1. Minutes of the October, 1994 meeting were approved. Village
President Karen Bushy was present, along with Trustee Lexi
Payovich, and residents Howard Trier, Arlene Birkhahn and- Joe
Nestle. Mark Hine and another engineer from Civiltech Engineering
were present.
2. Required maintenance: Tom Richardson reported on his
conversation with Mike Miranda.
At 35th and Midwest Road, curbing is too high to ride over. The
village is trying to get permission from the county to resolve this
summer.
East of Trinity Lakes, there are dips and valleys in the pathway.
This will be part of a larger project for completion in 1 9 9 5 ,
including asphalting this pathway. At the southwest corner of
Trinity Lakes, behind 376 Trinity Lane, there is a drainage problem.
Will try to resolve.
Storm sewer grates in Brook Forest - 50% to be replaced in 1995,
50% in 1996 to make them more bicycle friendly.
400 tons of new screened gravel was spread on the pathways, and
some sections were replaced with asphalt. There will be new slurry
seal on all asphalt in 1995, and a recommendation has been made
that all gravel be converted to asphalt. This will actually save
money in the long term. The committee was asked to take a position
on the gravel vs. asphalt issue. The committee will decide after
resident survey is complete.

3. 22nd Street Pathway: According to Jon Sommer, there is still
a problem related to easements from NiGas, and there is now a
question of property ownership along the side of the tollway. He
hopes to resolve these issues so work can proceed this year.
4. York Road: Bruce Kapff reminded the committee that village
board action was tabled after public hearing last summer.
Co-Chairman Tom Richardson indicated that all options for . t h e
pathway have been discussed: safety, connections with of h e r
pathway systems, access, etc. The least intrusive alternative has
been determined to be coming south from 31st Street to Robin Hood
Ranch, on the west side of York Road, and then using the forest
preserve pathway. He did acknowledge some safety concern with
using a hidden pathway in the forest preserve.
Bruce indicated that the county will rebuild the bridge over Salt
Creek in 1995. The county will not be repaving or expanding York
Road at least for five years.
Tom further indicated that the suggested pathway along the west
side would only require one easement at 3212 York Road, a home
owned by Christ Church. Resident Arlene Birkhahn in attendance at
the meeting objected to the pathway going in front of her house even
though the planned pathway does not cross her property. She
contended that there would be a safety problem when she backs out
of her driveway.
Mark Hine, engineer, said that we need to get design approval from
IDOT if we ever want to proceed. Tom Richardson made the point
that the safety of pedestrian and bicycle traffic should be the first
priority. Tom pointed out that the pathway also needs to link up
with Canterberry Lane so that it can be part of the regional pathway
going across the Tollway. This is also part of the funding mandate.
The lot next to Arlene Birkhahn's house: 3306 York Road is for sale.
If the owner of this lot were to give up an easement, the pathway
could go into the forest preserve north of Arlene's home. No one felt
this was a likely prospect. The property is held by South Holland
Trust & Savings Bank, trust 9370, Tax ID 06-36-103-006, at 2 Mid
America Plaza, Oak Brook Terrace, 60181 .
Another alternative suggested was to have the pathway go west to
the forest preserve trail at the south end of the property owned by
Christ Church, approximately 800 to 900 feet south of 31st Street.
Any of the plans would require an easement from the church.
There was a motion to recommend that the pathway be built on the
west side of York Road down to Robin Hood Ranch, with a crossing at
Canterberry Lane. The motion was seconded and discussed at length.
It was obvious that resident Birkhahn was not happy with the
prospect of the pathway going in front of her house under. any
conditions. Trustee Lexi Payovich proposed that the alternative of
going west into the forest preserve, through the south edge of the
church's property (3 212 York Road) should be considered. The motion
was tabled pending further consideration of this other option.
Mark Hine suggested that Bruce take the matter before the Mayors
and Managers, that Mark and Dale Durfey take the issue to IDOT, and
that the property owner (Christ Church) be approached.
A new motion was made to pursue the possibility of having the
pathway go south from 31 st street to the south boundary of the
church property (3212 York Road), then to go west into the forest
preserve, and following the forest preserve pathway south to Graue
Mill. The motion was amended to include going far enough south to
reach Canteberry Lane on the other side of York Road. If obtaining an
easement and building the pathway through 3212, does not prove
feasible, the committee will recommend that the pathway proceed
all the way from 31 st Street to Robin Hood Ranch. This motion was
seconded and carried. It was suggested that committee member
Heidi Huezenga approach the chruch since she is a member there. It
was decided to get advice from Mayors and Managers and IDOT first
before approaching the church. Mark indicated that flags would be
placed at the points that the proposed pathway would cross
Birkhahn's driveway, and the south end of the chruch property so that
committee members can observe for themselves. After exploration
of these possibilities, the matter will be considered at the
committee's February meeting.
5. 31st Street: Sue Walters questioned what action was being
planned for 31st Street. It is understood that there are no plans for
31st Street until widening is planned for 1997.
6. Harger/York Road bridges: Bruce Kapff reported that the
project funding of $1 .1 million, with the village's share: 25% or
$278,000 has been approved. Phase I engineering has been approved,
with construction planned over a four year period.
9. 31st Street across Route 83: Bruce reporting that funding of
$400,000 with village participation of 20% has been approved.
Currently plans are being reviewed with Civiltech Engineering.
10. Regional Trail: $156,000 has been approved including crossing
Roosevelt along Salt Creek, Timber Edge Drive, and York Road
sectors.
11. The committee recognized the tremendous contributions of
Bruce Kapff in obtaining funding for these projects.
12. It was suggested that McDonalds consider further pathways as
part of their new building plans.
13. Discussion of Spring Road pathway was postponed to a future
meeting.

1 . Minutes of the January, 1995 meeting were modified, and then
approved. Modified minutes will be sent to Margaret Rimbo at the
village office.
2. 22nd Street Pathway: No representative of the Park District
was present. Cathy Giangrasse will contact Tom Suhs at the Park
District to request his report at the next meeting.
4. York Road: A letter from Bruce Kapff was received by the
committee, indicating that the DuPage County Highway Department,
the Forest Preserve District, the DuPage Mayors and Managers
Conference, and the Illinois Department of Transportation all have
indicated that possible re-routing of the pathway partly through the
Fullersburg Woods Forest Preserve would probably be workable. He
indicated that it is now appropriate for us to contact Christ Church
to determine their willingness to grant easements on this project.
Heidi Huizenga had agreed to contact the church regarding
easements. Ana Sisson and Connie Craig agreed to join her on this
committee.
There was clarification regarding the stakes placed on the Birkhahn
property. The blue stake closest to the Birkhahn house represents
the existing right-of-way line (the path would not be constructed
near this stake). The second blue stake, furthest from the house,

represents the closest the path would come to the house. The path
would be constructed on the road side of this second stake.
It was noted that the church has now acquired the next lot south of
their existing property. There was a new motion passed to request
that the easement be placed at the furthest south limit of the church
property, including the property they may be acquiring.
5. 31st Street Bridge over Route 83: While there was no official
report from the village, it is understood that the project will be
designed this summer, and built next year.
6. Harger/York Road bridges: According to Tom Richardson, the
second revision of Civiltech has now been sent to IDOT for approval.
7. Regional Trail: Engineering money has been approved. A grant
proposal is now being submitted for the pathway itself.
8. Spring Road: It was proposed that when the road is
reconstructed next year, that pathways be considered.
9. Questionnaire will be ready at the next meeting.
10. Connie Craig suggested that bicycle racks be place at Oakbrook
Center. John Hartmann volunteered to discuss the matter with the
management of the Center. Connie also suggested racks at the Post
Office and other strategic locations. She also suggested that the
committee consider safety issues, and sign improvements.
11 . David H. Fichter wrote a letter to the editor of the Doings
suggesting that consideration should be given to an underground
pathway under 31st Street when 31st Street is widened. There was
a motion that Steve McShane write a letter on behalf of the
committee, commending him on the idea.
12. Future meetings: Should we consider going to Wednesdays?
All committee members should bring calendars to the next meeting
so we can agree on future meeting dates. The next meeting is
Thursday April 20, and then Thursday May 18.

1. Minutes of the March 15, 1995 meeting were approved.
2. 22nd Street Pathway: Tom Suhs from the Park District was
not able to report on the project. Will provide details for'next
meeting.
3. York Road: There was a meeting with Christ Church, and they
were supportive of providing an easement for a pathway. They would
like a trail, but are concerned with Sunday traffic. Hank Bronson
from Trinity Lakes, who is a member of the Christ Church board of
trustees was present at the meeting.
The church would like to add an entrance/exit to the west end of the
parking lot on 31st Street, possibly with a light with a push button
for crossing at Lincoln. While it was generally felt that the addition
of a light is not a likely possibility, it will be suggested to the
village.
The church has purchased two lots south of the church, including one
non-contiguous with the others.
Tom Richardson stressed that there must be a continuous pathway,
and that it must link up the regional trail.

Two alternatives were discussed: 1 .) A pathway going south from
31st Street, along the west side of York Road as originally planned,
going down to the south end of the church's furthest south lot, and
then crossing to the west until it meets the Forest Preserve trail,
and 2.) A pathway going west from York Road, along the south side of
31 st Street to the end of the church property, and then going south
along the west border of the church property until it meets the
Forest Preserve trail. This option would be enhanced if it were
possible to put a crossing light at Lincoln as desired by the church.
The 31st Street option is considered safer, particularly if a No Left
Turn sign could prevent people traveling west on 31st Street from
turning left into the lot. Both of the options would be acceptable to
the committee.
Tom Richardson will talk to Dale Durfey and arrange for committee
people and Hank Bronson or other church representatives walk the
area with Dale to evaluate feasibility of either approach.
4. 31st Street Bridge over Route 83: Tom Richardson reported
that Phase I engineering has been approved according to Bruce;Kapff
of the village. They are looking to add on a pathway bridge or make a
free standing bridge. Engineering will be complete by October, and it
could be built by spring of 1996. Resident Wes Pence whose
company had designed such bridge additions says that he has= the
drawings, but that concrete may be too weak, if drawings are
correct. It was noted by Tom Richardson that the pathway will
including an approach trail from both the west and the east.
S. Harger/York Road bridges: According to Tom Richardson, the
second revision of Civiltech has now been sent to IDOT for approval.
6. Regional Trail: No report.
7. Spring Road: It had been suggested at the March meeting that
when the road is reconstructed next year, that pathways be
considered. We received clarification from the village, that work i•s
not planned until 1998.
8. The pathway questionnaire was sent out in March with the
village newsletter, although several committee members reported
that they did not receive one. Connie Craig summarized that 134
responses were received and that 116 of the respondents reported

that they do use the trails. 77 people consider the pathways very
important, 33 say important, 14 somewhat important, and 8 say not
important. Connie asked the committee representatives from the
four quadrants to summarize the results and get the summaries back
to her a week before the next meeting. Village president Karen
Bushy suggested that the summarized results be presented to the
village board.
9. John Hartmann reported on his meeting with the Oakbrook
Center management regarding bicycle racks. He will be looking at
possible locations with Mike Mrozek, and will discuss possibilities
with Officer Nugent from the police department for safety
considerations.
10. Future meetings: While no determination was made, it was
suggested that we consider going to the 2nd or 4th Thursday so as
not to conflict with other village meetings. For now, the next
meeting is Thursday May 18, as originally planned.

1. Minutes of the April 20, 1995 meeting were approved.
2. Rosetta Lombardi was introduced to the group. Rosetta has
been appointed by the Park District to replace Cathy Giangrasse who
has resigned from the committee.
3. Bruce Kapff presented the report he had presented to the
Village President and Board of Trustees dated April 20, 1995. This
report details the progress on the major pathway projects. Bruce
also passed out his current listing of pathway priorities. Tom
Richardson requested that committee members review the priorities
and be prepared to discuss them at the next meeting. He suggested
that any new priorities be written up using Project •Development
sheets.
4. 22nd Street Pathway: Tom Suhs from the Park District will be
contacting Dale Durfey for information regarding the possible
granting of an easement from NIGas to the village to facilitate the
project.
5. York Road: Tom Richardson reviewed correspondence between
him and Police Chief Fleming regarding the relative advisability of a
pathway along York Road vs. a pathway along the west border of the
church property through the woods. The Police Chief had no opinion
on the matter.

If the pathway is constructed along York Road it was suggested by
the committee that a Stop sign be constructed at the entrance of
Christ Church.
At the committee's January meeting a motion had been carried which
called for the committee to pursue the possibility of having the

Given a number of problems associated with this approach, a motion
was made by Heidi Huizenga as follows:
That the pathway be constructed along York Road between 31st
Street and Robinhood Ranch, because this route is high, dry, straight,
most direct, and with the best visibility for safety and security of
pedestrians and bicyclists. After further discussion, the motion
carried unanimously.
The committee requested that Bruce Kapff approach the Christ
Church on the subject.
A group of residents was present, and they indicated that the a
petition is being circulated in favor of this approach which provides
access to Robinhood Ranch residents.
6. Tom Suhs suggested the idea of a classy pathway map, possibly
to be funded through the hotel and visitor's bureau. Tom Suhs
offered to take on the project. Steve Veich had asked Margaret
Rimbo to put together a map. Tom will talk with Margaret.
7. The next meeting will be on June 15. In July, we will shift to
the second Thursday of each month, starting on Thursday, July 13.
We plan to skip the August meeting.

If there is any question on the placement of relative priorities, they
can be resolved at the July meeting where priorities will again be
discussed.
3. 22nd Street Pathway: Tom Suhs from the Park District
indicated there are still problems with easements.
4. York Road: There was considerable discussion among residents
attending the meeting. Tom Richardson indicated that the
committee had voted in the previous meeting to recommend to the
village board that the pathway be constructed along the west side of
York Road between 31st Street and Robinhood Ranch because of
elevation drop, frequent flooding on the Forest Preserve trail, and a
feeling that a pathway within the sight of the road was more secure.
Resident Jack Rogalik expressed his opinion that village pathways
were frequently used by cars, and that the pathway would not be
properly maintained by the village, and that dogs are left to roam
the pathways without leashes. Resident Matthew Anderson indicated
that he felt that the pathway would radically degrade his property
value.
Resident Arlene Birkhahn indicated that the pathway would be
within 22 feet of her garage. Tom Richardson clarified that t h e
actual extent of her property was 22 feet from her garage, and that
the pathway would not come closer than 32 feet from her garage.
Resident Russ Strahan indicated a concern for safety at the proposed
termination of the pathway and Robinhood Ranch since cars turn the
corner going rather fast without looking out for people or bicycles.
Resident Matthew Anderson asked if the committee had requested
any engineering studies of the Forest Preserve alternative.
Pathway committee member Ana Sisson reported on a survey of all
Robinhood Ranch residents which indicated that the majority of
adult residents favored a pathway along York Road, rather than the
Forest Preserve alternative.
At the May committee meeting the following motion had carried:

general results were noted. Generally, the residents prefer asphalt
over gravel. The pathways need maintenance. The pathways need to
be connected.
Connie Craig will work up a summary and interpretation sheet, an
update on grant applications, and a map showing the current
pathways, the pathways where grants have been approved. She will
work with Tom Doyle to develop a professional presentation for the
village board, and to be distributed to the residents with the village
newsletter.
3. York Road: Connie Craig and Tom Richardson both spoke to
Bruce Kapff regarding the resident comments made at our June
meeting, and the motion to request information on flooding and
safety. We understand that Bruce will prepare a white paper on the
subject. Ana Sisson will ask Christ Church for input ori the
provision of easements.
4. Bicycle racks at Oakbrook Center. John Hartmann has asked the
management of the Center, and they have indicated that they will
follow our recommendations. Committee members will make
observations before the next meeting, so a recommendation can be
made.
5. The next meeting will be on September 14. We will skip the

1 . Minutes of the July 13, 1995 meeting were approved.
2. Resident Survey: Connie Craig gave a summary of the survey
results. A plan was discussed to distribute the results in some form
to the residents via a newsletter. Roy Cripe will investigate getting
an accurate village map with all of the existing paths labelled.
3. 22nd Street: Roy Cripe reported that various problems that
[DOT has had are being resolved and that bid letting is planned for
February of 1996.
4. York Road: Sue Walters reviewed the letters between Tom
Richardson and Stephen Veitch. Christ Church has agreed to a path
along York Road as long as four conditions are met. (See attached
letter). A letter from Arlene Birkhahn was received and a response
will be drafted. Mark Hine presented scale drawings of the path in
front of Mrs. Birkhahn's house. There are 32 feet between the garage
and the nearest position of the path. He stated that the longest car
on the market is 19 1/2 feet long and there should be adequate room
between the garage and the path. The following motion was brought
forth by Heidi Huizenga:

that Civiltech gave the village regarding crossing Route 83 at 31st
Street, including various types of bridges.
6. Harger and York Road: Nothing new to report.
7. Regional Trail: Nothing new to report.
8. Bike Racks at Oakbrook Center: John Hartmann will call Karen
Bushy and let her know that informal contact with the mall
management seems to indicate that they are receptive to placing
bike racks at various places in the mall. He will ask her for advice
as to how we should proceed from here.
9. Election of Officers: The following committee members were
nominated and elected: Co-Chairmen: Tom Richardson and Connie
Craig. Secretary: Steve McShane.
10. Old Business: Connie Craig asked about the possibility of
reducing the curb height at Midwest and 31st Street. Bruce Kapff
will investigate.
11 . Report by Bruce Kapff: Stone paths west of Jorie are now all
asphalt. A slurry seal coat to preserve the existing asphalt
pathways will be done this fall (approximately 34,000 lineal feet).
12. New Business: A notice of Public Forum for the Dupage
Bikeways Plan on 9/20/95 was discussed. It was determined that a
representative from this committee should attend but no definite
volunteer was found.

On Monday, June 26th, the trustees of Christ Church of Oak Brook discussed and
approved a motion to grant the Village of Oak Brook the necessary easement(s)to allow
the construction of a bike path paralleling York Road as previously planned. This motion
however contained the following four conditions:
1. That the path be black topped along the full length of the church property.
2. That low stop and/or warning signs for bikers be posted on both sides of the church
driveway which exits on to York Road.
3. That the path can be constructed to avoid damage to the large tree closest to the
intersection at 31 st and York Roads.
4. That the church receive a written agreement from the village which states that the
existence of the bike path will not be used as a reason for the future denial of a petition
by the church for approval of a new or modified driveway out to York Road.
Please convey this information to the Pathway Safety Committee. Thank you for the time

responses. Bruce Kapff will send a copy to all committee members.
The committee will propose that the summary go out in the next
village newsletter. After discussion about the alternate uses of the
pathway, Steve McShane moved that the committee recommend that
all pathways should be asphalt with the exception of the pathway
around the Sports Core, which should remain gravel. The motion
carried. The Co-chairman of the committee will write a letter to
the Village President making that recommendation. The proposed
map of the pathway system will be made available in the spring. The
committee will plan to make a presentation to the village board as
soon as possible, possibly November 14.
3. York Road Pathway: The issue was discussed at the Village
Board meeting on October 24. The board requested that Christ
Church consider providing an easement across the south edge of
their newly acquired property to permit the pathway to run along the
south border of the property and back to the forest preserve
pathway. If the Village Board decides to follow this route, then the

problem of flooding and a washed out pathway will need to be
addressed in some way.
4. 31st Street Pathway: John Karlovitz and Bill Vegrzyn of
Civiltech Engineering made a proposal of various alternatives for
pathways across Route 83 on the south side of 31st Street, including
tunneling under, bridging over at the edge of the bridge, constructing
a pathway bridge south of 31st Street, extending the width of the
31st Street bridge, and building a cantilevered extension of the
bridge. After considerable discussion, a motion was made by Tom
Richardson that the committee recommend that a grade crossing
structure be utilized, with either a bridge extension or a
cantilevered approach, because of cost, height, security and
esthetics considerations. Since the cantilevered approach is least
costly and because parts can be reused if bridge changes are made
later, we suggest that this approach has significant advantages. The
motion carried. Tom Richardson will write a letter to Village
President Karen Bushy making this recommendation. John Karlovitz
indicated that at Trinity Lane, the retaining wall will moved back 10
feet, and they will asphalt all the way to 31st Street.
5. 22nd Street: No report. Bid letting is still planned for
February of 1996.
6. Regional Trail: Actions will be delayed for a year according to
Bruce Kapff, because of CMAC requirements.
7. Report from Roy Cripe: Since he was unable to attend the
meeting he sent the enclosed report.
8. Next Meeting: The November meeting will be canceled. The
next scheduled meeting is December 14, 1995.

I am sorry that I am unable to attend tonight's meeting that is due
to a meeting schedule conflict. Please accept this written report
on Park District Pathway activity that has occurred over the last
month.
1. 22ND STREET PATHWAY: There has been no more activity since
our September meeting. We still anticipate an IDOT supervised .
bid opening to occur in either January or February.
2. PATHWAY MAP: The Park Board eagerly accepted your request to
publish an Oak Brook pathway map during its September regular
meeting. I will make every effort to submit a draft copy for
the Committee's review and comment next month.
3 . PATHWAY RENOVATIONS: Prime Construction, Inc was awarded a
contract to complete a rather extensive renovation of hard
surface paths located in Central Park, Saddle Brook (South)
Park, and Forest Glen Park. The total cost will be $87,110
for removing and replacing approximately 5, 000 linear feet of
pathways and seal coating approximately 5, 600 L.F. of pathway.
Weather permitting, the work will be complete within 3 weeks
although we expect that restoring the grass edge along the
paths will wait until spring.
4. OTHER: The Park District has purchase two stencils for
marking warning signs on hard surface pathways. The stencils
read "Warning - Cross Traffic" and "Warning - Hill Ahead" (the
latter is to warn in-line skater traffic) . I would be happy
to loan the stencils for Village use if you have the need for
this type of signage.

6. Harger Rd./York Rd./Regional Trails: No new updates.
7. Old Business: Recommendation to include an update on pathways and grants along with the pathway
map to be done in the spring. Add"Map of Pathways"to agenda. Connie will contact Roy Cripe to
see what the status of the map is and whether it will be available in the spring. A more detailed map
is also needed showing technical data,road widths,elevations,etc.. Computer Assisted Design
(CAD)program would help. Tom R.will call Dale Durfey regarding this map. It would be for use by
the Village and the Safety Pathway Committee.
Two or three locations have been suggested for bike racks at Oak Brook Center. One suggestion was
near California Pizza Kitchen.
8. New Business: 1. A letter was received from a resident regarding a safety concern if the pathway
connects to Oak Brook Center. 2. A letter was received from Jon Sommer,former Park District
Director. 3. A letter was received from a resident regarding the need for a pedestrian button at 22nd
and Windsor. Tom R will submit a project recommendation sheet to Mike Meranda. 4. A call was
received from resident Howard Trier regarding a suggestion for the Rt. 83 underpass at Jorie Blvd.
He suggested that industrial parabolic mirrors might increase safety in the underpass as they would
enable bicyclists/pedestrians to see if someone is coming from the other direction. It was
recommended to explore the feasibility of this suggestion under both Rt.83 and also under York
Road 5. Regarding the Safety Pathway along 35I`St. (Covington Court)-Tom R.will ask Dale
Durfey about Covington's commitment to have a path along their subdivision. Tom will also ask
Bruce Kapff about the rest of 35th Street.
9. Next Meeting: The January meeting will be canceled The next scheduled meeting is February 8,
