SUBJECT: Contract Award - 2014 Oak Brook Bath& Tennis Club Exterior Stair Replacement

RECOMMENDED MOTION: I move that the Village Board award a contract to the
lowest responsive and responsible bidder, Best Quality Builder & Developer, Inc, Villa
Park, Illinois, subject to staff review, for the 2014 Oak Brook Bath & Tennis Club Exterior
Stair Replacement Project in the amount of $37,500 and approve Resolution 2014-B&T-
STAIRS-CNTRCT-EX-R-1350, A Resolution Approving the Award of a Contract for the
Replacement of the Exteriors Stairs at the Oak Brook Bath & Tennis Club
Background/History:
A notice for Request for Bids was placed on the Village website on March 4, 2014 and bid
packages were sent to four companies. Three companies attended the mandatory pre-bid
meeting. Two bids were submitted and opened on Tuesday, March 18, 2014.
Best Quality Builder& Driessen Construction, Inc.
Developer, Inc.
Base Bid $32,500 $66,850
Allowance $ 5,000 $ 5,000
Total Bid $37,500 $71,850
Arcon Associates, Inc., the Architectural Firm hired by the Village to assist with the design of
the project, estimated the total project cost at $40,000.
Staff has received and reviewed references and is satisfied.

This project consists of replacing the exterior stairway leading to the pool mechanical room in
the basement of the Bath & Tennis Clubhouse. This basement is below the locker rooms and
houses the mechanicals for the aquatic facility. These stairs have been deemed to be unsafe and
no longer comply to tread standards. Additionally, the adjacent sidewalks will be replaced to
accommodate the new stair configuration
The work is expected to be completed by May 15, 2014.
Recommendation:
That the Village Board award a contract to the lowest responsive and responsible bidder, Best
Quality Builder & Developer, Inc, Villa Park, Illinois, subject to staff review, for the 2014 Oak
Brook Bath & Tennis Club Exterior Stair Replacement Project in the amount of $37,500 and
approve Resolution 2014-B&T-STAIRS-CNTRCT-EX-R-1350, A Resolution Approving the
Award of a Contract for the Replacement of the Exteriors Stairs at the Oak Brook Bath & Tennis
Club.

RESOLUTION 2014-B&T-STAIRS-CNTRCT-R-1350
A RESOLUTION APPROVING THE AWARD OF A CONTRACT FOR
THE REPLACEMENT OF THE EXTERIOR STAIRS AT THE OAK BROOK BATH &TENNIS CLUB
WHEREAS, exterior stairs at the Oak Brook Bath & Tennis Club ("Stairs") are in need of
replacement; and
WHEREAS, on March 4, 2014, the Village sought bids for the replacement of the Stairs; and
WHEREAS, the Village received two bids to replace the Stairs; and
WHEREAS, Best Quality Builder & Developer of Villa Park, Illinois ("Best Quality"), was the
lowest responsive and responsible bidder to replace the Stairs; and
WHEREAS, the President and Board of Trustees, being fully advised in the premises, have
determined that it is in the best interests of the Village and its residents to enter into a Contract with Best
Quality;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of the Agreement. The President and Board of Trustees hereby
approve an agreement by and between the Village and Best Quality for Best Quality to replace the Stairs
in an amount not to exceed $37,500.00 ("Agreement") in a final form approved by the Village Manager,
Section 3: Execution of Agreement. The Village President and the Village Clerk shall be,
and are hereby, authorized to execute and attest, on behalf of the Village, the Agreement authorized
pursuant to Section 2 of this Resolution.
Section 4: Effective Date. This Resolution shall be in full force and effect from and after its
passage and approval in the manner provided by law.
