. The Village
of oak brook is required by law to adopt a balanced budget
that is open to citizen input and participation. Each resident
can have a voice in deciding what the budget will be spent
on and how it will be paid for before it is adopted.

CITIZEN’S FINANCIAL REPORT
The Village of oak brook is pleased to have released its
very first “Citizens annual Financial report”. This report
is designed to provide transparency and accountability of
Village financial information, which is a key organizational
goal. The report is designed to provide a summary view
for citizens who wish to gain a general understanding of
the village’s financial activities and position. The Village
has received national recognition from the government
Financial officer’s association (gFoa) for 36 consecutive
years on the quality of its disclosures and presentation. In
addition, the Village’s annual budget received an award for
its usefulness as a planning tool and policy document.

UPDATE ON PENSION FUNDING
recently, the Village board approved a 2014 Village
contribution of 35.04% of payroll for police officers and
43.46% for firefighters. This will result in an estimated $2.5M
of 2014 Village pension contributions, an increase of $300k
compared to 2013.
In addition, the board plans to consider providing additional
funding to the pension funds based upon further review of
finances and an updated 2014 Department of Insurance Fire
actuarial report in November. The additional funding of
pensions will reduce the Village’s unfunded liability of Police
and Fire pensions, which currently is over $30M.
BUDGETING FOR SUCCESS
The Village’s budget is a management plan that details how
valuable resources will be allocated to address community
priorities and organizational objectives for the Village of
oak brook. The Village of oak brook’s process is underway
for developing its budget for the next fiscal year (January
1 – December 31, 2015).
