Minutes - 11/17/2020 - Board of Trustees VILLAGE OF OAK BROOK MINUTES Page 1 of 3 SPECIAL MEETING OF NOVEMBER 17, 2020 MINUTES OF THE NOVEMBER 17, 2020 SPECIAL BOARD OF TRUSTEES BUDGET WORKSHOP MEETING OF THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN ON DECEMBER 08, 2020 1. CALL TO ORDER The Special Budget Workshop Meeting of the Village Board of Trustees was called to order by President Gopal Lalmalani in the Samuel E. Dean Board Room of the Butler Government Center at 6:00 pm. The Pledge of Allegiance was given. 2. ROLL CALL Village Clerk Charlotte Pruss called the roll with the following persons: PRESENT: President Gopal Lalmalani, Information Technology Director Jim Fox, PRESENT VIA TELECONFERENCE/ZOOM: Trustees John Baar, Philip Cuevas, Michael Manzo, Moin Saiyed, Edward Tiesenga, Asif Yusuf ABSENT: None IN ATTENDANCE: Village Manager Rick Ginex, Finance Director Jason Paprocki, Golf Club Manager/Superintendent Sean Creed, Head Golf Professional Jeff Kawucha, Public Works Director Doug Patchin 3. RESIDENT/VISITOR COMMENTS – Resident Larry Herman, thanked the Board for the opportunity to speak and shared his own presentation highlighting different budget concerns associated with the Bath & Tennis Club, the General Fund, the Infrastructure Fund and the Sports Core Fund. Trustee Saiyed thanked Mr. Herman for speaking on the matter and putting everything in a perspective. Resident Jim DePhillips, reiterated some of the points and concerns made by Resident Herman and stressed the expenditure issues for the previously mentioned accounts. 4. 2020 BUDGET WORKSHOP President Lalmalani thanked Mr. DePhillips and requested that Finance Director Paprocki begin the budget discussion. Finance Director Paprocki addressed Resident comments and moved on to the Hotel/Motel Fund. A. Review of Program Goals, Objectives, and Budget Request in the Following Departments VILLAGE OF OAK BROOK MINUTES Page 2 of 3 SPECIAL MEETING OF NOVEMBER 17, 2020 1) Hotel/Motel Fund Finance Director Paprocki shared a PowerPoint presentation and discussed the goals and objectives of the fund including the development of a long-term plan for beautification projects. He then highlighted significant changes in the budget like the removal of POLO Sponsorship and the Taste of Oak Brook event due to the unforeseen circumstances associated with the pandemic. After that, Finance Director Paprocki spoke about Point B advertising and percentages associated with the account. The Board shared their comments along with their concerns. Further discussion ensued regarding the current economic circumstances. 2) Self-Insurance Fund (Health Benefits) Finance Director Paprocki shared a PowerPoint presentation and discussed the goals and objectives of the Self-Insurance Fund focusing on a reasonable cost to the Village while providing good coverage at a competitive rate. He explained the changes that took place from the previous year including many employees that made the switch to HMO premiums. Comments were made by the Board and questions were addressed by Finance Director Paprocki. 3) Sports Core Operations Finance Director Paprocki provided a PowerPoint presentation, discussed the goals and objectives of the Sports Core Fund. He shared the modified organization chart, significant revenue loses in all areas of the Sports Core and projections for the future while recovering from the economic crisis of the Covid-19 pandemic. He also explained plans for Taste of Oak Brook should the event take place in 2021. Discussion ensued regarding budgetary concerns, tax hikes and pensions. Golf Club Manager/Superintendent Creed thanked the Board for allowing him to speak and shared event in chronological order leading up to a very successful Golf Season. He then explained the goals and objectives of the Golf Club sharing plans for improvements in hopes of higher revenues in the future. Head Golf Professional Kawucha reiterated Golf Club Manager/Superintendent Creed’s comments regarding an extremely successful season and shared his hopes for another successful season. Comments were made by the Board and questions were addressed by Finance Director Paprocki and Golf Club Manager/ Superintendent Creed. President Lalmalani thanked Head Golf Professional Kawucha and Golf Club Manager/Superintendent Creed for their hard work and dedication. 4) Public Works Operations Public Works Director Patchin shared a PowerPoint presentation, discussed the goals and objectives of the Public Works Fund. Pruss Charlotte K. Pruss Village Clerk list of projects that were being put off until the future. He also asked the Board for guidance regarding the bidding process for any infrastructure projects. Comments were made by the Board and questions were addressed by Public Works Director Patchin. President Lalmalani suggested that the direction Public Works Director Patchin is seeking be put off to a later date. 5. ADJOURNED TO CLOSED SESSION, To Consider Collective Negotiating Matters Between The Village And Its Employees Or Their Representatives And To Consider Deliberations Concerning Salary Schedules For One Or More Classes Of Employees Of The Village Pursuant To Section 2(C) 1 And 2 Of The Illinois Open Meetings Act Motion by Trustee Manzo, seconded by Trustee Saiyed, to adjourn to closed session at 7:37 p.m. ROLL CALL VOTE: Ayes: 6 – Trustees Baar, Cuevas, Manzo, Saiyed, Tiesenga, and Yusuf Nays: 0 – None Abstain: 0 – None Absent: 0 – None Motion Carried. 6. RECONVENE The open meeting was reconvened at 8:50 p.m. 7. ADJOURNMENT Motion by Trustee Manzo, seconded by Trustee Saiyed, to adjourn the Special Budget Workshop Meeting of the Board of Trustees at 8:50 p.m. VOICE VOTE: Motion carried.
