K SPECIAL BOARD OF TRUSTEES BUDGET Z WORKSHOP MEETING OF THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN ON DECEMBER 10, 2019 1. CALL TO ORDER The Special Budget Workshop Meeting of the Village Board of Trustees was called to order by President Gopal Lalmalani in the Samuel E. Dean Board Room of the Butler Government Center at 6:04 pm. The Pledge of Allegiance was given. 2. ROLL CALL Village Clerk Charlotte Pruss called the roll with the following persons: PRESENT: Trustees John Baar,Philip Cuevas,Michael Manzo, Moin Saiyed, and President Gopal Lalmalani ABSENT: Trustee Edward Tiesenga(arrived at 6:08 PM),Asif Yusuf(arrived at 6:08PM) IN ATTENDANCE:Village Manager Rick Ginex,Police Chief James Kruger,Fire Chief Barry Liss, Finance Director Jason Paprocki, Information Technology Assistant Director Ejaz Khan, Head Librarian Jacob Post, HR Director/Deputy Clerk Kathy Vonachen 3. RESIDENT/VISITOR COMMENTS—None presented. 4. 2020 BUDGET WORKSHOP President Lalmalani requested that Finance Director Paprocki begin the discussion. A. PowerPoint Presentation—Overview of Budget Finance Director Paprocki provided a PowerPoint presentation highlighting a summary of the 2020 proposed budget. He discussed the projected reserves balance, the general fund transfers,the items from the 2020-2024 five-year plan and pension summary.Comments were made and questions were addressed by Director Paprocki. Trustee Manzo asked for clarification of the Sports Core Fund, infrastructure, pension costs associated with the new legislature,the FTE fund,personnel costs and other budget expenses. Village Manager Ginex asked about providing more funds to the pensions this year considering new legislation that will most likely pass mid-summer of 2020. HR Director/Deputy Clerk Kathy Vonachen chimed in to further explain the personnel costs. Trustee Saiyed reminded everyone that the Sports Core & Polo will be discussed at the November 19,2019 meeting.He also stated his observations regarding the sales tax collection,the sustainability of the Village, future expenditures and asked to see the figures for the entertainment tax. Trustee Manzo stated his concerns with the Village expenditures and revenues by comparing troubles the city of Chicago is in with all the tax hikes. VILLAGE OF OAK BROOK MINUTES Page 1 of 4 SPECIAL MEETING OF NOVEMBER 18,2019 1?C7 Trustee Saiyed made comments in reference to Trustee Manzo's statements, and spoke of his concerns for the Village's future financial stability. Trustee Cuevas chimed in with concerns for the lack of revenue from the new establishments that are using the Villages' space and stated that changes may need to be made in order to keep up with current times. B. Review of Program Goals,Objectives,and Budget Request in the Following Departments 2) Legislative and General Management Village Manager Ginex presented a PowerPoint presentation discussing the goals and updates to the Legislative and General Management budget.He noted that there are no major changes in the Village Clerk and Human Resources Department in the organization chart. Additionally,he mentioned that the increase in salary is driven from IMRF contributions and legal costs. Comments were made by the Board and questions were addressed by Village Manager Ginex. Trustee Tiesenga thanked Finance Director Paprocki and Village Manager Ginex for reconciliation of the plan with the budget and asked for clarification on prosecution fees. Trustee Manzo stated that although there has not been an increase in attorney fees in many years it is something that the Village should keep an eye on. Police Chief Kruger stated that he is in the process of clarifying the possibility of having only 1 hearing a month. HR Director/Deputy Clerk Vonachen presented a PowerPoint presentation highlighting the Clerk's Office Budget, electronic document procedures, electronic payment system, and Human Resources Goals for 2020. Comments were made by the Board and questions were addressed by HR Director/Deputy Clerk Vonachen. Trustee Baar asked for clarification on the credit card payment option for the water billing and the delay in establishing the on-line credit card payment system for other charges. Finance Director Jason Paprocki explained the hold up,progress made in getting the system up and running within the Village as well as costs associates with the process. Information Technology Assistant Director Khan provided a PowerPoint presentation highlighting the goals and objectives of the ITS Department that included technology infrastructure, governance and security. He discussed system updates and the costs associated with them, as well as phone system updates. Comments were made by the Board and questions were addressed by IT Assistant Director Khan. He continued with his presentation and discussed the goals of the Geographical Information System(GIS)program. Discussion ensued. Trustee Manzo asked for clarification on the mentioned network traffic and the security aspect of keeping all the sensitive information safe. VILLAGE OF OAK BROOK MINUTES Page 2 of 4 SPECIAL MEETING OF NOVEMBER 18,2019 Trustee Saiyed asked for further explanation on the 5G network and the Cloud. 2) Financial Services Finance Director Paprocki returned to the podium and discussed the goals and objectives of the Finance Department. He reviewed the General Fund, Motor Fuel Tax Fund, the Promenade TIF Fund, and noted the changes from 2019. Comments were made by the Board and questions were addressed by Finance Director Paprocki. Trustee Manzo asked about the timeframe of the TIF fund. 3) Library Head Librarian Post presented a PowerPoint presentation regarding the goals and objectives of the Library. Comments were made by the Board and questions were addressed by Head Librarian Post. Trustee Tiesenga inquired about the number of library cards outstanding and wanted to know if the library can do a joint venture with the B&T to increase the number of memberships. Trustee Manzo praised the exposure of the library on social media. 4) Fire Fire Chief Liss thanked the Board for the opportunity to present a PowerPoint presentation concerning the goals, objectives, and the financial stability of the Fire Department. He spoke regarding the future of Station 93,issues and concerns with the facility,programs budgeted for 2020, projected anticipation of increase in call volume due to all the new development, and the need for a Deputy Fire Chief. Comments were made by the Board and questions were addressed by Chief Liss. Trustee Baar asked for clarification on the number of calls projected and the increase in the total billable amounts from year 2018. Trustee Manzo stated his concerns towards the affordability of keeping Station 93 and the issues associated with its' maintenance. 5) Police Police Chief Kruger provided a PowerPoint presentation regarding the goals and objectives of the Police Department. He discussed the costs associated with the firearm replacement, completion of the analysis and determination for the future of body cameras, new computer system for applicants, the Anti-Theft Task Force,implementation of the employee recognition program,and the concept of followership. Comments were made by the Board and questions were addressed by Chief Kruger. Trustee Tiesenga asked for clarification on the solvability of past crimes and projected crimes including stolen property figures in the proposal. He thanked Police Chief Kruger for his attitude toward law enforcement and spoke of current laws that have changed in San Francisco. Trustee Manzo asked about the interest from the neighboring communities in the current license plate recognition program. He stated how grateful he is that IRMA is decreasing and that the Village does not have any lawsuits. He also expressed his support for body cameras. Trustee Yusuf stated his support regarding implementation of body cameras and money spent towards this matter. 6.
