Replacement

RECOMMENDED MOTION: I move that the Village Board waive further bidding since
the State of Illinois has already conducted the bid process and issue a purchase order to
CDS Office Technologies,Itasca, Illinois for the purchase ten (10) ruggedized computers.
Background/History:
In recent years, the Village has purchased General Dynamics ruggedized computer equipment
for use in the Village's Public Safety vehicles. Earlier this year, General Dynamics, Inc.
announced that they would no longer be producing ruggedized computer equipment. Since the IT
Division strategic plan includes replacement of several ruggedized laptop units annually and as a
result of General Dynamics' announcement, Village staff began evaluating the various options
available to the Village. After a comprehensive review of the ruggedized computers available on
the market today -- Police, Fire, and Information Technology staff members have concluded that
the best solution and most cost effective long term solution option is the purchase of Panasonic
CF-31 ruggedized computer equipment through the State of Illinois Master Contract--
CMS8291640. The proposed new purchase also includes new vehicle docking stations.
With the migration of dispatching services to Du-Comm; the Village's Public Safety
Departments have become increasing dependent on Computer Aided Dispatching (CAD)through
the vehicle laptops.
Recommendation:
Staff recommends that the Village Board waive further bidding since the State of Illinois has
already conducted the bid process and authorize the Village Manager to execute the purchase of
ten (10) Panasonic ruggedized computers with external wireless modems for the Village's Public
Safety Department vehicles.
RESOLUTION 2014-PD-PG-R-1328
A RESOLUTION APPROVING THE WAIVER OF COMPETITIVE BIDDING AND AUTHORIZING
THE PURCHASE OF IN-CAR COMPUTER EQUIPMENT
WHEREAS, the Village uses ruggedized computer equipment, including computers and docking
stations ('7n-Car Computer Equipment") in its public safety vehicles; and
WHEREAS, pursuant to the IT Division's strategic plan, each year the Village replaces some of
its In-Car Computer Equipment to keep the Village's inventory of In-Car Computer Equipment up to date
and operating efficiently; and
WHEREAS, Section 1-7-10 of the Village Code authorizes the Village to join with other units of
government in cooperative purchasing plans when it is in the best interests of the Village; and
WHEREAS, the State of Illinois operates a cooperative purchasing plan, which permits local
governments to purchase commodities and services according to contracts negotiated by the State,
resulting in significant savings for the Village; and
WHEREAS, the State has negotiated a contract with CDS Office Technologies of Itasca, Illinois
("CDS"), to allow local governments to purchase Panasonic brand In-Car Computer Equipment pursuant
to that contract; and
WHEREAS, the Village staff have evaluated and reviewed the In-Car Computer Equipment on
the market and have determined that the Panasonic brand In-Car Computer Equipment satisfies the
Village's requirements in a cost effective manner; and
WHEREAS, because the State of Illinois already negotiated a contract for In-Car Computer
Equipment with CDS, the Village staff has recommended that the Village waive competitive bidding and
approve a purchase order with CDS for the purchase of 10 Panasonic brand ruggedized computers and
docking stations (collectively, the "Replacement In-Car Computer Equipment') for a total amount not to
exceed $44,200.00; and
WHEREAS, the President and Board of Trustees, being fully advised in the premises, have
determined that it is in the best interests of the Village and its residents to so waive competitive bidding
and to approve the purchase of the Replacement In-Car Computer Equipment;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Waiver of Competitive Bidding Requirements. The advertising and bidding
requirements for the purchase of the Replacement In-Car Computer Equipment are hereby waived in
accordance with Section 1-7-4 of the Village Code.
Section 3: Authorization of Purchase of In-Car Computer Equipment. The purchase of the
Replacement In-Car Computer Equipment in a total amount not to exceed $44,200.00 is hereby
authorized.
Section 4: Execution of Required Documentation. The President and the Village Clerk shall
be, and are hereby, authorized to execute and attest, on behalf of the Village all documents necessary to
complete the purchase pursuant to Section 3 of this Resolution.

Section 5: Effective Date. This Resolution shall be in full force and effect from and after its
passage by two-thirds of the Trustees and its approval in the manner provided by law.
