ResidentialRefuseRecycQandAVILLAGE OF OAK BROOK Residential Refuse, Recyclable, and Yard Waste Collection Services September 17,2019 This memo is meant as a supplement to the Request for Proposals and is in response to questions asked by interested proposers. Questions concerning this memo should be addressed to Rania Sere'nces, Senior Purchasing Assistant, rserences(@oak-brook.org 1. Please confirm or clariff; Residents are not required to purchase, rent or use the contractor provided cart (toter) so long as it does not exceed 32 gallons and fits the description ofdisposal unit as defined in RFP Section E, 2(g). Yes, but toters are provided by our current vendor. We do not know of any residents who do not rent toters from our current vendor. a) If the owners current container is a 96 gallon cart that operates in conjunction with the incumbents equipment but not our equipment, will the resident be required to rent or purchase the awarded contractor provided cart or purchase their own, not to exceed 32 gallons and aligning with the RFP description referenced? This will have to be determined with the winning proposer. As stated in the previous question, we do not know ofany residents who do not rent toters from our current vendor. 2. Section F, number 2 refers to "households" being defined in Section E-2, however, we are unable to locate the definition referenced. Will the Village please provide a definition to include whether or not multifamily units or adjoining units of 3, 4, 5 or more are included? No, only single family homes. 3. Will the Village provide (or request from the incumbent) the following infonnation as it will be necessary to provide an accurate cost evaluation/proposal; a) Current number of households/units serviced - 2,688 b) Specifrc services provided to include rental carts and corresponding sizelquantity - Not provided c) Number of households/units serviced on two days per week (Monday/Thursday) - Not provided d) Number of households/units serviced with the back door service - Not provided 4. Are households/units allowed to opt out of service? If opt out is not allowed and all households are responsible to participate in the program Nothey u." roi allowed to opt-out. The Oak Brook Club, which is a multi-family condo association, does have its own waste hauler and is not included with the Village a) If a home is vacant or a rental home, who should be considered responsible for the bill? Section E-51. Strikes Does the Village of Oak Brook currently have a "no strike" clause with Republic and Teamsters LocalT3l? Yes, with Republic 9. Will the Village consider postponing the due date by two weeks? No. Proposals are due September 27 ,2019 at 3:00 pm. Proposals received after this time and date will be returned to the sender unopened. 10. Will the Village accept/consider a proposal that provides for service spread over multiple days per week instead of one? Please propose what you think is the best overall value to the Village. The Village prefers the same pick- up day of Monday but will review and consider all proposals submitted. 11. Will the Village accept a bid bond of $5,000 instead of the required certified or cashier's check? Yes 12. Residential Waste Contract Final Document - Page 5 - Section 8: Insurance: Pollution Liability - $15,000,000 aggregate: Would the Village agree to $2,000,000 aggregate? If not, can the Village please explain the need for a $15,000,000 pollution policy? $15,000,000 is recommended by the Village Attorney and deviating from that amount is not recommended. If an umbrella policy covers pollution liability the Village may work with the winning proposer on accepting a lower aggregate. 13. Waste Contract Final Document - Page 15 - Section 33: Data Collection and Reporting. Please provide the current or a recent report from the current hauler.
