SUBJECT: Traffic Signal Controller Replacements

BUDGET SOURCE/BUDGET IMPACT: Program#171-90400 Hotel/Motel
Structural Improvements in the amount of$51,450.
RECOMMENDED MOTION: I move the Village Board waive competitive bidding
and authorize staff to issue a purchase order to Lyons/Pinner Electric, LaGrange, Illinois,
the Village's Traffic and Street Light Contractor in the amount of$51,450 and approve
Resolution R-1888, subject to final attorney review. A Resolution to replace the Traffic
Signal Control Boxes and Equipment located at the intersections of Jorie Boulevard and
Kensington Road and Spring Road and Harger Road.
Backmund/History: In May of 2019 the Village Board approved a four(4) year Traffic
Signal and Street Light System Maintenance contract with Lyons/Pinner Electric. As part
of their contract the Village was given discounted prices for labor, supplies and equipment.
As part of the Hotel/Motel Beautification projects staff had proposed replacing Traffic
Signals and Controllers throughout the Commercial area. Over the past couple of weeks
two of these controllers have started shorting out internally, causing the above mentioned
Traffic Signals to either flash red or stop working all together. These two controllers are
obsolete and the oldest ones we have in our system, numerous repairs to these controllers
have been made through the years and now the contractor is rewiring the circuit boards to
keep them working.
Recommendation: I move the Village Board waive competitive bidding and authorize
staff to issue a purchase order to Lyons/Pinner Electric, LaGrange, Illinois the Village's
Traffic and Street Light Contractor in the amount of$51,450 and approve Resolution R-
1888, subject to final attorney review.

AUTHORIZING AND APPROVING
A PURCHASE ORDER
BY AND BETWEEN
THE VILLAGE OF OAK BROOK AND
LYONS/PINNER ELECTRIC,LAGRANGE,ILLINOIS
WHEREAS,the Village of Oak Brook(hereinafter referred to as the"Village")is an Illinois
Municipal Corporation organized pursuant to the laws of the State of Illinois;
WHEREAS, the Village upon approval of the corporate authorities may enter into
Purchase Order with another party pursuant to Illinois Statute;
WHEREAS,the Village has previously authorized and approved a four year traffic signal
and street light system maintenance program (hereinafter referred to as"Program")and as a
result of which authorized a contract with Lyons/Pinner Electric (hereinafter referred to as
"Contractor")which provides for discounted pricing for labor,supplies and equipment;
WHEREAS, Staff has requested as part of the Hotel/Motel Beautification projects to
replace traffic signals and controllers throughout the commercial area and that such funds were
allocated accordingly by and through the budget process;
WHEREAS, over the past several weeks two the controllers referenced herein have
started shorting out internally, causing the traffic signals to either flash red or stop working all
together,the controllers are obsolete and the oldest ones within the Village's system;
WHEREAS,the Village,in furtherance of said Program,now desires to issue a purchase
order for the replacement of the traffic signal control boxes and equipment located at the
intersections of Jorie Boulevard and Kensington Road and Spring Road and Harger Road;and
WHEREAS,the Corporate Authorities of the Village of Oak Brook are of the opinion that
that it is in the best interests of the safety, health and welfare of the residents to issue said
Purchase Order to Lyons/Pinner Electric,LaGrange Illinois for the purposes referenced herein.
NOW, THEREFORE, BE IT RESOLVED, in open meeting assembled by the Village
President and Board of Trustees of the Village of Oak Brook,Cook and DuPage Counties,Illinois
as follows:
Section One-Recitals
The Board of Trustees hereby find that all of the recitals hereinbefore stated as contained
in the preamble to this resolution are full,true and correct and do hereby,by reference,incorporate
and make them part of this resolution as legislative findings.

Section Two—Approval of Purchase Order
The Village hereby approves the issuance of a purchase order(attached hereto and made
a part hereof as Exhibit A) in the amount of$51,450.00 (fifty-one thousand four hundred fifty
dollars and no cents)for the replacement of the traffic signal control boxes and equipment located
at the intersections of Jorie Boulevard and Kensington Road and Spring Road and Harger Road.
Section Three-Authorization
The Village Manager is hereby authorized to execute the Purchase Order the replacement
of the traffic signal control boxes and equipment located at the intersections of Jorie Boulevard
and Kensington Road and Spring Road and Harger Road.
Section Four-Other Actions Authorized
The officers,employees and/or agents of the Village shall take all actions necessary or
reasonably required to carry out and give effect to the intent of this Resolution and otherwise to
consummate the transactions contemplated herein, and shall take all actions necessary in
conformity therewith including, without limitation, the execution and delivery of all documents
required to be delivered in connection with the transaction contemplated herein.
Section Five—Authorization of Expenditures
The Corporate Authorities hereby authorize and direct the expenditure of all costs related
to the execution of the Purchase Order, additionally, the Village is authorized and directed to
allocate and spend all necessary funds to fulfill the requirements of the Purchase Order and of
this Resolution.
Section Six—Waiver of Bidding Process
To the extent that any requirement of bidding would be applicable to any of the
transactions contemplated hereunder,the same is hereby waived.
Section Seven-Acts of Village Officials
That all past,present and future acts and doings of the officials of the Village that are in
conformity with the purpose and intent of this Resolution are hereby, in all respects, ratified,
approved,authorized and confirmed.
Section Eight—Effective Date
This resolution shall be in full force and effect from and after its passage, approval and
publication as provided by law.
Section Nine—Conflict Clause
All resolutions,parts of resolutions or board actions in conflict herewith are hereby repealed
to the extent of such conflict.

Section Ten—Saving Clause
If any section,paragraph,clause or provision of this Resolution is declared by a court of
law to be invalid or unconstitutional,the invalidity or unconstitutionality thereof shall not affect the
validity of any other provisions of this Resolution,which are hereby declared to be separable.
Section Eleven-Publication
This resolution shall be published in book or pamphlet form as provided by the Illinois
Municipal Code.
Section Twelve-Recording
This resolution shall be entered into the minutes and upon the journals of the Board of
Trustees of the Village of Oak Brook.
