SUBJECT: Transfer of Ownership of Canine Becks

BUDGET SOURCE/BUDGET IMPACT: None
RECOMMENDED MOTION: I move that the Village Board approve Ordinance 2021-
TNSF-K-9-G-1202 transferring ownership of Police Canine Becks to Officer Andrew
Franczak and the attached transfer agreement between the Village of Oak Brook and
Andrew Franczak.
Background/History:
Officer Franzcak and Canine Becks have been serving the Oak Brook Police Department
since October 10, 2014. Since that time the Canine Team has served the Village with
utmost distinction. Time has come for Canine Becks to be retired from active service.
Pursuant to PA 99-0817 passed in 2016, police canines that retire are to be offered to the
handler first by the municipality and if refused to a no-kill shelter. Officer Franczak has
indicated that he wished to take over ownership and all responsibility for the canine.
Recommendation:
Police command staff recommends that ownership of Canine Becks be transferred to
Officer Franczak and the attached agreement and ordinance be approved.
