CALL TO ORDER The Regular Meeting of the Village Board of Trustees was called to order by Pro Tem Asif Yusuf in the Samuel E. Dean Boardroom of the Butler Government Center at 7:00 p.m. The Pledge of Allegiance was given. 2. ROLL CALL Village Clerk Charlotte Pruss called the roll with the following persons: PRESENT: Trustees Laurence Herman, Michael Manzo, A. Suresh Reddy, Edward Tiesenga, and President Pro Tem Asif Yusuf ABSENT: President Gopal Lalmalani IN ATTENDANCE: Interim Village Manager/Police Chief James Kruger, Information Technology Director Jim Fox, Development Services Director Tony Budzikowski, Golf Manager/Superintendent Sean Creed, Finance Director Jason Paprocki, Public Works Director Rick Valent, Interim Fire Chief James Arie, Head Librarian Jacob Post, HR Director/Deputy Clerk Kathy Vonachen, and Village Attorney Michael Castaldo Jr. 3. PRESIDENT’S OPENING COMMENTS President Pro Tem Yusuf began his opening comments by sharing his hopes for President Lalmalani to fully recoup by the next meeting and be able to lead. He also asked everyone to keep him in thoughts and prayers. Next, he shared the exciting news of several events happening in Oak Brook, including the Philippine Independence week gala and several ribbon-cutting ceremonies of the new establishments. After that, President Pro Tem Yusuf announced Halloween hours, safety precautions and urged everyone to keep their cars locked. He also reminded everyone that October is Breast Cancer Awareness Month and encouraged everyone to wear pink to support anyone affected by the disease. Lastly, he spoke about the leaf pick-up procedures and introduced several upcoming presentations. A. Citizens Pension Academy Presentation Trustee Tiesenga shared a synopsis of the Citizens Pension Academy, the DMMC innovation contest, and its winners. He also explained the effects of pensions on the Village finances, the pension amounts found on the bi-weekly reports, the introduction of real estate property tax, the ability to deliver appropriate services, and where the full sessions can be found. B. Irgens Partners, LLC, 1800 York Road –Preliminary Board Review (PBR) for a Planned Development to Construct a Medical Office Building Irgens Partners, LLC representative Rob Oldenburg, presented plans for a Medical Office Building, the previously approved plans in 2010, signalized intersection at York Rd and Forest Glen Lane, request for several variances, and expressed gratitude for the Board’s consideration and working through the process. 4. PUBLIC COMMENT ON AGENDA ITEMS Resident Anthony DiCanio urged the Board to consider all the facts about the situation before making a final decision on the subject matter. Then he proceeded to state his concerns with the addition of the stop signs. VILLAGE OF OAK BROOK MINUTES Page 2 of 6 REGULAR MEETING OF OCTOBER 12, 2021 Resident Natalie Cappetta also spoke against the stop signs at the proposed intersection, explained the laws behind MUTCD (manual for uniform traffic control devices), and suggested conducting an engineering study. Resident Mario Vescovi spoke in support of adding the stop signs at Madison Street and Fredrick Drive for safety concerns. Resident Kathy Maher spoke against the implementation of the stop signs by explaining previous personal experiences living on Madison Street for over 47 years. 5. APPROVAL OF MINUTES A. REGULAR BOARD OF TRUSTEES MEETING OF SEPTEMBER 28, 2021 Motion by Trustee Herman, seconded by Trustee Manzo to approve the Minutes of the Regular Board of Trustees Meeting of September 28, 2021. VOICE VOTE: Motion carried. 6. CONSENT AGENDA All items on the Consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a Board member so requests, in which event, the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda. RESOLUTION 2021-SR-PP-EX-R-1963, A Resolution Approving an Extension of One Year Pertaining to the Approval of the Preliminary Plat of Subdivision for Lot 3 in the Franklin Subdivision in the Village of Oak Brook Approved by Resolution R-1909, R-1842 and R-1762 2. RESOLUTION 2021-ENG-DESIGN-CNTRCT-EX-R-1964, A Resolution Approving and Authorizing the Execution of a Construction Management Contract By and Between the Village of Oak Brook and Burke, LLC., For the Designer-LED Design Build Project for York Woods Water Main Abandonment 3. ORDINANCE 2021-PD-TC-G-1197, An Ordinance Amending Title 7, Chapter 2 of the Village of Oak Brook Code of Ordinances E. Arts DuPage Proclamation F. Philippine Independence Week Proclamation Motion by Trustee Herman, seconded by Trustee Manzo to approve the Consent Agenda, with the exception of Items 6.D.1 and 6.D.4, and authorize the expenditures as presented. ITEMS REMOVED FROM THE CONSENT AGENDA Item 6.D.1 - RESOLUTION 2021-SR-PP-EX-R-1963, A Resolution Approving an Extension of One Year Pertaining to the Approval of the Preliminary Plat of Subdivision for Lot 3 in the Franklin Subdivision in the Village of Oak Brook Approved by Resolution R-1909, R-1842 and R-1762 Trustee Manzo presented the motion for Trustee Tiesenga explaining his support. Trustee Tiesenga explained the reasons for his request to extract this item and spoke in opposition to the extension. Motion by Trustee Manzo, Seconded by Trustee Nagle that the Village Board discusses and approves the RESOLUTION 2021-SR-PP-EX-R-1963, A Resolution Approving an Extension of One Year Pertaining to the Approval of the Preliminary Plat of Subdivision for Lot 3 in the Franklin Subdivision in the Village of Oak Brook Approved by Resolution R-1909, R-1842 and R- 1762 ROLL CALL VOTE: Ayes: 5 – Trustees Herman, Manzo, Nagle, Reddy, and Yusuf Nays: 1 – Trustee Tiesenga Abstain: 0 – None Absent: 0 – None Motion carried Item 6.D.4- ORDINANCE 2021-PD-TC-G-1197, An Ordinance Amending Title 7, Chapter 2 of the Village of Oak Brook Code of Ordinances Trustee Herman made a motion to defer the item to study the matter further and speak to counsel. Confirmation of Re-Appointment to Zoning Board of Appeals: Rahma Hasan and Wayne Ziemer Motion by Trustee Herman, seconded by Trustee Manzo to confirm the re-appointment of Rahma Hasan and Wayne Ziemer to the Zoning Board of Appeals. ORDINANCE 2021-BU-AMEND-S-1632, An Ordinance Authorizing Amendments and Transfers Among Budget Line Items the Village of Oak Brook, Illinois Trustee Herman asked that the motion be amended to the specific number values. Finance Director Paprocki confirmed that the suggested numbers are by Trustee Herman only apply to the Police Union. Motion by Trustee Manzo, Seconded by Trustee Tiesenga that the Village Board approves an ORDINANCE 2021-BU-AMEND-S-1632, An Ordinance Authorizing Amendments and Transfers Among Budget Line Items the Village of Oak Brook, Illinois as Amended to exclude the Fire and Public Works bargaining Unions. He also shared his thoughts regarding Trustee Tiesenga’s suggestions about the entertainment and venue. Interim Village Manager Kruger stated that the original intent was to move forward with the event in 2022. However, he is seeking concurrence from the Board to move forward and begin the process. Trustee Yusuf shared his thoughts, comments, and excitement regarding the event. Trustee Tiesenga shared his thoughts, comments, and suggestions regarding the Taste of Oak Brook venue and entertainment. 10. PUBLIC COMMENT ON NON-AGENDA ITEMS None 12.
