Call to Order
The Meeting of August 2, 2021, of the Village Manager Search Committee was called to order
by the Chairman Suresh Reddy in the Upper Level Conference Room of the Butler Government
Center at 6:19pm.
ROLL CALL
Village Clerk Charlotte Pruss called the roll with the following persons:
PRESENT: Trustees Larry Herman, Michael Manzo, Suresh Reddy, and Asif Yusuf and
residents Wayne Ziemer and Moin Saiyed
ABSENT: Trustees James Nagle and Ed Tiesenga
IN ATTENDANCE: Village Clerk Charlotte Pruss, Village President Gopal Lalmalani
Approval of Minutes
a. Special meeting of the Board of Trustees and the Village Manager’s
Search Committee meeting of July 13, 2021
Motion by Trustee Yusuf, seconded by Trustee Manzo to approve the minutes of the July 13,
2021 Village Manager Search Committee meeting. VOICE VOTE: Motion carried
Public Comments
Jim DePhillips begins his comments by saying that now that the decision has been made to hire a
new Village Manager he strongly believes that a comprehensive executive search must be
undertaken, to find someone with experience, drive and commitment to improve Oak Brook.
Trustees come and go but this new Village staff will be the ones to determine the next 20 plus
years for Oak Brook.

Chairman Reddy is supportive of using GovHR and asks the
committee for their input. Conversation ensues regarding the two
options with GovHR. The consensus is to contract with GovHR to
facilitate the Village Manager Search and to go with the full recruiting
package.
Conversation continues regarding what is expected from the recruiting
firm and how the process will work. Trustee Reddy states that GovHR
will receive around 300 resumes, narrow it to 40 or so that they will
provide to the committee. The committee will then choose 10 to
interview. He then goes through the five phases that the recruiters will
follow.
• Candidate Criteria
Trustee Reddy begins by saying that the search will be nationwide. He
states that they cannot use age as one of the criteria, even though that
is something they are cognizant of. He would like the committee to
come up with the skills, knowledge, experience and characteristics
they are looking for in a candidate. They also need to decide on
compensation.
• Establish Timeline
GovHR has a 14 week program but the committee would like to see
that condensed into 12 or even 9 weeks. It is mentioned that the
holiday season is coming up and it is then agreed that 12 weeks is a
good benchmark.
• Next Meeting Dates
Chairman Reddy would like to see meetings every two weeks, to
discuss the direction they will give to GovHR, regarding such things
as compensation and candidate attributes. The committee delegates
the responsibility of providing the recruitment firm with the search
criteria to Trustee Reddy. He asks that each committee member email
him their top 5 attributes, and compensation parameters they are
looking for in a Village Manager, in the upcoming week. He will then
compile the data and provide it to GovHR. The committee touches
upon salary, saying that salary and bonus should be around $200,000.
Conversation shifts to whether Jim Kruger should be interviewed or
whether he needs to go through the application process as any
candidate would. It is brought up that if they hire Jim Kruger they
wouldn’t need the recruitment process, but they won’t know whether

he is the right person for the job until they go through the process.
Conversation ensues and it is agreed that they will not interview him
at this time.

Motion to adjourn the Village Manager Search Committee made by
Michael Manzo second by Asif Yusuf, voice vote, meeting adjourned at
6:40pm.
