BOARD OF TRUSTEES OF THE VILLAGE OF

1. CALL TO ORDER
The Regular Meeting of the Village Board of Trustees was called to order by President Gopal Lalmalani
in the Upper Level Conference Room of the Butler Government Center at 7:00 p.m. The Pledge of
Allegiance was given.
2. ROLL CALL
Village Clerk Charlotte Pruss called the roll with the following persons:
PRESENT: President Gopal Lalmalani, Information Technology Director Jim Fox,
PRESENT VIA TELECONFERENCE/ZOOM:
Trustees John Baar, Philip Cuevas, Michael Manzo, Moin Saiyed, Edward Tiesenga, Asif Yusuf
ABSENT: Trustee Yusuf arrived at 7:12 p.m.
IN ATTENDANCE VIA TELECONFERENCE/ZOOM: Village Manager Rick Ginex, Development
Services Tony Budzikowski, Police Chief James Kruger, Fire Chief Barry Liss, Finance Director
Jason Paprocki, Public Works Director Doug Patchin, Head Librarian Jacob Post, HR
Director/Deputy Clerk Kathy Vonachen and Village Attorney Michael Castaldo Jr.
3. PRESIDENT’S OPENING COMMENTS
President Lalmalani shared news of the passing of Don August a Golf Course employee, Glen Glista a
neurologist who was a very active member of the community and asked for a moment of silence.
A. Proclamation – Athletes of the Year Award
President Lalmalani announced the Proclamation of the Athletes of the Year Award, spoke a little about
the origins of the award, the selection process and announced the two winners. After that, he asked
Clerk Pruss to read the Proclamation.
Clerk Pruss read the full Proclamation.
Next, President Lalmalani thanked Clerk Pruss and moved on to Covid-19 updates in the area.
Moreover, he announced the closing of the Village Hall to the public and reminded everyone that the
building is fully staffed with employees ready to assist with any resident concerns. Furthermore,
President Lalmalani informed everyone of a conference call that took place with Trustee Saiyed,
Manager Ginex, restaurant managers, General Manager of the Oak Brook Mall Tim Geiges and the Oak
Brook Chamber Director Dave Carlin regarding the current mitigation practices imposed by Governor
Pritzker. He further shared his opinion on the matter related to the outbreaks in relation to the
restaurants and bars and reminded everyone that the Village is here to help with any obstacles. Lastly,
he made announcements regarding upcoming events including Veteran’s Day, budget meetings, a
shredding event and the Hindu holiday Diwali. Furthermore, he shared his appreciation on behalf of the
Board for all active duty service members and those who served this country with honor and courage.
Additionally, President Lalmalani spoke about the celebrations surrounding the Diwali holiday and
encouraged all participants to adhere to the Covid-19 regulations.

4. RESIDENT/VISITOR COMMENTS
Resident Ray Cesca, spoke about the 5G antenna placement in relation to the local school and shared his
thoughts regarding the radiation effects on developing children. He also made suggestions towards a
possibility of a choice for parents to send their children to a school based on radiation exposure.
5. APPROVAL OF MINUTES
A. REGULAR BOARD OF TRUSTEES MEETING OF OCTOBER 27, 2020
Motion by Trustee Baar, seconded by Trustee Manzo to approve the Minutes of the Regular Board of
Trustees Meeting of October 27, 2020. VOICE VOTE: Motion carried.

All items on the Consent Agenda are considered to be routine in nature and will be enacted in one
motion. There will be no separate discussion of these items unless a Board member so requests, in
which event, the item will be removed from the Consent Agenda and considered as the first item after
approval of the Consent Agenda.

A. Confirmation of Appointments
1. Hotel Convention & Visitors Bureau – Appointment of the new General Manager of the
Hyatt Lodge, Robert Brand to the Hotel Convention and Visitors Committee.
Motion by Trustee Saiyed, seconded by Trustee Manzo, that the Village Board approves the
appointment of (1) new Hotel Manager, to the Oak Brook Hotel Convention and Visitors
Committee.

B. 2020 Public Safety Pension Funding
Motion by Trustee Manzo, seconded by Trustee Tiesenga, that the Village Board approves a
Village payroll contribution rate of 4.54% for Police Pension members and 56.05% for Fire
Pension members retroactive to January 1, 2020.
