CALL TO ORDER The Regular Meeting of the Village Board of Trustees was called to order by President Gopal Lalmalani in the Upper Level Conference Room of the Butler Government Center at 7:01 p.m. The Pledge of Allegiance was given. 2. ROLL CALL Village Clerk Charlotte Pruss called the roll with the following persons: PRESENT: Trustees Laurence Herman, Michael Manzo, Edward Tiesenga, Trustee Yusuf and President Gopal Lalmalani ABSENT: Trustee Nagle, Trustee Reddy arrived at 7:07 pm IN ATTENDANCE: Interim Village Manager/Police Chief James Kruger, Information Technology Director Jim Fox, Development Services Director Tony Budzikowski, Finance Director Jason Paprocki, HR Director/Deputy Clerk Kathy Vonachen, Fire Battalion Chief Jeff Marciniak and Village Attorney Michael Castaldo Jr. 3. PRESIDENT’S OPENING COMMENTS President Lalmalani called the meeting to order and asked Interim Village Manager/Chief Kruger to take over the opening comments for this meeting. Interim Village Manager/Chief Kruger announced the Healing Field festivities in light of the 20th anniversary of 9/11. He also shared the large motorcycle run coming through Oak Brook, fundraising for various veteran groups, and the Special Olympics annual golf outing taking place at the Oak Brook Golf Club. 4. PUBLIC COMMENT ON AGENDA ITEMS None 5. UNFINISHED BUSINESS A. Ordinances & Resolutions 1. ORDINANCE 2021-LC-AL-G-1185, An Ordinance Amending Chapter 1 of Title 4 of the Village Code of the Village of Oak Brook, Illinois Regarding Liquor Controls Within Certain Retail Premises (Rh Liquor License) Motion by Trustee Herman, Seconded by Trustee Yusuf that the Village Board discussed and approves ORDINANCE 2021-LC-AL-G-1185, An Ordinance Amending Chapter 1 of Title 4 of the Village Code of the Village of Oak Brook, Illinois Regarding Liquor Controls Within Certain Retail Premises (Rh Liquor License) ROLL CALL VOTE: Ayes: 4 – Trustees Herman, Manzo, Tiesenga and Yusuf Nays: 0 – None Recuse: 0 – None Absent: 2– Trustee Nagle, Reddy Motion carried VILLAGE OF OAK BROOK MINUTES Page 2 of 2 SPECIAL MEETING OF AUGUST 24, 2021 UNFINISHED BUSINESS A.Ordinances & Resolutions 2.ORDINANCE 2021-ZO-V-EX-S-1629, An Ordinance Granting an Amendment to the Existing Special Use Permit and Parking Variation to Allow for an Order Ahead Lane at 2111 Midwest Road in the Village of Oak Brook, Illinois Trustee Yusuf presented the Ordinance, further elaborated on the concept, and spoke in favor of the proposed special use. Motion by Trustee Yusuf, Seconded by Trustee Manzo that the Village Board approves ORDINANCE 2021-ZO-V-EX-S-1629, An Ordinance Granting an Amendment to the Existing Special Use Permit and Parking Variation to Allow for an Order Ahead Lane at 2111 Midwest Road in the Village of Oak Brook, Illinois ROLL CALL VOTE: Ayes: 5 – Trustees Herman, Manzo, Reddy, Tiesenga and Yusuf Nays: 0 – None Abstain: 0 – None Absent: 1 – Trustee Nagle Motion carried 6.ACTIVE BUSINESS A.Fire Department Analysis and Staffing Study Discussion Removed/extracted by President Lalmalani. 7.PUBLIC COMMENT ON NON-AGENDA ITEMS New Resident Stephanie Kladis requested that the Board amends the Village Code Ordinance addressing the allowable fence height. Development Services Director Budzikowski explained that a conversation with one of the ladies and the Village Planner took place in the afternoon. Options and procedures of requesting a fence variation were explained. Trustee Manzo chimed in, reiterating going through the proper procedures to request a fence variation. Resident Barbara Kleinsmith expressed her points of view on fence variation procedures and urged the Board to consider changing the Village Code altogether. 8.ADJOURNMENT Motion by Trustee Manzo, seconded, by Trustee Tiesenga to adjourn the Regular Meeting of the Board of Trustees at 7:12 p.m. VOICE VOTE: Motion carried.
