MINUTES OF THE SEPTEMBER 20, 2019 MEETING OF THE OAK BROOK 0 LONG TERM STRATEGIC PLANNING ADVISORY COMMITTEE OF THE r o VILLAGE OF OAK APPROVED AS WRITTEN ON DECEMBER 5, 2019 C�00UN11 Call to Order The meeting of the Long Term Strategic Planning Advisory Committee of the Village of Oak Brook was held in the Upper Level Conference Room at the Butler Government Center and called to order by Todd Rusteberg at 2:05 PRESENT: Todd Rusteberg (left at 3:00 returned at 3:35), Connie Xinos (arrived 2:09), Don Adler, James DePhillips, Anne Marrs Huber, Al Koren, Mario Vescovi (left at 2:31) ABSENT: Mohsin Dada, Heidi Huizinga, Rajiv Khatau,Nitin Shah IN ATTENDANCE: Rick Ginex, Village Manager, John Baar(left at 4:00) Trustee, Gopal Lalmalani, Village President(arrived at 2:43) Public Comments No Public Comments Approval of Minutes from August 26,2019 Meeting Al Koren motioned to approve the Minutes from the August 26, 2019 meeting, Seconded by Don Adler. Voice Vote. Motion carried. Other Business Copies of the draft report#2 are passed out, with the intention of discussing and approving report regarding the impact of economic development on Oak Brook schools, per the request in the formation resolution. The scope of the report includes any effect the Hines and, Butler developments may have on Oak Brook school districts. Discussion continued regarding the number of school age children who potentially could live in the rental units in the Hines project. The condominiums will be targeted to single people and empty nesters without school age children. The rental units are to be high-end luxury units with substantial amenities that will demand high rent and will be marketed to the same demographic. Though this could include school age children,the committee believes the numbers will be inconsequential; however,the actual number is unknown. Al Koren motioned to approve the draft report, seconded by Don Adler. Voice vote. Motion Carried. Discussion of report for Committee of the Whole Meeting Don Adler when through the interim Long Term Strategic Planning Advisory Committee report to be presented to the board at the COW meeting on September 24, 2019. Conversation started regarding Sports Core and its unsustainability. Don continued to present the revenue scenarios from the report that were prepared by Jason Paprocki. It was explained that this interim report is stating facts and figures the final report will included recommendations. Falling housing prices are touched upon. Conversation circles back to pension debt and the Westmont model. Is the Sports Core an incentive to move to Oak Brook? Discussion again goes back to pension funding and debt—can the Village arbitrate? Or file litigation? Outsourcing may be an option for Village services. It was asked whether the Village could raise taxes—food and beverage, entertainment, addition to the infrastructure taxes? Conversation continued regarding daytime population versus night time population regarding police and fire staffing, recommending that the Village Board take this seriously when negotiating contracts. They spoke of the need for a business registration or license. Conversation came back to preparation for the presentation of the report to the board. Discussions regarding seceding from Oak Brook and becoming unincorporated DuPage County. Conversation shifted to logistics for presenting the report to the board and what to expect at the meeting.
