1. CALL TO ORDER
The Regular Meeting of the Village Board of Trustees was called to order by President Gopal
Lalmalani in the Samuel E.Dean Board Room of the Butler Government Center at 7:00 pm. The
Pledge of Allegiance was given.
2. ROLL CALL
Village Clerk Charlotte Pruss called the roll with the following persons:
PRESENT: Trustees John Baar,Philip Cuevas,Michael Manzo,Moin Saiyed,Edward Tiesenga,
Asif Yusuf,and President Gopal Lalmalani
ABSENT: None
IN ATTENDANCE:Village Manager Rick Ginex,Development Services Director Tony

3. PRESIDENT'S OPENING COMMENTS
President Lalmalani offered his sincere appreciation to all volunteers on the many committees
and boards for the Village of Oak Brook. He thanked them for their time and talents. He
announced openings on the Library Commission, Sports Core Advisory Committee and the Long
Term Strategic Planning Advisory Committee and stated that those who wish to volunteer can
contact Village Hall for an application.
President Lalmalani stated that Ace Hardware is celebrating it's 95th Anniversary. The Company
moved their headquarters to Oak Brook in 1973. He stated that we are proud that they call Oak
Brook Home.
President Lalmalani announced that Diwali,the festival of lights,will be celebrated by Indian
Americans all over the world this weekend. This holiday marks the Indian fiscal new year and is
celebrated by adorning homes,business and temples with bright lights,and family feasts and
prayer. He wished all those who celebrate a Happy Diwali.

Motion by Trustee Baar,seconded by Trustee Cuevas to approve the Minutes of the Regular
Board of Trustees Meeting of October 8,2019. VOICE VOTE: Motion carried.

8. BOARD&COMMISSION RECOMMENDATIONS
A. Village of Oak Brook—Prohibit Cannabis Business Establishments—Text Amendment
Trustee Yusuf stated for the record,that in the future,once the discrepancies between federal and
state regarding Cannabis get resolved he would be open to reconsideration and further discussion
on the matter.
Trustee Tiesenga stated that he fully supports the current proposal.
President Lalmalani stated that more municipalities are `opting out' opposing to `opting in' to
this legislature and believes that this type of business would not be good for the Village of Oak
Brook,however,he does believe that there will be modifications in the future.
Trustee Cuevas stated that he spoke to the local businesses as well as some residents and found
that all are in favor of prohibiting cannabis sales within the Village of Oak Brook.
Village Attorney stated in response to President Lalmalani's question that the clientele he
represents is split 50150 as to the approval or disapproval of the sale of marijuana.
Motion by Trustee Baar, seconded by Trust Cuevas that the Village Board concur with the
recommendation(s)from the Plan Commission and Zoning Board of Appeals approving the text
amendment request to add a new Section 13-3-18 to the Zoning Regulations to include new
definitions and provisions to prohibit Cannabis-Based Business Establishments in all non-
residential zoning classifications in accordance with the Draft Ordinance dated October 14,2019.
This recommendation is subject to the following:
1)Zoning amendment factors provided in the petitioner's application material(case file
pages D-D.1).

2)Authorization to the Village Attorney to prepare the necessary ordinance granting the
requested text amendment for approval and adoption at the November 12,2019
Board of Trustees meeting.

Trustee Yusuf reminded everyone that it is getting darker sooner and asked everyone to be
careful on the roads,to wear bright clothing and to watch for children. He also reminded
residents about not leaving the pile of leaves in the streets.
Trustee Saiyed stated that we have a reserves surplus and a positive return on pensions.
Trustee Cuevas reminded residents to slow down and watch for children Trick or Treating this
coming Thursday. He also wanted to remind residents about picking the leaves and not leaving
them in the street.
Trustee Baar stated that the views and values of Connie Xinos do not match up with that of the
Village Board and the Long Term Strategic Planning Advisory Committee and requested that he
be removed from his position.
Trustee Manzo reiterated once again that he also did not agree with Mr. Xinos' comments and
made that clear at the previous meeting. He stated some concerns regarding the pension
sweeteners. He believes that more communities in DuPage county will be opting out of the sales
of marijuana.
Trustee Tiesenga expressed his concerns regarding the newly proposed tier 2 pension sweeteners
and how it will negatively affect the Village's finances going forward.

President Lamalani stated that he asked Connie Xinos to step down from the Long Term
Strategic Planning Advisory Committee both in person and in writing with no success so he
therefore officially removed him.

IT Director Fox spoke about the small cell deployment within the Village and the effects that it
will have. He also stated other boards and residents in the County expressed their concerns
regarding the lack of knowledge for health issues in the future associated with this type of
cellular radiation.
Public Works Director Patchin raised concerns regarding issues associated with the installation of
new cellular poles throughout the Village. He appealed to the residents to leave the leaves
behind the curb for pick up and not in the street. He also updated the Board on the extension of
the FFP.
Community Development Director Budzikowski reminded everyone of the upcoming Public
Hearing for the Proposed Restoration Action Hardware PUD application at the Oak Brook Center
taking place on October 24,2019. He also thanked the Board for their support of the cannabis
text amendment.
10. ADJOURNMENT
Motion by Trustee Baar seconded by Trustee Yusuf to adjourn the Regular Meeting of the Board
of Trustees at 7:44 pm. VOICE VOTE: Motion carried.
