CALL TO ORDER
The Meeting of the Oak Brook Long Term Strategic Planning Advisory Committee of the Village of Oak
Brook Was held in the Upper Level Conference Room at the Butler Government Center and called to
order by Co-Chairman Todd Rusteberg via telephone at 7:02pm.
PRESENT: Todd Rusteberg, via phone, Connie Xinos, Don Adler, Mohsin Dada, James DePhillips, Anne
Marrs Huber, Rajiv Khatau, Arrived at 7:25 and left at 8:53, Mario Vescovi left at 8:32
ABSENT: Heidi Huizinga,Al Koren,Nitin Shah
IN ATTENDANCE: Rick Ginex, Village Manager, Gopal Lalmalani, Village President, Jason Paprocki,
Finance Director, Trustees Michael Manzo,Asif Yusuf and John Baar.
Approval of Minutes
Todd Rusteberg presented changes to draft minutes and discussion ensued regarding dates of next meeting,
and Head Tax. Don Adler moved to approve the minutes from the June 10, 2019 Long Term Strategic
Planning Advisory Committee Meeting with the discussed adjustments. Seconded by Mohsin Dada. Voice
vote. Motion carried.

Sub-Committee Reports
Announcement of the resignation of Kerry Krafthefer and Heidi Huizinga will be taking over the leadership
role in Economic Development sub-committee and Rajiv Khatau will assist.
Economic Development: Don Adler spoke of the negligible impact of the new housing developments on the
schools. Presented researched of nearby municipalities and what they have in terms of economic development
advisory committees in comparison to the committees of Oak Brook.Need for more focus and more of an
ongoing effort when it comes to economic development. Mike Manzo spoke of over development issues and
the challenges of balance. Proper planning and regulating development, standards and aesthetics.
Village& Sports Core Finances. Anne Huber summarized the meeting she had with Rick Ginex and
Marianne Long at the B&T Clubhouse, revenue generated through events at the clubhouse cover operating
expenses with some extra, but doesn't cover overhead costs and capital improvements. Recapped some of the
improvements made to the Clubhouse and grounds, and contract with Tasty Catering signed in 2017 which
earns the Village 10%of the food and beverage costs from each event. Revisited options that have been
discussed in the past regarding the Clubhouse, outsourcing, leasing, selling and more. Discussion continued
regarding the lack of maintenance in the past causing large outlays of money now and the current strategy of
Public Works doing repairs and maintenance. Topic shifted to unions and pension debt and lack of sales tax
coming in from the mall and the lack of need for a Village fire department and getting out of the fire union
contract and subdivision de-annexation.

Discussion of interim report to Village Board
Don Adler hands out his notes on what should be in preliminary interim report. Introductory Comments,
provide bios for committee members, general observations; 2019 budget analysis of cash position in different
scenarios, grant money,projects. Discussion continued regarding sales tax, merchant sales vs. restaurant sales.
And operating expenditure growth vs. revenue growth. Explanation of the 5 year plan and discussion
continued. Talk of day time population vs. night time population and the need for more Village resources
because of the number of day time bodies. The need to get a head count of day time inhabitants for union
negotiations if it will be useful. Spoke of employee compensation with regards to pension and different
models for fire fighters. Touched on Development Services and permit fees. Sports Core losses and the
requirement for it to be self-sufficient. Discussion regarding Polo and subsiding, and funds coming out of the
hotel fund. Questions brought up about using hotel tax funds to market the Bath &Tennis Club and leasing the
property to hotels for the use of their patrons or having the Park District lease it.

meeting August 14.

Don Adler moved to adjourn meeting, Anne Huber seconded. Meeting adjourned at 9:19
