CALL TO ORDER The Regular Meeting of the Village Board of Trustees was called to order by President Gopal Lalmalani in the Upper Level Conference Room of the Butler Government Center at 6:00 p.m. The Pledge of Allegiance was given. 2. ROLL CALL Village Clerk Charlotte Pruss called the roll with the following persons: PRESENT: President Gopal Lalmalani, Information Technology Assistant Director Ejaz Khan PRESENT VIA TELECONFERENCE/ZOOM: Trustees Laurence Herman, Michael Manzo, James Nagle, A. Suresh Reddy, Edward Tiesenga, Trustee Yusuf ABSENT: None IN ATTENDANCE VIA TELECONFERENCE/ZOOM: Interim Village Manager/Police Chief James Kruger, Development Services Director Tony Budzikowski, Fire Chief Barry Liss, Finance Director Jason Paprocki, Public Works Superintendent Rick Valent, HR Director/Deputy Clerk Kathy Vonachen and Village Attorney Michael Castaldo III. 3. PRESIDENT’S OPENING COMMENTS President Lalmalani apologized for the delay caused by a technical issue, explained the reason for calling the Special meeting to order, thanked everyone for attending, and shared hopes for the next meeting to be in person. Furthermore, he shared new numbers of administered vaccinations and announced Committee vacancies. 4. PUBLIC COMMENT ON AGENDA ITEMS None 5. CONSENT AGENDA: All items on the Consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a Board member so requests, in which event, the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda. ORDINANCE 2021-BU-AMEND-ND-S-1926, An Ordinance Authorizing Amendments and Transfers Among Budget Line Items the Village of Oak Brook, Illinois Motion by Trustee Manzo, seconded by Trustee Nagle to approve the Consent Agenda, with the exception of Items 5.C.1, 5.C.2, 5.D.1 and authorize the expenditures as presented. ROLL CALL VOTE: Ayes: 6 – Trustees Herman, Manzo, Nagle, Reddy, Tiesenga and Yusuf Nays: 0 – None Abstain: 0 – None Absent: 0 – None Motion carried 6. ITEMS REMOVED FROM CONSENT AGENDA Item 5.C.1 - 2111 Midwest Road – McDonald’s – Amend Special Use Trustee Herman shared his observations stating his concerns with the special use variation. Development Services Director Budzikowski thanked Trustee Herman for the observation stating he will pass the message along. Motion by Trustee Manzo, Seconded by Trustee Yusuf that the Village Board discusses, and approves the referral of 2111 Midwest Road – McDonald’s – Amend Special Use ROLL CALL VOTE: Ayes: 6 – Trustees Herman, Manzo, Nagle, Reddy, Tiesenga and Yusuf Nays: 0 – None Abstain: 0 – None Absent: 0 – None Motion carried Item 5.C.2 - 2111 Midwest Road – McDonald’s – Parking Variation Motion by Trustee Herman, Seconded by Trustee Yusuf that the Village Board discusses, and approves the referral of 2111 Midwest Road – McDonald’s – Parking Variation ROLL CALL VOTE: Ayes: 6 – Trustees Herman, Manzo, Nagle, Reddy, Tiesenga and Yusuf Nays: 0 – None Abstain: 0 – None Absent: 0 – None Motion carried VILLAGE OF OAK BROOK MINUTES Page 3 of 4 SPECIAL MEETING OF JUNE 7, 2021 Item 5.D.1 - ORDINANCE 2021-BU-AMEND-ND-S-1926, An Ordinance Authorizing Amendments and Transfers Among Budget Line Items the Village of Oak Brook, Illinois Trustee Herman explained the reasons for the Ordinance and shared his opinions regarding the Fire Department's operations. Motion by Trustee Manzo, Seconded by Trustee Nagle that the Village Board discusses, and approves ORDINANCE 2021-BU-AMEND-ND-S-1926, An Ordinance Authorizing Amendments and Transfers Among Budget Line Items the Village of Oak Brook, Illinois ROLL CALL VOTE: Ayes: 6 – Trustees Herman, Manzo, Nagle, Reddy, Tiesenga and Yusuf Nays: 0 – None Abstain: 0 – None Absent: 0 – None Motion carried 7. ACTIVE BUSINESS A. Fireworks Display Discussion President Lalmalani explained the reason for bringing the subject discussion to fruition. He addressed resident communications asking for reconsiderations of the Fireworks Display for the Fourth of July Holiday, and requested Interim Village Manager/Police Chief Kruger to speak regarding his findings in terms of possibilities on such short notice. Discussion ensued. Interim Village Manager/Police Chief Kruger explained his findings in detail, stating that the price difference between the regular company used for the display of fireworks and the other pyrotechnic service providers. Moreover, he explained traffic, parking, and staffing concerns to make the event possible with such brief notice. Trustee Manzo expressed his willingness to go along with the Board members; however, he did voice his reservation and hesitation, urging deferral. Trustee Reddy spoke in favor of holding the event on a much smaller scale. Trustee Yusuf voiced his concerns with the traffic flow, unnecessary health risks, and needed staffing to make the event possible. He also suggested holding the display during a different holiday or next year. Trustee Herman spoke in agreement with Trustee Reddy’s comments, expressed his concerns with traffic flow, and further expressed his hesitation toward deciding about the timing and proposed location of the fireworks display. Trustee Nagle shared his observation regarding the pricing and location and provided suggestions on how to help the Village fund the event using local businesses. Trustee Tiesenga expressed his views and opinions regarding the event's timing, the current economic situation in the country, and the expenses before the board. Furthermore, he urged restrain regarding the spending and spoke in agreement with Trustee Nagle's comments mentioning the sponsorship from the local businesses.
