MEETING OF THE VILLAGE OF OAK BROOK

ON DECEMBER 14, 2021
1. CALL TO ORDER
The Special Budget Workshop Meeting of the Village Board of Trustees was called to order by President
Gopal Lalmalani in the Samuel E. Dean Board Room of the Butler Government Center at 6:01 pm. The
Pledge of Allegiance was given.
2. ROLL CALL
Village Clerk Charlotte Pruss called the roll with the following persons:
PRESENT:
Trustees Laurence Herman, Asif Yusuf, and President Gopal Lalmalani
PRESENT VIA TELECONFERENCE:
Trustee Tiesenga and A. Suresh Reddy
ABSENT: Trustees Michael Manzo (arrived 6:17 p.m.) and James Nagle (arrived 6:12p.m.)
IN ATTENDANCE: Interim Village Manager/Police Chief James Kruger, Information Technology
Director Jim Fox, Finance Director Jason Paprocki, Interim Fire Chief James Arie, Golf Club
Manager/Superintendent Sean Creed, Head Golf Professional Jeff Kawucha, and Public Works
Director Rick Valent
3. RESIDENT/VISITOR COMMENTS – None Presented.
4. 2020 BUDGET WORKSHOP
President Lalmalani thanked Mr. DePhillips and requested that Finance Director Paprocki begin the
budget discussion.
Finance Director Paprocki addressed Resident comments and moved on to the Hotel/Motel Fund.
A. Review of Program Goals, Objectives, and Budget Request in the Following Departments
1) Hotel/Motel Fund
2) Self-Insurance Fund (Health Benefits)
3) Sports Core Operations
Finance Director Paprocki shared a PowerPoint presentation discussing the goals and objectives
included in the Hotel/Motel Tax Fund, organizational chart, budget summary, and the proposed changes
for the year 2022, including a detailed explanation of the 1% and 2% summary. After that, he explained
the Self-Insurance Fund, its goals and objectives, the organizational chart, the budget summary, the
Sports Core Fund-Bath & Tennis goals and objectives, organizational chart, budget summary, and
projected significant changes from the year 2021. Finance Director Paprocki also explained the
Swimming & Tennis operations, the Bath & Tennis Clubhouse revenue projections, and the Taste of
Oak Brook event projections. Questions and comments were addressed. Discussion ensued.
Trustee Herman brought up his concerns and made suggestions for a revaluation of the five-year plan and
its projected multimillion-dollar projects. He also asked for a clarification on the insurance premium rates,
the methodology of the fund allocation for the Sports Core General operations.
Trustee Tiesenga asked about the inclusion of the Park District employees in the insurance plans.

President Lalmalani asked about the Taste of Oak Brook event.
Trustee Manzo explained the budget adjustments based on the number of donations.
Trustee Nagle expressed his opinions and made suggestions about the Taste of Oak Brook donation
attainability, the Village operating the Bath & Tennis Club and the Pool.
Golf Club Manager/Superintendent Creed greeted everyone and proceeded to talk about another fantastic
year at the Golf Course. He also explained the completed upgrades, goals and objectives, including plans
for future upgrades. After that, Golf Club Manager/Superintendent Creed explained the finances of the
successful season, the organizational chart, and the profit increase over the last few years.
Head Golf Professional Kawucha reiterated Golf Club Manager/Superintendent Creed’s comments
regarding an extremely successful season and explained the monetary projections based on the last two
successful years, the operational staffing issues. He further went into the details regarding the projected
goals, discussed problems and solutions with the Bath & Tennis Club Poolside Café. Questions and
Comments were addressed. Discussion ensued.
Trustee Herman asked about the food and beverage profits and made suggestions on how to possibly
increase the profits.
Trustee Nagle asked for a more detailed food and beverage statement, made suggestions, and asked about
the food and beverage surcharge.
Trustee Yusuf expressed his opinions regarding the food menu and the current prices associated with the
cost of the food.
Trustee Manzo shared his opinions regarding the current Golf operations, the direction from the Board
regarding the Golf Course, and the restaurant issues that have been encountered. He also asked about the
full-time and seasonal employees, the number of resident memberships and expressed his opinions
regarding the restaurant operations.
Trustee Tiesenga communicated his opinions regarding the comments made by the Trustees and shared
his expectations of the future discussions regarding the operations and profit margins.
President Lalmalani thanked everyone for a very nice presentation.
4) Public Works Operations
Public Works Valent shared the restructured organizational chart, the 2021 accomplishments, department
goals for the year 2022, further explained the allocations of various funds, the anticipated projects, and
the equipment replacement. Questions and comments were addressed. Discussion ensued.
Trustee Herman asked about the gravel maintenance, the capital projects, and the different fund
allocations.
Trustee Nagle asked for a clarification on the different electrical systems and the water system. He also
asked about the kitchen remodel of Fire Station 94 listed in the budget book.
Trustee Manzo asked about the seasonal employees and the engineering services.
Trustee Tiesenga spoke in support of the suggested fund allocation in the infrastructure fund.

Trustee Yusuf made suggestions regarding the fund transfers among the various budget numbers.
Finance Director Paprocki shared the list of the pending items among the 2022 Proposed Budget and items
that need further Board direction.
Trustee Manzo shared his thoughts regarding the fund allocation for the addition of cameras in different
subdivisions.
Trustee Nagle expressed his opinions regarding the camera installation, especially around the intersections
surrounding the hotels.
Police Chief/Interim Village Manager Kruger explained the difference between the cameras installed for
the private and public sector sites.
Trustee Tiesenga expressed his content with the layout and the preparation of this year’s presented budget
book.
5.ADJOURNMENT
Motion by Trustee Yusuf, seconded by Trustee Nagle, to adjourn the Special Budget Workshop
Meeting of the Board of Trustees at 8:09 p.m.
VOICE VOTE: Motion carried.
