CALL TO ORDER:
The Meeting of the Oak Brook Long Term Strategic Planning Advisory Committee of the Village
of Oak Brook was held in the Upper Level Conference Room at the Butler Government Center and
called to order by Co-Chairman Xinos at 7:00 PM
PRESENT: Don Adler, Mohsin Dada, Anne Marrs Huber, Rajiv Khatau, Al Koren, Kerry
Krafthefer, Todd Rusteberg, Constantine Xinos
ABSENT: Nitin Shah, Mario Vescovi, Jame DePhillips, Heidi Huizenga
IN ATTENDANCE: Rick Ginex, Village Manager, Jason Paprocki,Finance Director, Gopal
Lalmalani, Village President. Trustees Michael Manzo, John Baar and Moin
Saiyed.
Connie Xinos spoke about the need for change, Oak Brook's lack of a municipal real estate tax
and the possibility of one being imposed. He mentioned that in the future the state will start
holding back funding from municipalities until unions are paid. He asked if we can hire a lawyer
or accountant to investigate and give an opinion on whether taxing the shopping mall and other
businesses but not residents is possible; a head tax. Spoke against condos/apartments. Mentioned
the letters written in support of the Bath& Tennis Club, spoke on the state repossessing the
Sports Core property. Spoke against supporting Sports Core and Library.
PUBLIC COMMENT
George Holian Spoke on mismanagement of B&T, shortened hours, and shortened season,
removing natural wind barriers, raising prices at cafd, safety issues. Suggested hiring a manager.
Discussion continued on membership price, membership retention.
APPROVAL OF MINUTES
Don Adler motioned to approve the minutes from the May 1, 2019 Long Term Strategic Planning
Advisory Committee Meeting as written. Seconded by Connie Xinos. Voice vote. Motion carried.
DISCUSSION
Discussion continued regarding the Sports Core and the need for better management, marketing,
social media presence and adding value to memberships. The OBBT is a small financial concern
compared to funding of pensions.
SUB-COMMITTEE REPORTS
Economic Development: Meeting scheduled for 6:00 on Thursday, June 13th. Tasks outlined for
committee include current and pending projects: Butler Condos—approved and moving forward,
Hines project—approved and moving forward, Park District purchase of McDonalds property,
Drake Condos—no recent discussion, HUB groundbreaking. Housing Supply: 123 Residential
Listings for 60523 price range $500,000 to $5,000,000. School impact: Butler Condos are a 55
and over community and Hines are not in the Oak Brook School District, so little to no impact.
Additional discussion arose regarding school participation projections and impact and mall
projects.

Village& Sports Core Finances: Had a meeting May 23, 2019. Discussion of 2019 budget and
5 year plan, highlights, scenarios and sensitivity analysis. Conversation regarding pension plan,
underfunding, combining with IMRF, return on investment. Also talked about fire department
organization structure and operations.
Recapped meeting with Westmont, full time fire fighters vs. part time fire fighters. Compared
Westmont statistics versus Oak Brook fire department. Will continue fact finding with other
communities.
Discussion regarding fire fighter legislation, contracts.
Discussion regarding old McDonald's Campus.
