R-1828 - 09/24/2019 - FIRE DEPARTMENT - Resolutions Supporting DocumentsAGENDA ITEM Regular Board of Trustees Meeting September 24, 2019 SUBJECT: Fire Gear Purchase FROM: Barry Liss, Fire Chief BUDGET SOURCE/BUDGET IMPACT: 2019 Operational Budget, Program 700, Equipment Replacement, Account #90200, in the amount of $21,875.00 for the purchase of seven (7) complete sets of fire gear. RECOMMENDED MOTION: I move that the Village Board approve Resolution 2019- FD-GR-R-1828, A Resolution Approving the Waiver of Competitive Bidding and Authorizing the Purchase of Fire Gear in order to maintain uniformity and standardization within the Fire Department, and issue a purchase order in the amount of $21,623.00 to Air One Equipment, Inc. out of South Elgin, Illinois for seven (7) sets of Globe personal protective fire gear. Background/History: As part of the Village’s ongoing commitment in providing and promoting safety, health, wellness of all firefighters, a program to maintain fire safety gear for all sworn members of the department that does not exceed 5-years of service was established. The current program allows for the replacement of 6-7 complete sets of fire gear on a rotating basis, so that all fire gear is effectively replaced within a prescribed 5-year cycle. The National Fire Protection Association (NFPA) has developed standards and best practices to help departments through the turnout gear selection process as well as best practices related to the purchasing, maintenance and cleaning. NFPA 1851: Standard on Selection, Care, and Maintenance of Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting and NFPA 1971: Standard on Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting is the industry standard and best practice for the fire service. These standards specify the minimum selection, care, and maintenance requirements for structural firefighting protective ensembles and the individual ensemble elements that include ITEM 9.A.1 garments, helmets, gloves, footwear, and interface components that are compliant with NFPA 1971, Standard on Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting. To determine the appropriate selection of personal protective fire gear, a clothing committee comprised of a number of members of the department were tasked with evaluating the latest specifications, quality, durability, and design of the initial personal protective fire gear. As a result of their work, the department strongly endorses maintaining standardization and compatibility of existing Globe fire gear. Previous purchases of the Globe brand gear had been arranged through Municipal Emergency Services (MES), who had been determined to be the most cost effective and responsive manufacturer and a successful bidder through the National Purchasing Partners (NPPGov), a national cooperative procurement organization based in Seattle. This year, Globe Manufacturing ceased their relationship with MES and re-established a new partnership for the Globe brand with Air One Equipment, Inc. Although, not associated with a NPPGov, Air One has committed to maintaining cooperative and competitive pricing of the Globe gear for Oak Brook. As a result, uniformity and standardization is maintained, and pricing for the purchase of the seven (7) sets of personal protective safety fire gear is similar to the previous purchases last budget year. Recommendation: That the above motion be presented to the board for approval. RESOLUTION 2019-FD-GR-R-1828 A RESOLUTION APPROVING THE WAIVER OF COMPETITIVE BIDDING AND AUTHORIZING THE PURCHASE OF FIRE GEAR WHEREAS, it is vital to the safety, health, and wellness of all sworn firefighters to maintain fire safety gear; and W HEREAS, the current program allows for the replacement of 6-7 complete sets of fire gear (“Gear”) on a rotating basis, so that all Gear is effectively replaced within a prescribed 5-year cycle; and W HEREAS, the 2019 budget includes $21,875 for the purchase of 7 complete sets of Gear; and W HEREAS, Section 1-7-10 of the Village Code authorizes the Village to join with other units of government in cooperative purchasing plans when it is in the best interests of the Village; and W HEREAS, previous purchases of Gear have been made from Globe Manufacturing (“Globe”) and arranged through Municipal Emergency Services (“MES”) who had been determined to be the most cost effective and responsive manufacturer and a successful bidder through the National Purchasing Partners (“NPPGov”), a national cooperative procurement organization based in Seattle; and W HEREAS, this year, Globe ceased their relationship with MES and re-established a new partnership for the Globe brand with Air One Equipment, Inc. (“Air One”); and W HEREAS, although not associated with a national cooperative procurement organization, Air One has committed to maintaining cooperative and competitive pricing of the Globe Gear for Oak Brook; and W HEREAS, in order to maintain uniformity and compatibility of existing Globe Gear, Village staff recommends waiving competitive bidding and approving the purchase of the Globe Gear through Air One; and W HEREAS, the President and Board of Trustees, being fully advised in the premises, have determined that it is in the best interests of the Village and its residents to so waive competitive bidding and to approve the purchase of Gear. NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook. Section 2: Waiver of Competitive Bidding Requirements. The advertising and bidding requirements for the purchase of Gear are hereby waived in accordance with Section 1-7-4 of the Village Code. Section 3: Authorization of Purchase of Gear. The purchase of Globe Gear from Air One in a total amount not to exceed $21,623 is hereby authorized. Section 4: Execution of Required Documentation. The Village President and the Village Clerk shall be, and are hereby, authorized to execute and attest, on behalf of the Village all documents necessary to complete the purchase pursuant to Section 3 of this Resolution. Section 5: Effective Date. This Resolution shall be in full force and effect from and after its passage by two-thirds of the Trustees and its approval in the manner provided by law.
